WaaniKOToit, Jane 7.—The House is
in noumittee of the whole on Ihq bill
waking additional appropriations for the
wtvioe of tbe post-oflloe department.

fer offered as a aubstitnto for the bill an
amendment appropriating in addition to
ibn amount heretofore appropriated
511,000 for the payment of letter car
riers for tbe fiscal year ending Jane,
ISSJ, and $70,000 for tbe payment or in
creased salaries of letter carriers for the
tiaoal year ending June, 1870.
Mr. Cox moved to increase the appro
priation from $353,000 to $-115,000.
discussion ensued, after which Mr. Cox’s
motion area ogreod to. After farther iis
camion the committee arose, and tho bill
area reported to the House. Mr. Keifer'i
substitute, as amendod by Mr. Cox’a
amendment, was adopted. Tbo bill ws9

tad Elections raanmed tbe examination of
witnesses in tbo Hpofford-Kellogg oaso.
Tbe first was William Johnson DdLaoy,
colored, who was a member from Rapids
Parish of tho Legislature that eieoted
Kellogg. An affidavit wait shown witness
purporting to have boon signed by him
before Judge Paiaeou, in which ho states
that Smith, who was afterwards Collector
of New Orleans, tbrew an envelope on
bis desk sealed, and that bo oponod it
and found it to contain monoy; that
members bad been offered from two bun
drill to two hundred and fifty dollars for
their votes, and that several who had
been so promised had got nothing, and
that he himself got two hundred dollars
for voting for Kellogg.
Witness denied the signature and body
of the affidavit as his handwriting. Wit
ness bad previously denied that he had
received any money for voting for Kel
logg. The affidavit will bo need to con
tradict him.

Washington, Juno 7. — Joseph J.
Johnson, one of tho witnesses In support
of Kvllogg's oiso, was to-day arrested,
charged with committing perjury by
swearing falsely beforo tho committee.
Among other things he said that ho did
not dictate a single line or word in the
affidavit offered in evidenoe baforo that
committee. .
Dalacy testified to making an affidavit
in New Orleans at the suggestion of Mr.
Ward, acting for Mr. SpjfTord. in which
he alleged attempts at bribory for voting
for Kellogg. Tho witness did vote for
Kellogg, bnt nover receivedlmoney. Af
terwards witness received |500 for him
self and Drew his colleague. The money
camo from Robertson, the Democratic
Senator, through Dumaalasjagsnt. Spof
ford had a sufficient number of votes to
eleethlm before Delaey and his 15 or 20
comrades yerc brought up, but the
argument used, was that Spofford wanted
every K.-pnbiioan member’s vote in order
to avoid any cavil in Washington as to
his title. Witness had never before
seen the affidavit beforo Committee. It
iris signed DeUoy. He spells bis name
Dalooy, and claims to be the grandson of
Sir Hugh Delscy, of Ireland. Chas. Ca-
vanao identified the affidavit in his evi
dence as the one signed by Delaey ana
**orn to before a magistrate, a hoe.
Murray was reoalled, and swore that De-
icy I. I.l him 15 minutes before going on
the stand that he would swear to the fit-
fldavit. The case was then adjourned.

Showhill, Md., June”.—The trial of
Mies Duer for killing Miss Hearn, was
continued to day. Several witnesses
were examined without eliciting any
of importance. Mies Ella Bohm was
called for the defense, and testified that
the laat night she set up with Mies Hearn
waa on Wodneeday of the week before
tbe week in nbichshe died. Mr. Hearn
and Mrs. Truitt were in tho room. They
did not hear any conversation about
death. Ella talked about a visit from
Ella Foster and about calling on the Htl
Bard girl.
Mr. Page objected to this conversa
tion. Mr. Crlslleld insisted that it waa
admi8sabie in contradiction of Mrs.Trn-
itt as they would by this and other
witnesses, they would ehow that Mrs.
Truitt was mistaken both as to the time
of tho conversation and itself.
Mr. Page said that tbo utmost that
oould bo ebown by this witness waa that
Mrs. Truitt was not present on the night
that aha (Mrs. Truitt).saiduhewas. The
witness could not be allowed to detail
oonversaiions bad on other ulghla. The
