Jndtcml Appropriation Bill
It seems from tbe mid day telegram
yesterday that the House and Senate Ad-
visary Committee bus agreed to divide
the vetoed Judicial expenses bill. The
first bill is designed to meet general judi
cial expenses, which it is presumed (
anything be presumable in the case,
Mr. Hayes will approve. Th* second In
will make appropriations for the mar
shals, with special provisions against th
application of tbe money to bull-dozing
election-; and Ibis bill, it ia supposed
will be vetoed, but vetoed at the coal
leaviog the niaisbala without funds for
general or special psrpMrii. W« are in'
elined to believe, if this policy is carried
ont and Congress adjourns, Hayes •
either call another extra seasion or turn
irb tbe marshals, from some other source,
to b] reimbursed out of a subsequent
deibcionoy supply bill.
The Federal machinery for controlling
elections in tbe States is the main point
with tbe Radicals, and they are going to
have it in working order, no matter what
may be the expense and trouble. Upon
any fair verdict of the people at tbe pubs
tbe so-called Repxblicsn brotherhood are
bound to bs beaten. And though, with
the public purse and a word in their hand
this might not be followed by their re
tirement from power, yet it is not to be
disgnised that a second usurpation would
be more inconvenient and hazardous than
the first one. Taere is a majority against
them now in both Houses of Congress,
and they cannot so fully rely on tbo man
Hayes, an they could on Grant, who
has a settled contempt for law,and wan'd
not be restrained from any course he
should incline to, by per^ousl scruple
or apprehensions, but would n.ilumliy
delight in applying force to tlie removal
of obstacles. Hayes inigld balk ever a
second raid on the Presidency. At any
rate tlie desire is natural, nil round
atooog the Ktdical*, to try this time
wdether they can’t accomplish the same
thing by military terrorism at tlie polls
instead of taking the more des|i' rate
chance of a coup d’etat in Washington, in
tbe presence ot an unfriendly Congress.
Tbe struggle for the marsh a Is and su
pervisors is not over yet.

The Loudon limes of yesterday morn

It seems clear enough that the Khedive
is altogether in the bands of France and
England, and is not only powerless to

ishment ia inflate, and perhaps in perron,
if be sets up a futile opposition.
His reokluss extravagance, which has
11 Muled London and Paris with his evi

proceedings, in this esse, partake of the
nainre of a foreclosure aud levy, and may
perhaps end wiib a tone!) of imprison
ment for debt, should the Koediva pruvs

Oue point, is com-olatory in respect to
the misfortunes of the K>.vpiian ruler,
and this is that any ohau^e in the situs,
tion of bis subjects must of noceeaity be
for the belter since it cannot be for tlie
worse. Egypt, iu ils present social and
political condition,realizes to the ext.rem-
est point, the scripture prophecy 2,500
yearR ago, that it should be the “basest
of nations.” The Egyptian Fellah, whose
toils and anff.-nnga produce its wealth, is
the most forcible example on earth of a
degraded and oppressed people. Under
domination of France and England, be
might have a breathing spell.

Is at laat traced to its perpetrator, who
has been arrested and confessed the
crime. The arrost was made in Boston
and a dispntoh from that oity says;
Tbe murderer of Mrs. Hull, of New
York, was arrested here to-night, and is
now in the custody of the police anthori
ties. His name is Cbastine Cox, a capper-
oclired negro, who has been employed as
a waiter for a year and a halt in the
neighborhood of the Hnll residence, in
Now York City. This negro made his
appearance in Boston a week ago and
wont into a pawnbroker's shop, where ke
disposed of a cameo set of jewelry.
Aliout the same time, tbe Superintend
ent of Pawnbrokers reoeived from New
York a description of property, and this
get was found in a pawnbroker’s shop in
this city. The pawnbroker then furnished
the officers with a description of tho man.
Tbe search which was then commenced
revealed the fact that Cox, after getting
the jewelry, went to New York and re
mained there two or throe days. In the
meantime be made a change of his cloth
ing. Mr. W. R. Balcbe, a newspaper
reporter ia this city, had obtained a de
scription this morning, and this even
ing, while walking along Shawmut ave
nue, bu observed a colored man in front of
him in company with another man. Ho
reoognized the likeness to tbe description
of Cox.
After a careful observance, Balehe ap
proached him and inquired if ho could
direct him to Bunker Hill street, and to
this the negro responded that he could
nof, as be wss « stranger here from New
Yotk, thus confirming the impression that
be was the person wanted. Balohe saw
him enter a colored cbnrch, and then
hastened to inform the police, who sent
a detail of officers aud made the import
ant arrest.
*C\'i made no resistance, but went
qai-tly to tbe police station, where search
revealed Mrs. Hull's watch. He was not
rolic-nt and said be had lived for a long
tune opposite Mrs. Uiill’s house and at
the time of the robbery he entered
through a lower window and went up the
stairs to her room. He said that his
purpose was robbery alone, and he did
not intend to kill her.

A Righteous Judge.—The Baltimore
Sun says the trial of Hill, at Atlanta,
Georgia, for killing Simmons, the alleg
ed sedneer of his wife, has resulted in
conviction for mnrder. This conviction
is in accord with the able and earnest
charge ot Judge Hillyer, who left the
juryino loophole for escape. *He told them
that suoh a killing, if done in hot blood,
and while taking the party in/ragrante
de/ictu. was manslaughter, but that to go
after him and kill him was murder. No
injured party could be justified in taking
the law into bis own hands, “and in the
chamber of his own mind judge and con
demn auob offender to death, and then
deliber ately become also his executioner.
The law provides other and juster means
for patting men on trial and for con
demning and punishing offenders, and
any man who should thus take the law
into his own hands and with each pur
pose and intent slay another, would
thereby become a murderer.”
The Jndge farther warned the jury
against accepting sentiment for faot, and
against taking statements of counsel as
the law. “The court is your adviser,’’
he said. “1’he court tells you plainly
that the Supreme Court has never deci
ded that a man can thns avenge his wife’s
honor. If juries have occasionally done
eo, it is evidence of tlie weakness or wick-
edness of juries.” This bravo and loyal
charge was followed by as bravo and loyal
a verdict, showing how completely pub
lic opinion has recently changed in Geor
gia. Judge Hillyer’s charge has been
generally approved by the best people.
An ex-Judge of the Supreme Court said
of it: “He delivered the law literally,
and it ia to hia eternal honor that he was
brave enough to do it. He has swept
away a sickly sentimentality, a fal-e
chivalry that has bound our people too
long already, and baB put us face to face
with the law." It is believed, however,
that iu this case the victim of Hill was
innocent of the charge laid at his door.

the security and peace of the country, to
have a change of parties. Like the Demo
cratic party in I860, these men have
been too long in power. They are drunk
with an unpatriotic ambifion. They
show plainly that they do not mean to let
go of the Government; that they regard
tbe country as their possession, and a
political defeat as a personal wrong and
robbery of themselves. •
Tho impression which this debate has
made upon many thoughtful attendants
upon it ia that no party can be so dan
gerous to the country as a party led, in
spired and controlled by these men, and
that, if the Republican party appears in
the Presidential canvass nnder their
lealetship, it will be the duty of every
man who values tbe country’s safety and
peace to oppose it and them, no matter
who is on the other side. The Republi
cans nttered a foolish cry of revolution
early in the session, but your correspon
dent, whose duty it has been to watch
all the tedidus debates of the extra ses
sion, and who has not failed to txpose
to you the folly aud weakness of the
Democrats, has seen nothing on the
Democratic side, even among the worst
element of that party, which at all com
pares for wickedness of purpose, for des
peration and evil spirit, with tho course
and temper of the leading Republican
Senators daring this debate.”

side; the patient is rarely able to lie
on the left side; sometimes the pain
is felt tinder the shoulder blade, and
it frequently extends to the top of the
shoulder, and is sometimes mistaken
for rheumatism in the arm. The stom
ach is affected with loss of appetite
and sickness; the bowels in general
are costive, sometimes alternative with
lax; the head is troubled with pain,
accompanied with a dull, heavy sen
sation in the back part. There is gen
erally a considerable loss of memory,
accompanied with a painful sensation
of having left undone something which
ought to have been done. A slight,
dry cough is sometimes an attendant.
The patient complains of weariness
and debility ; he is easily startled, his
feet are cold or burning, and he com
plains of a prickly sensation of the
skin; his spirits are low; and although
he is satisfied that exercise would be
beneficial to him, yet he can scarcely
summon up fortitude enough to try it.
In fact, he distrusts every remedy.
Several of the above symptoms attend
the disease, but cases have occurred
where few of them existed, yet exam
ination of the body, after death, has
shown the liver to have been exten
sively deranged.
