N’elfesn Matthews A Co., who, in 187f
tl , worth from aix to seven million dol
|<r>, have petitioned him into bankruptcy.
Bitthews has been an extenelve operator
m raal estate. His failure is principally
das to the enormous shrinkage in that
(1ms of property daring the last two
rears.

Its St. Petersburg correspondent says
it is not yet known whether tho British
government will accept a now formula,
vie That Congress shall consider tho
treaties of I860 and 1871 in relation to
lb. treaty of Sxn Stofano. The British
cabinet dres not insist on nny particular
form of words, but inorely demands that
Sarnia should in some way formally
recognise tho supremacy of Europe rela
tive to the Eastern question. The truth
ia that the discussions about tho formula
raver more important mailers. One inane
sat of the present complications consists
in undoing much of Itussia'a work and
giving tho rest, a European, instead of
•pacifically Russian character. Another
consists in what is called the principle of
rqaivalents or compensation to the pow-
srs for Russia's acquisitions. Tho litter
solution is one that Russia deserves while
Great Britain seems resolved to insist
upen tho former. Prince Gortschakoll
is decidedly better.
Arbitration Abandoned.
Iioiidow, April 27.—The Times' correa-
poadent at Vienna enyg the idea has been
mooted of settling tho difficulties in re
gard to a mutual withdrawal from Con-
ttutiuople by arbitration or by an inter
national commission on tho spot. It
•rams to havo been dropped, liowover, as
impracticable. Tho Turkish nrmy, ac
cording to trustworthy account?, is being
rapidly spread, and is becoming more
and more the main factor in tho with
draws! question, an the Turkish ministry
■ill probably declino to pledge itself to
permit the return of tho Russians and
Esglish if they should withdraw. It
sstms as it tho only reeourco would be for
the two powers to make some arrange
ment with tho Saltan mid take tho chances
of hi* carrying it out. Tho Porte contin
ues cbdnratn concerning the evacuation
of Sbumln and Varna.
Tho Berlin correspondent of tho samo

The Vatican has instructed ecclesiastics
in Prussia to bo moderato in their lan.

Loudon, April 27.—Tho London cor
respondent of tho Manchester Guardian,
in a dispatch to that paper, says great en
thusiasm was manifested in military cir-
rleabcre to night on its becoming known
that tbo whole of the staff and commer
cial cffL-era stationed at Aldershot had
tf.Dived stringont orders from the war
office to bold tbemselvoa in complete readi
ness for immodlato aotivo servioe. In
addition to this general order it was stat
ed that all (be principal officers had re
ceived important secret insti notions for
certain contingencies.
The Central News agency of London
announces that it is informed that orders
■ill be shortly issued for the immediato
formation of tho second army corps and
the raising of battalions for that corps to
the war establishment.

resolution of tho relations between the
Vatican and tho Swiss government has
nraily fallen throueb, in consequence of
the opposition of tho exiled Bishops of
Buie and Geneva.

Crisis.
London, April 27.—The Iforth German
Gazette, of Berlin, says: The action of
diplomacy centres in the answer of Eng
land to Italy’s inquiry as to the English
programme. At the outbreak of the war
England honorably laid down her interest
as the guides and measures of her atti
tudes. Since the conclusion of peace she
La i been exclusively parading in the
cotharie of so-called European interests.
No one knows how these interests are to
be described. Her programme, tho color
of which England must, sooner or later,
make known and which has already as
sumed very various aspects from the
inngnapoor the different English minis
ters, will ultimately be derisive of the
Eulern crisis.

Tho Present Complications in the
East.
London, April 27.—The Times, in a
leading editorial article, oommenta on the
dispatch from its St. Petersburg corres
pondent, in whioh It is stated that one is
sue ont of the present complioations
consists in undoing mnoh of RnsBia’s
work Rnd giving tbo rest a European in
stead of a specifically Russian character.
That another oonsiats in what is oalled
tbo principle of eqnivnlocts or compen
sation to the powers for Russia’s acquisi
tions, and tho latter eolation is the one
Russia desires, while Great Britain seems
resolved to insist upon the former. The
article says it is the partition of Tarkey
that Russia desires now; it was the par
tition that she desired nt the time of tho
Orimoanwnr. Against snob a policy wa
contended then and nro contending now.
Referring to tbo Italian propositions that
England stats her views, tho Times says:
It would bo fnlila and inconsistent with
our position to propose nny scheme nntil
the main principle of European oontrol
has been coneeded, without whioh no
scheme conld acquire validity or sano-
tion.
Tho Recent Russian Raws.
London, April 27.—The St. Petersburg
correspondent of the Timex sayr. I ob
serve that the foreign press devote mnch
attention to the strect disorders whioh
n ceutly ccenrred in St. Petersbnrg and
Moscow. Some organs seem to regard
them os symptoms of a dangerous revo
lutionary movement. In reality they have
no enoh significance. There is not the
slightest danger of publio tranquillity
being seriously disturbed. Any danger
of that kind will first appear, if it ap
pears at oil, when prices rise and taxation
is increased.

WASHINGTON.
Congressional Notts.
Washington. April 27.—In theHjnso

abiliUea of George S. Saryook, of Mis
souri. Toe Indian appropriation bill ap
propriating $ 1.772,000 parsed the Home,

Foreign New*.
Ibj.iDoir, April 27.—A special dispatch
tithe T,r,.rj from Belgrade saye distur
bances have broken out at Nish and Pirot
between the inhabitants and Servian
authorities, in consequence of the Rus-
Mincmg Lane Markets.
London, April 27.—Tho MinciDg Lane
markets were unsettled by the political
ncertainty and holiday. Sugar was de
pressed and rather easier. Tea has not
materially changed; common grades of
Congon nre firm. Tho coffee market is
well supplied and plantation _ coylon
brought previous rates and moro inquiry
prevails for Brazil with a few parcels sold
arrive. Saltpetre is very dull, with
some movements in black and white.
Pepper is at tho current low prices.
The fcauuiit says thoEietor holidays
lercistd their customary influence over
the stock exchange, which daring the
past two weeks has been lifeless. This
week prices declined here, and on the con
tinent, and in coneequeace of the want
ct progress and political negotiation.
Tne tonoof the markets aro still almost
holly a reflection of foreign telegrams,
and these have been warlike. A decline
therefore was natural: still, the drop in
dicated has not been extensive and the
opinion that peace wilt be maintained is
still widely entertained. On Thursdsy
the markets were flat in consequence of
tba report of the serious ibne.s of Prince
Bismarck and Prince Goitichakoff. JDn
Friday, notwithttindiug they were not
60severely ill as was supposed, prices
were decidedly weaker. In foreigns no
decided change was noticeable daring
the week, but securities of governments,
which are most involved in the Eastern
difficulty, have been gradually sinking.
In Russian the aggregate redaction is
now considerable. The Tirnxs in its fi
nancial article says Russian exchange
has depreciated about four per cent,
during the week. The Berlin corres
pondent of the 2imcs says large quanti
ties of Russian paper money, fresh from
the preee, are being continually sold on
the Berlin exchange below the St- Pe
tersburg quotations. Tne nota3 are
mostly sent bsck to Russia and invested
on the corn exchange.
Resumption —Mrs. Hayes’ Claret
Pnncb and the Temperance Society.
■Washington, April 27.—George Op-
dyke, of New York, was before the Housa
committee on Bankrng and Currency
this morning. His viewa in reference
to the practicability of maintaining re
sumption coincided in the main with
those of all tho ctner representatives of
the banking houses in New York, al
though he admitted that if the tables of
estimates of gold in the country now and
1857 and 1S6I, were true (which he did
not admit for he thought they were gross
exaggerations), the attempt at resump
tion might be hazardous.

Dear Sir—1 do not believe in puffing, nor
would I indorse a humbug, but I consider it no
moro than real justice to speak well ot Vecctine.
be ieving it to bo an excellent medicine. I have
used several battles of it to my entire satisfac
tion and great relief from an inexplicable Ner-
vousness which had caused me great suffering
and sleepless nights, hive walked the floor and
resorted to different methods for relief, to no
purpose. I flnslly thought I would give Yego-
tine a trial, with little faith, I will admit, but to
my surprise and great relief, s few doses con
vinced mo that I had got hold ot the right thing
'or my eiflicult.v. It sent out humor from my
blood that, I have no doubt, was the causo of the
misery 1 had endured, and I found relief as soon
a, a medicine could relieve a disease of that kma.
■\Yhon 1 began its use I seldom got a night’s rest,
or half a one, ar.d my appetite was poor, and as a
consoquenco I was running down rapidly, but
after a few doses 1 saw a radical change in every
way. ana am thoroughly satisfied with Yegetinc.
and recommend it to. any perssn suffering as I
did. Respectfully,
MRS J A JOHNSON.
Fiiscale Weakness.—'Yegetinc acts directly
upon tbo causes of there complaints. It invigo

upon the secretive organs, allays inflammation,
cleanses and cures ulceration, cure, constipation,
regulates the bowels, headache and pains in the
