THE £ FECIAL ORDER
was the bill to lease or sell the Macon
aod Brunswick railroad. Tne main pro
visions of the bill are to lease th>* read
to a comoany at the rental of 160,000
per annum for & period of twenty years,
upon c -edition that the b ases build an
«xti n»iou from Macon to Atlaata within
fire years after dite of lease on pain of
forfeiture. The clauses protecting tae
State are fnll and strongly drawn. Io
ci«e the company wish to purchase the
road th*v ur-» allowed so to do a: a priee
of $1.125 000. In case the sdeo? the
le<*e ot tne road c moot b * effected, then
the Governor should appoint a board of
five oommis-lonera to take chirge of and
run the road in the interest of the S.aie.
The bill was read. The committee on
the Ma:on and Brunswu-’k railroad re
commended that the I ill do pass as
recommended by the committee.
Mr. Hall of Spalding, offered a memo
rial fr> m the citizens of Griffin protect
ing against the p-»s-ag6;Of the b ll. Tne

Mr. Hall al<o offered an amendment
as follows, “providdd, however, if before
the expiration of the last day allowed fr-r
leasing the road, the Governor can sell
the mad for il 112.000, he shall sell at
that price, and not les-ie, and if the sale
is mi le the payment may be made as

Mr. Fort, of Sumter, opposed the
amendment, on the ground that its adop
tion would defeat Ihe whole object of
the bill, as no doubt the Central road
would beocmj either purchasers or back-
era of some purcuaser in their interest,
Ihua defeating the real object of tho
bill, which isto.e^cipe the paralysis of
the monopoly of the Central read.
Mr. Livingston off r-'d to amend the
am odzunt of Mr. Hall, as follows:

Mr. Paine, of Chatham, opposed the

length.
Mr. Harris, of Bibb, advocated the
pas-age of tbe bill, and opposed the
amv-ndment of Mr. Spaulding in a speech
of ability and unanswerable argument,
•hoffiog bow the extension proposed from
Macon to Atlanta would benefit both the
ffieat cities concerned.

Mr. Foit, of Sumter, again addressed
the chair in a speech showing clearly the

An enforcement of this rule was left to
the deoiffon of the President. These
rules adopted by the State Board were
the rcenlt of the recent conference at Mc
Kenzie.
