Cnlliorniii ConaUlntlonnl Elec*
lion—Tlte Constitution Adopted,
San Fbancisco. May 7, midnight.—Re
turns of tho oleotions, ns far cs can be
beard from, are a complete surprise. Tho
oily, instead of going 10.000 or there
abouts against the new Constitution, as
wa* generally expeoted, gives a majority
of lea* than 2.000, with returns noarly
complete. The returns from tho country
are nearly complete, but indicate that,
while Alamoda, Sacremento, Santa Clara,
and moat of tho mining counties, have
gone against tno now Constitution, nearly
all the other agricultural counties have
gone heavily for it.
As far as henid from, the city and State
vote now atands 6,300 majority in favor
of the adoption of tho constitution, with a
obanoe that the majority will bo material
ly increased.
Disturbance was feared in tho oity
daring tho evoning, bat the feeling wee
soon quieted down, merely a few fights
occurring. Tho workingmen aro jubilant
over what they consider their own parti
cular victory.
Congress.
WaamNaTON, May 8.—In tho House,
the bill to enforce tho eight honr law
waaiahon up ns the business of the motn-
iog hour.
Kelly, of Pennsylvania, agreed that eo
long as that law was unrepealed overy
workingman in government employment,
who was forced to work ten hours for a
tlty's wage*, was defrauded of his legal
rights. Bat the condition of things since
the passage of that law bad ebangod
greatly. Now, capital coaid not find
safe and profitable employment in pro
ductive industries nud labor was starv
ing. Tho condition of the world in that
respect was pitiable. If tho theory that
this was due to over production were
true, (which he denied,) then in God's
name let over protection bo stopped.
After a short debate tho bill for tho
enforcement of the eight hour law was
laid upon tho lablo by a voto 103 to 62.
The vote is now being taken by yeas and
nays on tbe motion to reconsider tho vote
by which bill was laid on the table.
Tho Senate resumed tho consideration
of tho House bill prohibiting military
interference at elections. Morgan, of
Alabama, advocated its passage, arguing
that tho frsmera of the Constitution,
with a view to tbe preservation of public
liberty, drew a broad distinction between
tbs regular army and the militia, and
that the latter should bo employed to en
force tbe laws-
The House Committee on Foreign

Chicago, May 8.—Tbe Socialist leaders

the oountry. They will damand the uni

and will settle tbe matter of wages if that

decided upon in their private counsels,
bnt it is co secret that tbeir proposition is
political in its nature, and the purpose of
tbe workmen is to secure better wages.
