London, Jnly 3 —A Beilin dispatch !0
tho Times says it m asseit:d on trustwor
thy autnority that Dr. Falk re-igned bo-
cause ho is convinced tbit it is now pos
sible to effect a reconciliation with the
Vatican, and be ia therefore patticularly
resolved not to matin an obstsolo in the
way. There is no doubt the Empiror
wil! accept the resignatioa of all. Harr
Frankenst-in’s motion with regaid to
the tariff question, which it is generally
supposed ia Germany Prince Bismarck
will aco- pt in some modified form, has
the advantage, from his point of view, of
securing to the Empire a certain and
fixed revenue, independent of Pxrlitmen',
bat as the motion would band all the
money derived from customs and tobacco
does, beyond that certain fixed amounts
to asperate States to whom the empire
would he compelled to apply, if it found
tne fixed revenue iasuffic eat, it would
ine-ease the importance of the States in
juriously to the cohesion of the empire.
Separi*e Stat«3 are likely to approve
Herr Frankenstein’s scheme and nse
their infiueDce to induce Prince Bis
marck to accept it. Another reason in
fluencing him to wards acceptance, is that
ua the ultramontanea who support Herr
Frsnkeoauiu’s scheme are mostly con
servatives, a definite alliance with them
would enalls Prince Bismarck to break
permanently with the liberals to carry
