recapitulat'd the points for which the
Democratic party has been omt'ndiog ;
reviewed th- d hxte of the put three

It hod b.'«n said that the Democratic
party bad becked d.-p. > •>'
not true. When thev her-to the n*nt
th.y did not expect to win in
a nay. In tbe Forty fifth Congress they
bad paid tbe army (their Arrnv) fihonld
not bo uffti us rt v .' f i.. 'i.Mt'O'. *n the
Forty-sixlh Congress th.y had .aid it
► bouid not be used as i police force, and
I before the Forty-sixth Congress adjourned
they should have taken from the statute
book every law that proposed to use this
creature of theirs at the polls to intimi
date American citizens in the exercise of
their rights. [Applanse.] There bad
been, ho said, no surrender of the great
principle that Congress can withhold sup-
pli-'s as a means of redressing grievances,
and so long as the Damocratic party waa
in a majority in toe Honse it never
would be surrendered. The present
ex ra session, he said, had made up tbe
iiene between the two parties. The
Democrats bad declared thet the army
should be kept from tbe polls; that the
test oath ehoatd be repealed, and that
Federal authority should not inteivsne in
State eleotions.
Upon these points the Rapnblioans
took issue, and if with this issue tbe Re
publican party should be auocevsfal it
would mean the end of the Rspnblio and
the uplifting of an Empire. Could tfiore
be any donbt aa to tbe result of a contro
versy like tbit, and shonld civil liberty
perish on its own threshold, at its own
fireside 7 The past and future protested
agaimt it; the hopes and fears of tbe
wotld protested against it, and what was
practically of more value, tho Dsmooratio
party, with its majority of belt a million
of American people, protested against it.

Mr. Reagan then replied to Ur. Gar
