is sought to repeal the law authorizing

the purpose of an army appropriation
bill.

Many abuses, and a great wnite of pub

tain mere than one subject, which shall

lish thia principle is to make a radical,
dangerous and unconstitutional change

merely the Senate and Executive, but the
judiciary also under the coercieive dicta
tion of tbe House. House alone will be
jodge of what constitutes a grievance and
alto of the means and measure of re dree*.
