National Board of Health—Its PsW-

Washington, July 13.—In view of
mlaOjca -plla-B whtoa seem to prevail in
utaay parte of tbe Ssalbero Slates wnb
regard to the powers aud duties of tbe
National Board oi Health, Dr. Bilitags,
7 o=-President of that organ zvton, ha,
addressed a letter to the Sanitary Coano'l
of toe Must’H’ppi Valley, which is sub
etanttaliy as foLowa:
First, It is tbe duty of S a‘e end local
be-l a eothor t ee and not of the Ns'iin-
at Board of Health to take tbe initiative
in adoptiog measures to prevest the
spread of oontagi >ns diseases. Tue Na
tional Board of Health has otnsed to be
piiutrd and otroalated certain rto immeu-
dations wb-ch indicate the minimum
amount of prreaatiou to be taken. State
or loos! authorities may, in their discre
tion, make more stringet rules than those
■-Uggest.d, bur if they are toi stringent,
even to absolute loti-intercourse, tbis
Board has do poser to interfere. It is
only when rules are inadequate that it
can take legal ao'ion. .
Second, altbongh this board desires
to do everything in its power to aid
State and municipal organizations, it is
not to bs expected to do or pay for all
work of prevention; neither can it plsoe
money in tbe bands of ional boards to
be upended at tbe la'-tet’e discretion,
It must know for what purpose money is
to be used. The secretary of the treas
ury, however, h.a approve 1 a special
estimate of the Board for funds to aid
tne health autcorui s of Memphis and
the State of Tennessee, and prevent the
spread offerer to the adj lining States
But the power of this Board is very
small compared with that of the local
authorities; and finally, the letter Oju-
cludes us follows : ’’Don't let ruaran-
tine occupy the attention of your coun
cil to the exolasion of municipal cleanli
ness, which is the groat object to be so
cured,”
Dr. Turner, Secretary of the Nation
el Board of Health, furnishes the follow-
ing summary of tbe Board's recommen
dations to lea tl Southern ergs'Zi'.ious :
First, let S ate or local boards authori
tatively accept the tales and regulations
of the National Board of Health. See
ond, let them notify this Bosrd, that
such acceptance is made aud hive the
notice properly authenticated aad certi
fied. Wbeu these things h ive bei-n done,
if aid is needed tho local board requiring
it must specify tbe amount wanted and
present with smh cpecifica'iun an item
izsd schedule, stating tbe objects to
which it is to bs applied, such as pay of
inspectors, policemen, food, medic tl at-
cendsuae, buildings fcrqu&rsntine pnr
