The coal owners in Germany have taken

Congress.
Washington, May 22.—In the Uouae,
Mr. Goode, of Virginia, introduced a hilt
authorizing the Secretary of the Navy to
place vessels and hulks at the disposal of
the Commissioner of Quarantine, or other
proper peraone, at ports of tho United
States. Tho bill was committed to the
Committee on Naval affairs.
Tho Uousetben (at 12:30) resumed, as
the business of the morning hour, the
bill to repeal and amend the laws relat
ing lo the transfer of cases from State to
Federal courts.
The Republicans refused to vote on the
demand for the previous question, thero
by blocking business.
Various propositions were thereupon
suggested on both sides of the Bouse,
but were not seceded to. Finally, as all
efforts at a compromise failed, and as tho
Republicans declined to vote, the call of
the Ilouae was proeeoded with.
In tbo donate Mr. McDonald asked
leave to introduce a bill regarding the
use of tbo army, of which he gave notice
on Tuesday.
Mr. Edmunds asked whether tho bill
was intended toonlargoor diminish tho
existing constitutional powers of the ex
ecutive in tho use of the army.
McDonald said it properly regulated
the President’s powers under the consti
tution. Tho bill would show for itsolf
whether it enlarged or restricted these
powers.
Mr. Edmunds wished to know if, in Mc
Donald’s opinion, its effect was to repeal
urouly defluo existing laws, and if ho
thought uoy legislation on the subject ne
cessary.
Mr.'McDonald said tbo first three sec
tions under tho title ‘‘Insurrection,” as
they appear in tho Rsvised Statutes, were
in his mind in offering tho bill. Be de
sired to give his views at length on
Monday.
Mr. Edmunds thought no snch legis
lation necessary. It did not look to the
abatement of any fault in existing laws,
bathe would not object to tho bill’s in
troduction.

WuamqTON, May 22.—In the Sdnate,
Mr. Harris stated that the present bill
looked to tho maintonnneo of existing
Btato health laws, where they are effi
cient, and to co-operation therewith of
Ihs national board a* far as possible. Be
also said the appropriation bad been re
duced from JCSO.OOO to $500,000, on nc-
count of tho romovalof direction to the
biard to investigate diseases of cattle.
Mr. Eaton thought the appropriation
was too large, and that oue hundred
thousand dollars would be ample. Mr.
Harris replied that five hundred thou
sand dollars was as little as the provis
ions of the bill oould be carried out with.
Mr. Eaton said ho wished to vote for tho
bill, and hoped tbo appropriation would
be reduced to two hundred und fifty
thousand dollars. Be thought this sum
was too large, but he would yield some
thing to the opinions of others. Mr.
Logan moved to amend so that ths
money appropriated should be disbursed
under the direction of tho Secretary of
tho Treasury, u|i*>n quarterly estimates
of tho National Hoard, accompiniod by
statements ot its opaiutiona and expendi
tures under the act adopted. After
somo fnriher discussion, Mr. Elton’s
amonduirot to reduce tbo appropriation
to two hundred and fifty thousand dol
lars was rejected. Mr. Conkling, in a
speech ot simo length, then pointed out
what ho considered faults in the bill.
Among hie objections to it wore, he said,
first, that it makes offences against
State laws punishable in Fed
eral courts; second, that such
offences are left also in the jurisdiction of
the State courts, *o that a man may bo
twice punished for tho same offence.
Third, that the flno imposed falls not
upon tho real offender, but upon the iono-
oent owners of the vessel. Ha said that
ne should not vote for tho bill, became
be believed the subject did not belong to
national, but to local legislation.
Mr. Harris replied that expeiionce had
pro red local legislation to be insufficient.
After further remarks by Mr. Conk-
ling Mr. Edmunds, who wished to ex
amine the bill farther, moved that the
Senate adjourn until to-morrow.
In the House at the expiritlon of the
morning bonr, tho silver bill came np.
Tho House agreed to the committee s
amendment to tho eighth section, which
provides that cortifieates of deposit; shall
be in denominations of not less than five
dollars instead of ten, as originally pro
vided. The next committee amendment
piovided that ceitifiaates of deposit may

Important Trial.
Richmond, Va., May 22.—What are
known as the "gold cases" ware taken up
Circuit Court, before Judge R. W.
Hughes. These rases embrsco about a
dozen anils on the part of the United
States Government against er-stato offi
cials who were in authority at the time
of the evacuation of Richmond, for
amounts ranging from $1,000 to $5,000,
and aggregating about 120,000. It
claimed that the insurgent government
of Virginia had in the Treasury on the
221 of April, ISGo, a quantity of gold and
silver, with which the officers of that
government paid themselves and their
soldiers in advance, Governor William
Smith taking $5,000, the moat ot it in
advance. By the public law tho conqnerei
is entitled to the property of the con
qnered and to the rights of action of the
conquered power due from its debtors.
The United States Government brings
suit as the conquering power against
these officers, but does cot claim nnj
thing that belongs to tho State of Vir
ginia os a State. The United States
Government only claims what belonged
to the insurgent government of Vir
ginis, which was overthrown by its
armies in April, 1865. This specie
belonged to the insurgent government of
Virginia, as such, officers of that govern
went took this money and the United
States government sues them as debtors
of the insurgent government, overthrown
by the Union army
The case against ox-Governor William
H. Smith was first upon trial. The gov
eminent put in nit proof deemed necer
sary to establish its allegations. Tho
ex-Governor, now nearly eighty years old
was then pnt upon the stand. He made
an elaborate statement to tbo jary, recit
ing in a very interesting manner the l.is
tory of his actions, doings and wander
ings as Govemo- for weeks succeeding
the capture of Richmond, until bis sur
render to General Patrick, Provost Mar
shal of Richmond. His story was atnas
ingly told, and at times judge, jury, law

proposed bill aru the fifth and seventh,
which provide that controversies as to
electoral votes in any State may be
passed open by its highest judicial tri
bunal, which shall send its decision under
seal, to the President of the Senate. Tbo
latter shall open all certificates and the
votes shall be oonntod by tho two ltonsos
in utphabetical order of the States, as
certified, unless rejected by both Houses.
If there bo a contiovorsy in any State,
and a certified decision of it by its highest
judicial tribnral, tho electoral votoa of
that State shall be counted in accordance
therewith, enlose the decision bo reversed
by both Houses. If tbero be a
controversy, and no such judi
cial decision, the coutcated votes
shall not be oonated, unless both Homos
cononr therein. If tbero be conflicting
jadioisl decisions, or oonflioting certifi
cates, tbo deotaioa or oertifiosto bald by
both Houses to bo given by the proper
authority, shall be conolnsivo, unless re
jected by both Houses. The bill also
provides that objections to countiog any
certificate may bo made In writing,
upon opening thereof, and snoh objec
tions shall bo considered by tho Boases'

debate. A joint meeting of the
two houses shall not bo dissolved un

of tbo bill ara substantially tho same as
those embodied in tho bill presented in
tho last Congress by Representative Ron
ton, of Virginia.
Tbo contagious diseases bill, now be
fore the Senate, is a substitute for the one
previously considered and recommitted,
and is framed with a view to escaping
the objections raised to that bill on ac-
connt of its domination over State boards
of health. The present bill direots the
National beard of health to oo-operato
with State and local boards in enforcing
their regulations to prevent the intro
duction a ad spread of diseases, and to es
tablish regulations where none now ex
ist. In css.) the local regulations are
inadequate, the President is authorized
to empower tho National Board to make
others which shall be enforced by tho
State authorities if tbsy choose, or, if
not, by officers appointed by the Presi
dent for that purpose.
There is a decided disposition on the
Republican side of the House to prevent
consideration ot any general legislation af
ter tbo disposal of the Warner silver bill.
Prominent members of that party raid
to-day theta was no donbt ths Republi
cans would fellow this course if an at
tempt be made to take np any of
thd various; other measures which
have been reported by committees
during the present session, except those
making appropriations for military and
executive branches of the Government.
To accomplish this tho Republicans will
have to refrain from voting, thus leaving
the House without a quorum.

A Celebrated Nance.
Forty years or so ago Lea & Perrins
bsgan the manufacture ot Worcestershire
Sauce. It quickly Locarno a favorite sance
on acconnt of its pecnliar piquancy, and
when Mr. Hoyer, the celebrated ohef-de-
ontsine of the Reform Clnb, gave it his
approval its appearance on the tables of
all the other clnbs of London followed as
a matter of coarse. Then its use was be
gun in the cnisines of the leading hotels
in all parts of the world. Wandering
Englishmen carried it abont with them
in all kinds of climates and found to their
delight that long voyages on shipboard
did not impair in the least its flavor or
pungency. It wa3 literally ‘‘presented
to the Queen,” in 1846, and on the
etrength of this was admitted without
question to every honse in LondoD.
This honor did not canse the opinion of
epicures to change in tho least, os they
had already discovered its good qualities.
One of them said in 1843 “that it bad
dostroyed the force of tbe adage that
appetite makes tbe host sauce,” and his
friends thought the remark just ss well
as witty. Nowadays, ths zest it imparts
to all dishes, from turtle and salmon to
plain beef, makes it a favorite with young
housekeepers as well ns with epicures.
