Wasbmotok, June 12.—In the Senate,
Hr. Book offered nn amendment in the
nature of a substitute for the Legislative,
Kfecutive and Judioial Appropriation
bill. Tbe substitute does not change tbs
amount appropriated but is intended to
improve tbe form of the bill. Ordered to
be printed and referred to the Committee
on Appropriations.
Mr. Wallace, from the Committee
Appropriations, reported without amend
ment (louse bill making appropriations
(or certain judicial expenses and eaid he
endeavored to call it for action to day. It
was placed on the calendar.
A bill continuing General Shield’s pen
•ion of $100 per month to his widow and
children was taken up. An amendment
by Dawes granting a pension of $50 per
month to Mrr. Fietcber Webster, was
uilopted.
Logan supported the bill and
warmly eulogized hts late friend General
So bids.
A resolution offered by Mr, Bayard,
was adopted ordering to bo printed, for
iba use of the committee on militory af
(aits, tbe papers and proceedings in tbe

Air. Blaine called up tbe MoDon&ld
bill and proceeded to reply to Mr. Hill’i
speech of yesterday.
The committee on Privileges and Elec
tions resumed the Spofford-Kellogg in
vrstlgation. Herrick said bo had no fur
ther use for Dslscey as he had been ar
rented for perjury. He (Merrick) had
asked the district attorney for the privi
lege of assisting the prosecution, should
bit tie tndioted.
Hoar, alluding to criminal charges
said it win an extraordinary proceeding.
The chairman was of opinion that the
oouimitteo has nothing to do with the
waller, but Hoar thought it did.
Houston said when it comes up here

proper.
Merrick eaid Dslacy was one of hie

firmed to fill a vacancy not created, if at

another office until the position to which

About throe rears ago small kernels made
their appearance on the cords ot my neck, ser*

them. My whole system was so full of scrofu
lous humor that It seemed ready to burst
through tho skin at all parts of my bedy, and I
was in a terrible weak and feeble condition.

size as to disfigure me badly. When in this

Washington, Juno 12.—Richard I.
Brooks, colored, was then examined, and
testified that ho was a member of the
Packard Legislature, and heard Tbomai
answer when hi* name was called. Ho
waa induced by Cavanac to testify in favor
of Spofford before the Committee,
Cnarles F. Brown, colored, testifisd
tint he also was a me saber of the Pack
ard Legislature, and that Thomis and
Seveigne* voted for Kellogg. Witness
was finally bribed to go over to the
Nicholts Legislature. Murray told him
th»t if ho would make an affi
davit on Spofford’* side he should receive
two hundred and fifty dollars, and abont
thousand dollars besides.
Richard Sim*, colored, swore that
Thomas and Seveignes voted for Kellogg,
and denied receiving money for hie vote.
J. R. Watson, colored, who had made
an affidavit in tavor of Spofford, denied
alt it contained. Said ho suffered occa
sionally from moral terpitude, and claim
ed the right to tie as one of the privileges
of an American citixen.
Robert B. Johnson (oolored and igno
rant) denied receiving money to vote for
Kellogg. He was very much enraged
at Murray, one of the witneenes, and said
he was a scoundrel and should be put in
the penitentiary. The witness caused
great merriment.
The last witness. Robert F. Deshard,
was called by Kellogg. Ho said he was
chief clerk of the Pactard Legislature,
and knew that Tnomaa and Seveignea
voted, produced minute* to show that
seventeen Senators and sixty-six Repre
sentative* were present.
