The Democratic members of Ilia House
and Senate held a joint canous this af

advisory committee in regard to the ap
propriation bills. After ecveral hours de
liberation the following programme was
agreed upon:
Tbe Honso committoo on approprla

introduction of three bills, as follows
An armv appropriation bill, yetoed by
tbe 1’resident, with the following new
section in the place of tbo section upon
which tho veto was based.
Section six.—That no money appro
priated by this aot is appropriated or
shall ba paid for tbe eabiLtsnce, equip
ment, transportation or compensation of
any part of the army of tha United
States to ha nsedaa a police foroe to keep
tha peace at the polls at any election held
within an; State.
Tbe bill extending tbe legislative, ex
ecutrvo and judicial appropriation act
of June 19. 1878, for onu year from tbe
30:h inst., for tbe tame sums and par.
poses therein specified. The bill contains
no general legitlation except that parlion
recently vetoed. The bill known as the
McMahon amendment, providing for the
repeal of certain laws regulating the
payment of pensions tn last year’s bill,
which it is tbne proposed to re-enact,
provided for tbe salaries of all tbe Uaited
States Judges, District Attorneys and
United States Marshals, hat made no ap
propriation for jadiciary expenses, which
however, were subsequently provided for
in the sundry civil appropriation bill.
Hence it was agreed that the committee
on appropriations shall reporta bill mak
ing appropriations in detail for all the esti
mated judicial expenses, except tbo per
diem: of tbe Supervisors and Deputy
Afurabnls of elections, and containing
aleo tho olause agreed upon last Satur
day, that no officer shall be appointed
and no obligation incurred for any pur
pose not specifically appropria
ted for by Congress. This
supplemental appropriation bill also to
embody those sections cf tho vetoed ap
propriation bill wbiob provide for the
amendments of tbe law respecting tbe
method of drawing juries and for the to
tal abolition of the jnrors ‘'tost oath.”
The bill will also provide that no money
therein appropriated, shall bo used for

New York. June 3.—The ninety
eighth annual oommnuication of tbo
.Grand Lodge ot Free Mesons of the
Stato of New York was opened this af
ternoon in tbo Masonic Tdupla. Tbe
attondance was unusually large. The
opening address was delivered by Grand
Master Judson, reviewing tbe occurrences
during tbe recess and relations with the
various Grand Lodges on tho continent
and paying a tribute to tbe dead of the
year.

Resolutions were adopted reaffirming the

to reduce the bonded debt, and the sub

ation committee will meet to-morrow to
prepare measnres in aooordanoe with the
programme above outlined. The pro
ceedings of the oansns were unexpectedly
harmonious, there being no national dif
ference of opinion exoept regarding the
army bill and tho advidory oommlttoe’s
recommendation as to that was opposed
by only a few members of tha Honse
while the Senators present were unani
mous in sustaining tne ontire report
Senator Thurman submitted a report
in'bebalf of the joint committee and ex
plained its features and thegrounds npon
which the committee based their conclu
sions. He scouted the idea that this
oour-e could be considered a “backlog
down," since no Democratic canons or
committee had taken the position that
the supplied wonld be withheld unless
the l’rcsident would acquiesce in the re
peal of tbe obnoxious statutes. Re
peal measures were proposed because
they were believed to be right, and were
placed on tbe appropriation bills a3 the
most convenient and speedy method of
passage, and as .the method giv-
mg the greatest proepect of Persidential
approval. The President had taken the
responsibility of orpoaing the will of the
people,sad thereby giving the Democracy
the tenefit of the issues thus raised.
Congress ccnid now exercise its Constitu
tional right to designate the purposes for
which money appropriated shall be used.
Referring to the proposed omission cf the
apprcDriaticn for the Supervisors and
Deputy Marshals, Mr. Thurman said.
‘•Does any one believe that the President
will attempt to coerce the United States.
Ye: this would be the attitude he would
assume should be refuse to approve the
bill appropriating money for various
specified objects on the ground that it
did not contain nn appropriation forsome
other purposes.'’
