Under par. 16, seo. 7, tbo Speaker of the
House, withiu live days from tbe organi
zation of tbo General Assembly, will ap
point a committee to oonsider and con
solidate all special and looal bill*. Tho
General Assembly can, in six days, pass a
law prescribing tbo manner to which
notice shall bo given of tho intention of
any locality to apply for special legisla
tion.
Aa noon as this Uw ia passed tho va
rioua localities desiring special legisla
tion can give the notice required in para
graph 16, section 7, and thirty days
thereafter the local bill can be introduced.
It will take sixdaya to pass It.
All tho other conditions contained in
paragraph 16 can be dispensed with by
a two-third's vote.
This Legislature would tako forty-two
days, allowing thirty days for tba notice
and six day* for the passage of a bill, but
tnyop'nion is thst but fivo days aranec-
ataary to pass a bill, because it may be
forwatded to tho Scnato on tbe day of
tbe last reading in tho House and on tho
aims day receive its first reading in tho
Senate, ucd the two other readings on
the two succeeding dayv, which will
make ‘'three separate days in the
proceedings of the House and three sep
arate days in the proceedings of tho
Senate.” “The Constitution nays throe
separate days in each House.” Under
this view the legislation would be accom
plished within the forty d*yr, except as
io distant counties away from telegraphic
communication.
This difficulty can again be met by a
two-thirds vote, extending the time of
the session. If the local legislation is a
matter of importance, and tbe session is
not extended for other causes, local leg
islation can bo obtained in that way.
My opinion, however, is that, indepen
dent of local legislation, tbe session will
bo extended beyond forty days.
With these viewa I do not consider the
question of much importance. If local
legislation is necessary the constitutional
machinery does not present a more seri
ous obstacle than a two-thirds vote.
It is leeal legislation that makes long
sessions, a mutilated code, and any
amount of log rolling, trouble and ex
pense. We trust there will be as little
of it as possible in future. Of course
tome of this kind of work is necessary.

I have just completed a large refrigerating ice
house in my cellar, capable of holding 500 kegs ot beer,
I will keep the beer ice-cold all the time. It will be ship
