Chilians and Peruviana off Iqntqni,

The Chilian fleet appeared off Callao

first division of the Peruvian fleet had
gone south, at once steamed in pursuit.
In the meantime the Peruvian fled
had learned from passing vessels and by
telegraph that the Chilian iron clads had

the small wooden corvette Esmeralda, a
dispatch boat, the Cavadonga and trans

TtiompsoD, the oommander of the Es

handful of men, to attempt tbe apparent
ly forlorn hope of taking her, bnt he and
his men wore all shot down, after a des
perate resistance, in whioh Lieutenant
Velarde, of the Ilnasoar, was killed.
From 23 to 40 prisoners were taken.
The rest of the orew and officers of the
Eimeralda perished with tho ship.
In the moantime the Independence

captain was familiar with the ooaat,
steered very close oonrses, leading the In'

Hanlon got a lead of four length! at
Red Heugh bridge. The time for the
mile was i, minutes and 11 seconds, lha
Canadian leading by five lengths.
Uanlon now slowed down and conten
ted himself with keeping bis advantage,
and eventually won very easily by eight
lengths, in the good time of 21 minntea

There was an immense crowd at Scotts

London, Jane 1G.—The Time? finan
cial article, referring to the condition of
the money market, eaya difficulties are
still apprehended in tbe Provinces, and
some very heavy failures would probably
have occurred befora now, but for the
fact that the provincial banks interested
prefer to h6lp their customers for the
time being, rather to let it ba thought
that they have made any losses. What
would, in ordinary circumstances, have
been failures, have by the help thus af
forded, been, in some instances, turned
into a kind of forced private liq
uidation. Ail this is well known in tho
city, and makes money lenders moreens
picions and cautious than ever. A real
revival of trade, and a brisk demand for
money would probably reveal enough
weakness or insolvency id several quar
ters to amply justify the caution now ex
ercised.

Washington, Jane 16.—Among the
bills introduced in tbe House to-day were
the following: By O'Connor, of Sonth
Carolina, to re-establish the office of as-
sistantTreasurer. By Action, Elam and
Gibson, of Louisiana, memorial of the
constitutional convention for the estab
lishment of a judicial district for North
Louisiana and for tha oeasion cf tho mili
tary barracks at Baton Rouge to the Stata
for educatioual purpose?. The total
number of bills thus far introduced this
session is 2,336.
Springer, of Illinois, moved to suspend
tbe rnlos and pass the bill prohibiting
military interference at polls. Lost by a
strict party vote for want of n two-thirds
majority. Adjonrned.
Tbe supplemental Jadical appropria
tion bill being before the Senate, Dawes
apposod it as tbo most pernicions of Dem
ocratic measures, and tending to shako
the confidence of all jnetice-loving people
in our judioial system.
Hill, of Gerrgia, believed tbe intent of
tbe existing law was good, and if it were
propeily administered no new legislation
would be necessary, bnt Federal judges
depart from State methods, nud tbo rules
of the court introduce politics into the
jury system. He regretted the necessity
of recognizing tho political difference in
thie bill, bnt the disgrace rested upon
those who first brought them into the
jary system, not upon the supporters of
this bill, which would partially remedy
an established evil.
Oonkling thought the proper cure for
tbe abases mentioned was to amend Ibe
present law, not pass a new one, whioh
doss cot pretend to abolish the evil.
Hill replied that be believed the prao-
tioaleffeot of tbe bill wonld be to oompsl
a return to State systems. Morgan said
be entertained tbe belief, resulting from
experience in the Sontbern States, that a
radical reform was required in the Fed
eral jury laws. Amoog other things be
pointed ont that no .legal remedy ex
ists against au alleged abuse by the
oonrt officer of the powergiven him by
tha rule of oourt. If the court was satis-
fled with the aoilon of its officers, there
wab no recourse. The ooutts sousista not
alone of judges, bnt of judges and jaries
together. Tnejadge is appointed under
well defined law, and tbe independent fao-
tor, the jary, should be selected under
laws as cart-tally outlined, not by the on-
governed ohoioe of the marshal. In
1Ft;2 the Government thonght necessary
to Introduce politics Into qualifications of
Federal jurors, leaving tbe question
whether tnat was right or neoesjary at
the time.
General amnesty has since gone ont
for ail* political crimes, and there seems
to be no reaeon for [making tbe jar; box
tbe only place where poiilioai disability is
to be perpetuated. In farther remarks
he showed how the laws deprived good
cit zsnsof tbe right to Bit on jaries, and
to bo tried by jnrlss of tbeir peers. Pol
itics bad already been recognized in the
courts. He regretted it, bnt we were
legislating In view of facts, not of what
ought to be. He read nnmerona affida
vits showing corruption among Federal
officeia in Alabama, and advocated the
bill aa likely to check them.
On motion of Wallace the words “ex
cept aa provided for’in section 3,732 of
tba revised statutes,” were inserted af
ter the clause prohibiting the inenrment
ol liability for fntnre payment (section
3 # 732 allows each inenrment by the War
and Navy Department for ncessary ex
penses} ont of clause, bnt nothing herein
contained shall be construed ro prevent
any Judge in the district he which such
is now the practice - from ordering the
names of Jurors to be drawn from box
es used by State authorities. Mr. Hill
(Ga.) moved to strike the wards; “In
which such is now the practice,,” so a3
to make tbe provision universal.
Wallace, opposed the amendment. It
wonld destroy the uniformity sought
by the bilL
Carpenter said he weald vote for the
amendment. He wonld at tbe proper
time like to unite with the lawyers of tbe
Senate in framing a Federal jury law.
At present, there was no snch thing as
trial by a jury in Federal coarts. Trial
waa by marshal and olerk and they coaid
pack the jury to convict or acquit, as
they pleast-d. He wished tbe matter to
go over until December, as six months
more would not make much differsnoe,
and it was impossible to mature a good
system in the harry of the closeof this
session. Ho objected to the bill as a par
tial remedy, and likely to stand in the
way of a fall remedy.
Hill’s amendment was adopted, and af
ter farther debate the bill was passed by
a party vote.
Senate Democratic eancnj to-morrow, to

pointed last Friday to confer with Sena
tor Bsyard with regard to bis preferred
resignation of the chairmanship of the
Finance Oommittee, and ascertain wheth
er some harmonious arrangement coaid
not be made to get tbe Warner silver
bill upon the Senate calender in readi
ness for action. The committee will re
port that Bayard is inflexibly opposed to
any compromise cr concessions what
ever, and insists that the bill
shall be loft in the hands of
tbe committee for mature consideration
at tbe next session of Congress. If his
party colleageatbink.it advisable to forco
action upon tbe measure, in opposition to
his conscientious conviction, they mu9t
aocept his resignation.
The Sennte Judiciary Committee con
sidered to-day the question recently
raised whether the Senate oan constitu
tionally confirm Secretary McCrary's
nomination to fill the jndicial position
not yet vacant, while he conlinnes to act
under former confirmation as Secretary
of war. Tha eub-oommittee, to whom
tbe question waa recently referred, was
not prepared to make a formal report to
day, but it ia understood they coin
cide in holding that the legal ob
atacle ia insarmonntable, and there is
little donbt that the nomination will
fail of confirmation. If bo the Secre
tary will be appointed when Judge Dil
lon's resignation takes effect, and tbe
nomination sent io Senate upon its reas
sembling. s t '
There were no manifestation in the
Committee to-day of disapproval of the
namination, either on personal or politi
cal grounds. The Committee reached an
informal agteement to-day,, to let the
nomination of D, T- Corbin, of Sonth
