Fira In Hagerstown—A Fatal Ca
tastrophe.
Hagerstown, Md, May 29.—At two
o'clock tbii morning a Hr.: was discovered
on th* lower floor of tbe Washington
House. Before tho alarm conld be given
it bad gained each headway that tbe
dimes rashed up the etairwajB catting
off the escape of upwards of sixty per
sons on tbe register, besides the regular
boarders. Nearly all of them were com
pelled to eicspe by olimbing down the
porch pillars. Ono man felt from the
third atory and is lying in a critical con
dition. Two bodies were fonnd burned
to a crisp. Oao was that of L. Troxell
of Cumberland,and tbe other is unknown.
Sir persona are missing, and it is sup-
possd that their bodies are in tbe ruins,
fifteen are seriously and twenty slightly
injured. »

dent of tbe Council and Minister of
Foreign Affaire, received a dispatch from
tbe second Secretary of Legation at Porte
au Prince, Hayti, raying: “M. Roehe-
cbouart. the French Minister, died of
yellow fever two hours after he was at
lacked. The private Secretary and First
Secretary of Legation are dead of tbe
disease. I, myself, feel the first symp
toms.”

provisions, no objection to its approval
would be made. It embraces, however, n
number of olsnsos relating to snbjeota of
great general interest, which aro wholly
uuoonaeated with tbe appropriation
which it provides for. Objections to tbe
praotiee of taoklng general legisla
tion to appropriation bills, especially
wben tho object la to deprive a od-
ordiaato branch of the Government
of its right to a free exorcise of its own
discretion and judgment tonehing each
general legislation, were sot forth in a
special message m relation to House bill
uumber one, which was returned to tho
House of Representatives on tho 29th of
last montb.
Us regrets that tbo objections which
were then expressed to this mothodof
legislation have net seemed to Congroes
of sufficient weight to dissnado them
from a renewed incorporation of gonoral
enactments in appropriation bills and
that his constitutional duty, in respect
of tbo general legislation thus placed be
fore him, canntl bo discharged without
seaming to delay, however briefly, the
neretsary appropriations by Congress for
the support of tho Government.
He then quotes tho clauses repealing
the sections of tho revised statutes in re
lation to tho supervisors of elections and
deputy marshals, and states that the bill,
if approved, would repeal or amend sec
tions of the act approved May SOtb, 1870,
and amended February 20,1S71, entitled
an set to euforce the rights of citizens in
tbe United States to voto in tho several
Suites of this Union and for other pur
poses, and aays the truo meaning and ef
fect of proposed legislation aro plain.
Supervisors with authority to obaervo nnd
witness tho proceedings at Congressional
elections will ba left, bat there will bo
do power to protect thorn or to prevent
interference with their duties, or to pun
ish any violation of law from which tueir
power aro derived.
It this bill is approved only a shadow
of snthnrity of tho United States at tbo
national elections will remain. Thosub-
siaUnce will bo gone; the supervision will
be reduced to a mere inspection withont
authority on tho part of supervisors to do
any act whatever to luako tho election a
fair our; ail that will ba loft to tho super
visors is permission to bavo such over-
tight of elections as political partios aro
in tho habit of exorcising, without any
authority of law, in otdor to provont their
opponents from obtaining unfair advan
tages. Tho object or tho bill is to de-
ttroy any control whatever by tho United
Stales over congressional elections.
Tbe passage of this bill has teen
urged upon tbo ground that tho cleotton
of members to Congress is a matter which
concerns the States alone—that those
elections should be controlled exclusively
by tho Stater; that thoro aro, and
can be, no such elections as na
tional eleotions, and that the existing
laws of the United Stales regulating Con
gressional oleottons, aro without warrant
in tho constitution.
Ho then quotes the constitution to
show that tbo frsmers of that doonment
regarded tho eleolion or members of Con
gress in every State bb justly a matter of
political Interest and concern to the
whole coantiy, and refers to the Uw pass
ed in 1886. which prescribed rail and de
tailed regulations for the election of Sen
ators by tbs legislatures of tbe several
States, and says: This law has beon In
foroo almost thirteen years. In pursu
ance of It ell members of tbe present
Saaate of tho United States hold their
seat*. Its constitutionality Is not oalled
lu question. It ta confidently bellsved
no sound argument oan be made in
support of tbe constitutionality of
tbe national regulation of tho Sena
torial eleotions, which will not show
that ths elections of members of the
Home of Representatives may bo also
constitutionally regulated by national
authority.
The bill before mo Itself reoogniies the
prisciple that Congressional elections ars
not State election*, but national elec
tion*. It leaves in full force the eristics
; tat a to Qtnl^f vbich supervisors tire still
to be appointed by national authority to
"observe and witness" Congressional
elections, whenever application is made
by citizens who desiro said elections to
be "guarded and scrutinized.”
If power to supervise in any respect
whatever Congressional elections exists
under section 4th, article 1, of tbo Con
stitution it is a power which, like every
other power belonging to tho Govern
ment of tho United States, is paramount
and supreme and includes tho right to
employ tho necessary means to carry it
into effect.
He concludes as hollows: This hill
recognizes tho authority and duty
of the United States to ap-
paint supervisors to guard and scru-
inizo Ccngre-rioaal election#, but denlos
the Government of tho United States all
power to make its supervision effectual.
The great body of the people, of alt par
ties, want free and fair elections. They
do not think that a freo election means
freedom from wholesome restraints of
law, or that the place of election should
boa sanctuary for lawlessness and crime.
Oa the day of election psaca and good
order are moro necessary than ou any
otbor day of the year. On that day tne
humblest and feeblest cisi-ens, the aged
and infirm, should bs—should have rea
son to feel that they are safe in the exer
cise of their most responsible duty, ana
their most sacred rigbU as members of
society—tbeir duty oed their rigat to
vole.
The oonstitnticnnl authority to regn-
idle congressional elections, which be
longs to the Government of the United
States and which it is necessary to exert
to secure the right to vote to every oitl- {
zen possessing the requisite qualifica
tions, ought to ba enforced by appropri
ate legislation.
So far from pnbllo opinion of any part
of the oountry favoring any relaxation of
anthority of government in the protection
of elections from violence and corruption,
I believe it demands greater vigor both
in enactment and In tbe exeoation of laws
framed for that purpose. Any oppression,
any partireo pzrtinlily which eiperieooe
may h»v „howu in tbo working of el
uting laws may well engage the careful
attention of both t'ongress and of tbe
executive to their respective spheres of
daty for tbe oorreotioo of, these mis
chiefs.
As no congressional elections oconr un
til after tbe regular session of Gongtesa
will hsve been held, there seems to be
r,o public exigency that wonld preclude a
reasonable consideration at tbat.seeeion
of any administrative details that might
improve the present methods designed
for the protection of all citizens in a com
plete hud equal exercise of the right and
power of snffrage at anoh elections ; but
with my views both of the constitutionality
and value of the existing laws, I cannot
approve any measure for thetr repeal, qx-
oept in oonneotlon with the enaotmeut
of other legislation whioh may reasona
bly bo expected to afford wiser and more
efficient safeguards for freejand honest
congressional eleotions.

Washington, May 29.—In the Bonsa
Mr. Gibson, from the Committee of Ways
and Means, reported a resolution provid
ing for the final adjournment of Con
gross on the 10:h of Jane. Oa motion of
Mr. Atkins it was laid over till Saturday.
The bill placing vessels and hulks of
the navy at the disposal of thd oommis-
sinners of the quarantine, reported by
Mr. Goode, was amended by inserting tbe
words "with tho approval of the National
Board of Health,” and tt was passed.
The veto message was received from
tbo President, laid before tbo Honso and
was read. Ic was listened to with close
and, for a time, utmost respectful atten
tion, only au andible tiltor wont through
tbo Democratic ranks wben tho sentence
was read as to the effect of the existing
law being to seenre honest eleotions.
Again, when tho aentenoe was read as to
what good faith, honest ondeavor and jo-
dioial anthority can do for the protection
of tbe eleotivo franchise, the Democrats
laughed outright, and the Republicans,
as a counter demonstration, applauded.
Mr. Cor wanted to hive the sentenco
read again, bnt his wish was not grati
fied. At the conolnsion of the reading
the Republicans again applauded. The
Honse proceeded to vote on tbe bill, and
refnsrd to pass it over the President’s
veto. Yeas, 112; nays, 91—a etriot par
ty vote. It was then referred to the Ju
diciary Committee.
On motion of Mr. Stephens the Senate
amendments to the subsidiary coinage bill
were concurred in. Adjourned to Mon
day.

WasnisoTeJt, May 29.—In the Senate,
on Mr. McDonald's resolution to refer
to tbo Committee on Election Frauds
tbe petition of the oitlzans of Rhode Is
land, oomplaining of a deprivation of
tbeir right to vote by reason of the prop
erty qualification in that State, an anima
ted debate on tbe relative apportionment
of votes in the different States arose, in
which Blaine, Hill and Van00 took part.
Blaine said that the small votes in the
several districts of Georgia and other
Southern States was undoubtedly caused
by intimidation.
This was denied by Hilt, who explained
that where only ons candidate wan nomi
nated tho people did not torn ont, and a
small poll was the natural result. He ab
solutely denied the intimations of frand
made by tbe Senator from Maine.
Vanoo spoke to the same effect.
The Senate then took np the bill regu
lating the nee of tbe militia and the land
and naval forces.
Mr. Wallace moved an amendment,
and apoko 1-Lgib, denouncing oerlain
nsea of the army and favoring the present
bill.
The river and harbor bill waa then ta
ken np. Mr. Hereford spoke in favor of
and Ccnkling against the bill. While
the Utter was speaking a motion to ad
journ nntil Monday prevailed.

fered the following resolution: That the
committee on Ways and Means will re
port to ths Honse daring this session of
Congress a bill repealing the duty on all
the salts of cinchona, or Peravian bark,
with tbo recommendation that it pass.
Frye made a point of order that nnder
the resolution recently adopted by the
committee, that this committee will not
consider at this session any bills or joint
resolution* affecting the revenue, and
that all such measures shall be laid over
nntil the reenter sassion in December,
the committee could not entertain this
resolution.
The chairman, (Gibson, of Louisiana)
overruled the point of order, whereupon
Conger appealed. The decision was not
sustained, and Felton's resolution was
therefore defeated.

Kellogg has to-day addressed * letter to
Senator Sanlsbory, eaairmanof the Cornu
mittee on Piivilegee and Eleotions, stat
ing that be is oredibly informed that sub-
pee nos in blank have been sent by a dep
uty sergeant-at-arms to New Orlaana for
the pnrpoaa of sabpmuaing witnesses to
testify in behslf of apofford, who accom
panies the offlser, and that subpoenas are
to be filled np upon their arrival there at
pofford’s dictation. He complaina that
he ctonot procure evideuoe to meet
Spofford’s testimony, unless ha is in
formed who are the witnesses whom the
latter proposes to oall, and that If he
waits till they arrive to ascertain he will
not have time to get hi* owe witnesses
here before Congress adjourn*. He,
therefore, asks that be also be famished
with blank snbpcenas. in order that be
may be plaoed oa an eqnality with his
contestant.

I bought Fifty Pouuda of Shosnfeld’ii Medi
cated Stock Feed about three weeks ago and
tried it on my Mules. Horses. Cowa and Chick*
eas, and will vouch for all you say in regard to
its virtues. In fact it is the beet thing I ever
saw m my life. I gave it to one of my Mules
which wa9 looking worse than the balance and
he commenced to improve from tho start. I
could never fatten him before I commenced the
use of tno Stock Feed, and ho is now In fine
order. 1 also tried it with my Cows with tho
same results. I will let my neighbors know it.
