Dlsccsiing tbe revival of protection
theoriea in Great Britain, growing out of
tbe protlralicn cf »gr:cul!r.r<f,nd msnu
fac’.nres, the New York Herald saje the
assailants of tree trade paliey are men
who have never eatabliebed any title lo re-
rpeet as thinkers on economical questions.
With all the ablest English slate-.men and
financiers on one ride, aud mere neo-
pby tea and sentimentalists arrayed against
them on tbe other, tbe result of the new
free trade discussions c.a not be oonsid
ered ssdonbifuL We believe that Brit
ish policy is immovably fixed on tbe basis
of commercial freedom.
No advocate cf free trade ever set it op
as a guarantee against commercial and
monetary crisis, or bad harvests nnd
short crops, and, we might add, failing
metalic and mineral retources. No leg
islation can bring British coal and iron
nearer tbe surface and thus ebeapen
manufacturing material and motive
power.
Nor, says the Herald, is free trsde to
be held responsible for the strikes, the
labor disturbances, the frequent interrup
tions to production in great establish
ments sed the consequent increase in the
coat of articles, which have afflicted Brit
ish Dade and industry during the last
few years. A return to the exploded
policy of protection would havo no ten
dency to remove tho evii of which the
mutiuoua workmen complain. A duty
on imported grain would raise the price
of foad and reader their low wsgea still
more inadequete. A duty on imported
manufactures would amount to nothing,
because tbe home market can take but a
small part of the products of tho colossal
Eoglisb establishments, and the exclu
sion of foreign goods would be a baga
telle. The homo market would be
broken down by a glut of goods without a
large outlet to foreign consumers, and
foreign markets era be commanded only
by cheap production. It is slriutd to
fancy that the wages of British laborers
could be raised by a protective tariff.
The simple consequence would be a glut
of tbe home market an-1 tbe ruin of Brit
ish industry. Tbo commercial suprema
cy of England will end when she cannot
uoderg-ll rivals in other markets
than her own. Her trade doubled with
in tbe first twenty years after she adop
ted free trade in goo la; her tonnage
doubled within twenty years nfter she
adoptod free trade in ships ; and if her
itnmrnie Industrie, are going into a de
cline it is owing to quite other causes
than the commercial freedom which put
her so far in advance of all Other nations
in weallb, power and prosperity.

The effect of paying bounties out of
the publio treasury to induce mon to la
ir >r, is no doubt bad generally, bat is par
ticularly bad on tho subjects of the
bounty. That which they might at first
have accepted as grace and favor become 8
in their eyes more of a matter of right
than if it belonged to them, and they nre
the soured, angry and spiteful victims of
persecution and injustice. Thus, the
Tribune, chief spokesman of tbe protec-
tiOMate, finds it necessary to remonstrate
with the angry quinine men:
Too qniuina manufacturers are natu
rally indignant at tbe past-age of the bill
removing the dnry, and like most angry
people are a trill) illogical. They assure
ihe Southern members that tbo price of
the drug will go up instead of down; that
in place of $3 35 per ounce tbe prio* wiil
be $5; and in lire eu.ue breath declare
that they have withdrawn all orders for
birk, »Dti will in ail probability cease
manufacturing altogether. Way? Manu
facturers do not n-ually i lise up a bud
ness just when tne prefix are dotib
ling. If, ICO, as they ussert, the
Pniladelpuia firms have sold.lhe drug at
a small profit, which they might have
made extortionate, and also refrained
from adulterating it out of conscientious
regard for the well-being of the American
people, why do they not perstvere in
their philanthropy now, when, as they
threaten, wo are to be poisoned witn bid
cinchona, and they can save ua without
loss to themselves? Their threats and
forebodings may prove true or not, but
they wilt not alter tbe popular verdict
that their monopoly haa been selfish and
extortionate.

France will require a hundred millions'
wortb of American grain this year to sup
ply her orop deficiencies; and nnfonn-
nately tbe grain orop of every otber
country is short, so that the drain on tbe
United States will bs unexampled. Mean
time the ncanmaUtions la America are
large, and a heavy crop is just com

Symptoms of a Diseased Liver.
1 JAIN in the right side, under tlia
edge of the ribs, increases on pres
sure ; sometimes the pain is in the left
side; the patient is rarely able to lie
on the left side; sometimes the pain
is felt under the shoulder blade, and
it frequently extends to the top of the
shoulder, and is sometimes mistaken
for rheumatism in the arm. The stom
ach is affected with loss of appetitd
and sickness; the bowels in general
are costive, sometimes alternative with
lax; the head is troubled with -pain,
accompanied with a dull, heavy sen
sation in the back part. There is gen
erally a considerable loss of memory,
accompanied with a painful sensation
of having left undone something which
ought to have been done. - A slight,,
dry cough is sometimes an attendant.
The patient complains of weariness
and debility; he is easily startled, his
feet are cold or burning, and he com
plains of a prickly sensation of the
skin; his spiri^ are low; and although
he is satisfied that exercise would be
beneficial to him, yet he can scarcely
summon tip fortitude enough to try it.
In fact, he distrusts every remedy.
Several of the above symptoms attend
the disease, but cases have occurred
where few of them existed, yet exam
ination of the body, after death, has
shown the liver to have been exten
sively deranged.
AGUE AND FEVER.
Dr. C. McLane’s Liver Pills, in
cases of Ague and Fever, when
taken with Quinine, are productive of
the most happy results. No better
cathartic can be used, preparatory to,
or after taking Quinine. We would
advise all who are afflicted with, this
disease to give them a fair trial.
For all bilious derangements, and
as a simple purgative, they arc un
equaled.
