THE HOUSE
met at nine o’oloak this morning, and was
called to order by the Spuak.r. Palter I
by Mr. Tsllisferro.
The roll was culled, and the journal
read and approved.
Upon motion of Mr. Awtry, of Troup,

The Governor slates that, in response

wis before Congress, tbe Trez-vant
claim, of 1777, and that was believed to
be tae only one of tbe State. Toggle's
oontract allowed him to prosecute no
claim anterior to 1792. The Trezsvaut is
explained. James A. Green was sgeat
for it. Letters from Hon. James U.
Bo int, Alexan or H. 3 eph ns and Ssn-
aior Guidon are submit'ea, giving testi
mony »s to Mr. Tcggle’d diligence, abili
ty and faitbfalnees. In 1853 Governor
Broun appointed Hon. W. M. Varnum
special agent to prosecute tbe TrezoVant
cla m, sud be pioseonted it up to tbe war.
James A Green was elected Sorveyor-
G. ner.al in 1857, for two years. In 185S
be was etcCica agent in tbe Peter Treze
vant claim, with a contingent fee of 25
per cent. An cffioial re,elation requiring
the Governor to deliver ail tae papers iu
the Trezsvant claim is recited, in which
no other claim is mentioned, the proviso
being that the State shall not be liable
on bis failure to collect.
Tne s .siement in the resolution of IS76
declaring that Green was appointed to
coltecc Cerium other claims is pronounced
a m;a:ake. But if true, no agency was
esiub.Khedfor too claim Toggle collect
ed. That bad such an agency existed
Green’.- election to the General Assembly
in ISrtl would have vacated it. Tbe law
on tbe subjeot is quoted, both from the
Constitution and tbe Code.
Tbe message oonclnded with a sum
ming up as follows: James A Green
was appointed agent for the Trezevanl
claim, while Varnam was still acting.
Tne re-olntion of 1878, from which be
derives his au.nority, if be has any, as
general claim agent, recites as facia woat
are not facts. He bad never presented
the Tngg e claim. That claim bad lain
dormant since 1853, and any claim to
agency was forfeited by bis eleetion to
office. Ha bud also forfeited bis rights
by long neglect of tbe interests of tbe
State.
ilr. Awtry of Troup, moved to r.fer the
communication to the special committee
of three appiented to investigate the
Tuggle fee matter.
Mr. Humber of Putnam, one of the
said committee, moved to table the said
paper as tbe committee was in fall pos
session ot ad the foots contained in said
cotnmtinici'ioa. Did not know why the
Governor should make such a defense
of hims If and Tuggle, unless it was for
the intent and purpose of forestalling the
report o: the committee.
Mr. Humber’s motiou was lost.
Mr. Awtrj’s motion to refer to tbe
oommiltse was adopted.
Mr. Zslenerof Monroe, moved to sus

conferring additional powers on tbe tax
collectors of the Stats. makiDg them

The motion prevailed, tbe bill was ta

JS THE SENATE.
The door keeper of the S3nste an
nounced the pr-aenoeof the House at ibe
doors of tbe Senate. Tbe President and
'he Senate received the Spjaker and the
Hou-e standing. The Speaker sat with
the President.
Alter tbe members were settled in
their place-, the President commanded
the door keeper to make prodimatlon.
Ooi. Aldreci, tee effiser in question, then
commanded silence in a clear, load voias,
as f illows:
“Oyez! Oyez! all persons are com
mand'd to keep silence, on pain of im
prisonment, while tbe House ot Bepre
-eatatives exhibit Articles of Impeach
ment against Washington L. Gold
smith, Comptroiler General ot this
S ate.”
Silence being obtained. Mr. Tamer of
Brooks, Caairmaa of the Jadiciary Cum
inn tee, sod one of the managers appoin
ted by tne House, then read tbs articles
of impeachment in the presence of the
3 mate.
The articles have already been report
ed in synopiis yesterday, so I will not
repeat them in this place.
Tbe reading of tbe Articles of
Impecobment being now ended
ihe President of the Senate responded as
follows: ‘‘The Senate will take proper ac
tion on the subject of thia imperohmtnt,
of which the House of Bepreaentatives
will have notice.”
The House then retnrned to their
chamber, beaded by tbe Speaker.
The galleries of the Senate wsre crowd
ed with an eager throng, anxiona to catch
the lowest tones of tbe readers of the ar-
ticl.a of impeachment. Tnerc was no
demonstration of either approval or dis-
approval on the part of tne audience, bat
the silence was intense, unbroken save
by the strong, fi-m vui-v-- of the mana
gers, as tho •! ■■ p h-.-i »>na rolled out,
one after anoth-r, iho tumble counts of
the impeachment.
The evidenc given before the commit
tee by H. W. J. Ham, editor of tbe
Gainesville A’aylj, relative to an effort by
Goldsmith, through Ham, to purchase the
-oppression of an article written
by Mr. Christopher, editor of the
Atlanta Phonograph, which was un
published at the time of the effort
to suppress, but which afterward ap
peared, and also a conversation between
said Ham and Goldsmith relative to the
employment of Hinton P. Wright to
bribe Messrs. Davis and Strickland, has
produced a most profound sensation in
the Legislature anil city.
Mr. Goidimith demos the whole bast
ness, but Ham asserts that the facts are
true. Tnere will probably be another
article added to the indictment on this
account.
TBE HOUSE IN SESSION.
Mr. Adams, of Chatham, offered a
resolution to reqairo the Governor tc
draw $1,000 to pay rewards for tbe con'
viction of parties counterfeiting the
great seal of the Suto in connection with
false and fraudulent land grants, deeds,
etc. The resolution was adopted, and
tho House then adjourned.

The Butler Investigating Commit
tee.
Newport. August 1G.—Several wit
nesses testified before me Butler Inves
tigating Committee to-day, to the nse of
money at elections in Bhode Island.
J. M. Foster, Jr., swore he had receiv
ed ten dollara through atrip door. He
did not know who gave it to him. Both
he and Gnas. C. Heath e&id they had
seen checks given to voters for which,
when presented in a dark hall and at the
rum ehops, they received five and ten
dollars.
H.ath said two thousand dollars were
usad in the 3th ward in the election of
1875. The Federal officers were Very as-
:ive participants in the elections, but he
had never ltOeivei money from them.
Judge Irwin T. Case testified that the
Fadeia. officers at Providsace took an ao-
liva part ia politics, and were always at
tbe polls electioneering. It was an open
thing that votes were bonght and sold.
Tue Democrats were so strung that they
were always in the market and a >ays
bought up. He had never been o gnt
himself. B;fn3ed to say whether Le had
bought voters. j
