At one-forty the Senate went into Ex
eculive session, aud when the doori were
opened the President's message, calling
attention of Congress to askiog appro
priations for Marshal fees, was read and
referred to the appropriation committee.
Etton than desired to take np again the
resolution with regard to adjournment,
which he reported early in the day.
Wicdom, however, again objected, and
introduced a bill making appropriation*
for marehal fees without conditional
clauses.

After another executive session of

til tomorrow.
In the House, the Speaker laid before

read. Tho Homo refused to pass the bill
over the veto by a vote of 83 to 63. At
2:30 another message was received from
me Ptesident, and lead, calling atten
tion of the House to the importance of
making some provision for marshals,
saying that under existiug laws prohib
iting incnrm-jntof liabilities out,-id* of
appropriations, the executive could not
command their aervicas, and that the
suspension of their functions for even a
short time wonld be inconsistent with
publio interests, and might at an; mo
ment prove inconsistent with public safe
ty . The message waa referred to the ap
propriation committee, as was, also,a let
ter from the Attorney-General ontbe same
subject, presented by A'kins, ot Tennes
