In the Senate Mr. Davis, of Illinois,
horn the Committee on the Judiciary, re
torted with amendments, the Senate bill
to provide for the distribution of awards

United States and the Repnblic of Mexi-
<o, concluded on the 4th of July, 1863,
which was plsced on the calendar.
The Hense Judiciary Committoe has
'iftided to report the Senate bill for a
repeal of the Bankrupt Act and force it
to a passage.

ered by Mr. Ellis, of Louisians, Ward, of
Pennsylvania; Calkins, of Indiana, Hen
na, of West Virginia; Covert, of New

mulgates in a supplement this evening a
proclamation by tbo Queen, which pro
hibits the export or carrying coastwise of
torpedoes, torpedo boats, boats filled with
apparatus for torpedoes and all apparatus
for projecting inflammable material or
firing torpedoes.
The press association reports that the
British government has chartered fifteen
steamers to convey troops from India.
The charters aro made out with tho op
tion of the port, it is said, Alexandria or
Malta. In tho city circles it is rumored
that the government entorUino the idea
of landing troop. at tbo two former places
and occupying Egypt until the confer
ence meets or some satisfactory solution
is arrived at.

of tho United States, shall report to the
supetvising Surgeon General cf tho ma
rine hospital service, tho appearance of
infections or contagious diseases, at the
place where they may be stationed. The
departure of vessels fortheUnitodStates,
etc., tbe Surgeon General of the marine
hospital service is charged with the exe
cution of tbe law, under tbo direction of
tne Secretary of tho Treasury, and cus
tom officers are to assist.

Tbo Hot Springs Bill—Tbo Moxt

Washington, April IS—The Senite
passed the Hot Springs bill presented by
Senator Garland, authorizing the Preai
dent to appoint three discreet, competent
and disinterested person*, who shall con
stitute a board of commissioners, empow
ered with tbe same authority in all re
spects sa was provided for the commis -
eioners appointed under the act of Much
3d, 1877. Senator Garland addressed
tbe Senate in an able and pointed speech.
Thd bill reported from the Senate Ju
diciary Committee tc-day, providing for
the distribution of the awards of the Mex
ican Claims Commission, is tbe bill in-
trodaced by Senator Davis, of Illinois, on
the fiist instant, and amended by the in
sertion of a specific provision concerning
the awards in the contested case of Ben
jamin Weil and the La Abra Mining
Company.
The President of tbe United States
directto determine within the next six
months whether there is probable oanse
to believe that the honor of tbe Uelted
States or considerations of justice und
equity require those awards, or either of
them, to be set aside or a new trial to
be bad in respeot of them. If be oon
eludes that they should not be paid they
ebould be suspended to await action here
after by the two governments, bnt if he
doee not so determine in six months tb6y
are to bo paid in the same manner and
proportions as the other award*.
The rest of the bill provide* in
brief that the inatallmena received from
Mexico shall ba immediately distributed
in rateable proportions among the cor
porations or individuals in whose favor
tho awards were made, or to their legal
representatives or a-eignee*. Theieore-
tiry is first required to deduct the ex
penses of the commission (about {115,
000), but the fund to ba distributed is to
be increased by a payment to tbe Secre-
tarv of State from tho United States
Treasury of the amounts (aggregating
about $150,000) which were awarded to
Mexican citizens by tho commission, and
deducted from the omount payaole by
Mexico. The Secretary of State is far
ther required to deduct and retain from
his payments any amount due the United
States from tbe pcisons or corporations
in whose favor awards were made by the
commission

Ministry.
London, April 17.—The politicil char
acter of tbe New Turkish ministry is un
certain, but it Is noteworthy that the
ministry do3s not include Iiiouf and 0.1-
man Pashas, who are tbe reputed leaders
of the pro-Russian party, and that the
Turkish newspapers again assert that tbe
government will resist the occupation of
Constantinople by any foreign power
