ter fish found in the lakes of central aad
southern Europe, affecting quiet waters
with soft or muddy bottoms. It is said
*o attain a siso of one to two end a half
feet, and a weight, sometimes, of twelve
or eighteen pounds, and to grow rapidly
and live to a great age. Their food con
sists of the larvte of aqaatio insects,
worms end soft plants, though they will
esi almost any vegetable food when
rested in artificial ponda.

ll will be seen that the planters of
Georgia and all others who mey need snb-
aidies from time to time, to keep in mo
tion their farms or other ooonpations,
that the banks of the 8tat.', undismayed
by Ibu ukaae whioh emanated from the
lato Legislature,and was conceived in the
snpremest ignorance of the postulates of
political eoonomy, sternly reducing the
rate of interest to 8 per oeat. have had
the nerve to oontinue their business in
the faoe of the law.
The planter and borrower will run no
rirk, and it is expooted if they nse the
mousy of the banks, knowing all the sur
rounding circumstances, that they will re
deem their contracts and shield them from
all liability. We have no doubt whatever
that the late aot will be repealed in the
earliest hoars after the convening of the
neat General Assembly.
The following is the resolution of the
bankets, whtoh we reprint for the benefit
of the publie.
Baiolved, That it is the sense of this
body, that rather than entail the distress
and ruin epon all the industries and en
terprises of the State, whica would be
consequent upon the withdrawal of the
banking capital thereof, and the closing
up of tbe business, we will, until another
General Assembly convenes, oontinue the
business as heretofore, and recommend
that this oonrse be generally pursued
throogbont the State, m the firm assur
ance that the present obstructive and de-
struolive aot trill than be repealed.
Foreign Intervention.
The New York Commercial Bulletin, in
a leading editorial, expresses regret at
the persistent adherence in this country
to the old-fashioned dogma of non-inter-
ferenoe with the affairs of other nation
alities. However well the doctrine of non
intervention might have been adapted to
the condition of an infant republio, strug
gling for life and prestige, the Bulletin
thinks it has no applicability to our
present position as a great power, and is
praetioally mischievous in dwarfing
American statesmanship and narrowieg
tha sphere of our influenoe and sympa
Him.
Let the BuUetm find oonsolation in the
faot that, practically, the ^Southern
Slates, for the last twenty .years, have
served the ends of a field for interven
tion by the other States and the Federal
Government. Here has been a wide soops
for experiments in politics and morale;
and present indications show that these
8talcs may, for years to come, quiet the
stomach of the Northern people for mod
diing in affaire whioh do not particularly
concern them.
That realises, passion inherited, doubt
less, from an English ancestry, wilt nht,
therefore, be compelled to find express
sion. outlay and relief on etric.ly foreign
countries, so long as the Southern
States remain the national scapegoat.
The Northern majority can abase, advise
and dictate at will, witbont material ex
pense or the ooet of a single war, where
ba, when, if ever, it becomes necessary
for their relief and comfort to deal in
that line with foreign powers, it may
prove troublesome and expensive.
I'ne Northern brethren don’t realise
how mach they save by having these
poor bewildered Southern States to re*
lieve their fussiness and dogmatism npon.
Look at the case now. Hardly a preach
er cta.preaoh, a writer can write, or a
politician cap stamp except npon the
awful guilt and depravity of these South
ern Stales. The stream of eloquence
would stop in mid oareer but for the
South as avictin^and in abort, the breth
ren weald bant or stagnate, bnt for the
Booth. ,
