Mr. Guerard, a talented member from
Muscogee, has introduced a bill into tbo
Georgia House of Representative*, which,
if adopted, in ay pi olubly, prove'pf signal
benefit to the State. _ It is as follows:
A Bill to bh entitled no act authorizing
the issue of bonds of the State of Georgia
for -tho redemption of certain bonds of
tho-State of Georgia'lailiag due in
tkreo yc-ors, and to redace the rAto of in
terest on tho samo.
Section 1. Bo it enacted by tho Senato
and Hoaso of Representatives of the State
of Georgia in General Assembly met, and
it Is hereby enacted by the authority of
tho same, That the Governor is hereby
authorized and directed to Issue bonds of
tho Statu to the amount of five hundred
thousand dollars.
Sec. 2. That tho bonds shall be made
payable in the city of Atlanta, at the
Treasury of the State, in six years from
tho dato of issuance unless sooner called
in by tho State authorities.
- Seo. 3. Said bonds to bear interest at
tbd Fate ot four per cent. per annum and
said interact shall be payable in either
of tbo cities of Atlanta, Athens, Augusta,
ColnmbuH, Macon, Savannah and ’Rome
,on thu fir*t day ot January Is each year.

Democratic diaagreement worked the
losses in New Tork State. The best of
Con Mian's incisive work, with all hia
pjv,T to back him, could not havo pre
vented the X*w York Democrat* from
gaining on the aixteen Representatives
which they have in the Forty-fifth Con-
greas. That they lost eeven or eight
from the delegstion is due entirely to
the selfish and suicidal course of the
Tammanyites, who 'have never looked
beyond personal interest*. The Brook
lyn Foylr, with much force, says of the
result of the New York election:
“The De moor a tie party is able to com
bat its ancient foe, the Republican party,
but it can not fight itaelf. Yet this ia
precisely what it has been doing. The
leaders have been quarreling among
themselves, while the opponent* have
been bo*ilyatwork at their duties in
the campaign. The idea that one faction
of a party should be spending its energies
in an endeavor to deatroy another is pre
posterous. Yet the people of the State
have been treated to that edifying spec
tacle! The cause lies in the interference
of Tammany Hall os aa organization in
State politics. Last year the head of
that organization,. Mr. Kelly, 'obtained
possession of the machinery of his party;
and instead of going b.dore the people
upon tho platform of tho reforms Gover
nor Robinson was then actually carrying
on, tho party was pat in the altitude of
antagonism to its chosen head. Tho re
sult of that campaign was a Borrow escape
from defeat. Again, this year retaining
possession by means which may be mildly
termod as open to criticism, the same
course Is pursued and the result is over
whelming defeat, l^iere i should bo i
lesson in this to the Democratic party.
Mr. Kelly reached oat from the field,
whereon his coarse in politics was a mat
ter only those who dwelt thereupon wore
concerned, and assumed to ponneo .upon
and mako war upon the gentleman whose
only fault is that he was cheated out of
the Presidency to which h* was elected.
Not only that, but as against a portion ot
his party, he appealed to the common
enemy for assistance, basing that appeal
upon the gronnd that he was attacking
and making war upon Samuel J. Tilden.
.Inviting battle, it is not to be wondered
at that upon the iaeue he presented, he
is to-day suffering the 'bitter pangs of

General Assembly, we find the opinion
very general that in order to porfect th*
local legislation so mnch needed in. the
State the present year, a temporary ad
journment wHi be necessary to'allow
time for the publication of the notices
required under the constitution before
any work of that nature can be done.
Speaker Iiacon is one of thoso who couu-
sel this movement. In that event the
session will l,a prolonged only about
twenty day*, or until the United States
8ef.at.or, judges, solicitors,ote., areelect-
ed and oerttin general legislation imme
diately needed haa been accomplished.
Tho body will not probably assemble
again before next July. Tn tho mean-
time a very becoming degree of industry
is manifested by the members, and so

The Telegraph and Me-sinoxe even
in the thickest of the capital fight always
took this ground, and the writer has since
repeatedly followed np the argument, and
re-affirmed that opinion.
