The SltnaUsn Before Constantinople
—The Bnsslan Prospects of Suc
cess.
The Pera correspondent of the Time-
writing on the military situation at the
Turkish capitol says Although many
things warrant the supposition that the
Turks would tight to keep the Russians
out of Constantinople, they have not dis
tinctly made up their minds to do so.
But admitting a theoretical intention on
the part of the Tarki to resist a Bnaeian
occupation it doea not appear that ninety
thousand Ottoman roldiera around the
oapital are an insuperable barrier to a
surprise. The Ruisiaui know very well
that if they wait to make a coup de main
until war is declared the chances against
tn-m will be much heavier than if they
made it beforehand. They have every
thing at tbeir oommand, force, money,
diplomacy and intrigue. It does not re
quire a very lively imagination to con
ceive how, when Bussia has made
np its mind that it is neoessary to oome
into Constantinople Bbo will eeonre the
prize. The restlessness in the Etusiac
oamp is increasing every day. The tem
per of the whole oamp is one of almost
lrreprers-ble frelfnlnees. Anything is
better than to eit s ill rottiDg In filth,
dreaming vainly of home, and watobi'g
death sowing and reaping, and, ac
cording to reports whlob I believe
to bo true, the poaoefnl spirit
is fast pasting away from the men, and
they long for action or peace.

per thousand on cigarettes not weighing
more than three and a half pounds, and
the income tax is two per cent, on all
turn* over two thousand dollars. Wbilo
some of the members of tho committee
agreed that tho bill should bo reportod,
they reserved the right to support it or
not as they deem proper.

London, April 20.—Tho Economist sayr,
little basinets has been (raneaoted this

in cither direction. Continental bourses,
however,wore well supported,believing as
they did in better prospects of German

— The Congress. — Nan stefano
Treaty. — New Dlfilcnltles.—The
Tnrlclsh Ministerial Crisis.
London, April 20.—The week closes
with prospeols of the Eastern diffionlly
no brighter. The belief that Prince
Bismarck bad contrived a torm of invita
tion removing all objections and smooth
ing all susceptibilities, seemed to bo cor
roborated by tho nows at Vienna that the
pailiamcntary business of tho Austro
Hungarian government was being push
ed forward in order to set Count Andrsssy
at liberty to attend the Congress, and in
the soggestion that tbe powers should
meet to consider bow, iD consequence of
the fools which occasioned the treaty of
San Stefano, tbe treaties of 1556 and
1871 ehonld be modified, had, it was
hoped, boon found a recognition atonoe
of subsisting authority of treaties for
wbicn England contended and claimed
of Russia that her achievements in the
lato war should bo respected. But, as
Hoibers, flotbers, Jf oilier*.
Don’t fail to procure Mrs. Winslow’s

suggestions may appear, everything de
pends on tbo specific form in which they
are presented, and it seems that this has
rot borne the test of strict consideration.
It is possible that, as the Times’ Berlin
correspondent states, Russia attaches
some reserve to her consent to discuss all
tho clauses of the treatv of San Stefano,
and that she cannot be brought to recog
nize distinctly tbe claim of tho great
powers to a voico in all now arrange
ments which affect tbo Eastern question.
Tho Daily News’ St. Petersburg corres
pondent, throws the responsibility of tbe
alleged failure of the Gormau mediation
on England, in having rejected tbo pro
posal of Germany, which Raesis accepted,
that n Congress should bo summoned to
revise tbe treaties of 1856 and 1871, and
again insisted ou hsr original conditions.
However this may be, it ia certain that
new difficulties have arisen. Negotiations,
is said, coatinne, and may still lead to
_ satisfactory result, but the present de
lay Rhowa that the rormer divergence of
views ia again npparent.
Constantinople attracts much attention.
The TimeT Vienna dispitah says the
ministerial crisis is viewed with misgiv
ings ss capable of introducing o disturb
ing element into the negotiations. What
ever may be tbe U9o of tho crisis, and
whatever may hare so suddenly determin
ed its fixed irsno, tho removal of Ahmed
Veflk Effendi ia snffioient to indicate tho
character of tho change. It would,
nevertheless, perhaps be prematnre to say
that Russian influence has never booome
naramonnt in the Cabinet. It rather
ioaks aa if the objeot of the change had
been to check the two extreme tendencies,
and at tbe same time tho friction thereby
caused between them in the Cabinet.
If tbe decision of the struggle between
England and Bussia for influence in Con
stantinople has thuB apparently been
postponed, the relative position of the
two can scarcely be said to remain unal
tered, since wilh Ahmed Vefix Effendi as
premier, England bad tbo key of influ
ence in the cabinet; and was thus as it
were in posaosaion. Now, however, this
security is in a great measure gone,
while there ia tone danger that if, in
I heir endeavor to prevent a collision, the
new ministers should make sorno conces
sions to Russia the British embassy may
bo tbe last to know thereof. A far wider
Arid is thus opened to suspicion and mit-
nndeistanding. and consequently to ac
cidents.
Revenue Troubles.
Washington, April 20.—Joseph M.
Foreman has been appointed inspector of
hulls fer tbe district of Savannah. Geor-
Rjveauo agent Wagner telegraphs
from Grerntboro, North Carolina, that
dfi uiv Marshal Springs, of the raiding
party, was killed. The matter was re
ferred to the Attorney General. It ia
supposed that a detachment of the reg
ular army will be sent to the vicinity
to protect revenue officers.
Senor Zeamcona to-day received his
credentials as envoy extraordinary and
minister plenipotentiary of Mexico at
Washington, tne Mexican government
having delayed the steamer at era Cruz
in order to send them.

Philadelphia, April 20.—Upon the
arrival of the British bark Chili from
Havre it was reported by Captain Ol.ver
that her commander, first mate A. C.
Bruise, had fallen on a ring bolt to-day.
One seaman made an affidavit at the
British consulate tbst Kruise was killed
by the captain, who struck him on the
