Firs Underwriters, and tho specifications
of the plan are accompanied by a certifi
cate from the civil engineer, Mr. William
J. McAlpino, builder of the Chicago
waterworks, who says tho scheme is* l iho
best that can be devised."

Tho details of the work to bo done are
on such a gigantic scale that ono not ac
quainted with engineering would con
demn them as impossible at first sight;
but every item has been carefully figured
out by an expert mathematician and the
work declared to be easy of accompliah-
m i nt, provided the necessary means are
famished. The first requisite of the pro
ject is a tower aitoated in the centre of the
built up portion of the city, between Fif
ty-ninth street and the Battery, in Union
Square, if pcssiblo. Its dimensions must
be 100 feet in interior diameter and 350
feet high—more than twice tho height of
the Western Union building—an altitudo
exceeded by very few buildings in the
world. The top of this tower is to con
tain a reservoir for tho supply of water
one hundred feet in diameter and nbont
thirty feet in height, capable of holding
2,000.000 gallons. Groton will not be
need, but salt water will be pumped
into the tank by largo pipes running
along Fourteenth street from tho East
and North rivers. Two stationary
engines and pumps—ono of 750 horso and
the other of 'JSO-horso power—would be
sufficient to keep the reservoir constantly
full. The reservoir is to bo connected
with a system of pipes running all over
the city and terminating in hydrants, to
which hose will be supplied. The plan
contemplates 4,000 such hydrants on the
line of pipes always ready for instaut ueo.
They are to lie to placed that no fire can
occnr at a distance of more than 400 feet
from tho hydrant. Twenty-eight of
them can be brought to bear on any firo
that may occnr from tho Battery to Fifty-
ninth street, with hose from 100 to 500
feet in length, each hydrant having foar
openings, and tons giving 112 streams.
Toes* may be increased to (53 hydrants,
or 272 streams, with hose not to exceed
1,000 feet in Isngth, or to 128 hydrants
and 512 streams, with hose not exceeding
2,000 feet, and nil amply supplied with
water.
The motive force of tho jot of water
from the ends of the hoso will be simply
the tremendous impetus given to tho
water by its vertical fall of over three
hundred foet in tho reservoir tower.
