gun in the hands of a negro was di<-
obarged on this side of the Rio Grande,
and the bullet killed a Mexican and
wonodud a boy in Piedrsa Negros on the
other side, causing great excitement in
the later pleoe. Too negro escaped. A
report has reached hereof a fight occurr
ing a week ago between Indiana and
Americana in the vicinity of the Sierra
ilsjaid* Mines. Fourteen Americans
were killed. No named or details ore

Toombs, in an interview with a Cowfifu-

the death of the Union, and that the pre
sent government is a consolidated one,
not a confederacy.
The funeral of Professor Barnard Mal-
lon, organiser of the Atlanta public
vohools, whose reasius arrived from

thousand people. Eulogies were pro
nounced by Governor Colquitt, Mayor

in., November 7tb, he had charge of tte
Lady Octavio's deck, when ohe was Bail
ing barely ihroa and a half knots per
hour. At 10:40 he walked forward and

walked up on the poop. Id slew min-
ctes I noticed a green light on onr pert
bow. Thinking it was a sailing vessel,
I look the bearing of the light, which
was north-northeast. I finally bow, with
the aid of my night glasses, that the ves
sel was approaching. She had a mast
head light burning dimly, and yet a ^fe w
minutes later I discovered her red side
light. Tne first light I saw was a green
side-light.
I was standing to the weather aide of
the wheel and about three minutes alter
saw tha green light, then saw the red
light, the former Doing shut out entirely
and I made sure she was going astern. I
saw the red light about ten minutes. I
said it must be a New York tug boat go
ing to speak us. I said tins, because I
thought she was going around the lee
quarter. Then he shut out tne red light
and showed his green again. In about
three minutes I saw the light. First
she appeared to be sheering abont. She
was either badly steered or altering her
course. When he shutout the red light
aud showed the green, I was almost cer
tain there would be a onliision, more or
less, sod before I had time to do any
thing he struck ns end on, a little
a oaf t of the stem. When he struck nr,
I was on the weather side of the wheel.
It was a heavy shock, made me stagger,
aud when I was going down off tho poop
I met the master, ran forward ou the
forecastle head to see which vessel was
the must dam aged. I looked over the bar
of course. The fira thing I saw was the
steam ship in actual contact with us—one
of her anchors vu lying m top of our
stern. The appearance of the steamer to
me when I looked over, was one confused
mass of casks and broken wood. I only
heard one man ory for help. I left the
forecastle head, and at onoe the order
was given to lower the beat, back the
yards, and haul down the fore and aft
tails at once. AU hands were on deck,
and the order was carried out. The mas
ter being in oharge of the ship, gave the
orders for the carpenters to go below and
tee what damage the ship had sustained;
at the same dispatching the ship and
boat, which was in the etraits to save
their lives from the sinking steamer. At
the same lima not knowing whether our
own ship would float or not. On
going below, we found the bows
in between the docks, stove is
and slipped the cab down under
the water, three feet on the port side
water light bulk heaus prevented the
Baip from foundering. The Captain con
sulted with the second mate and myself,
and we decided to return to tho break
water rather than proceed to New York
ia our crippled ship. Ferguson was

to get out ot the steamer’s way after see

that scarcely half a minute elapeed after
this before the collision occurred. In
all, ten minutes only passed between the
time of first seeing the greea light and
toe collision. Tne uigbt was dark, but
the atmotphero clear. The inquiry will
be resumed to-morrow.

Washington, November 13.—Upon the
representations of numerous affidavits of
speoial agents of the postofflee depart
meat, the Postmaster General has arrived
at the conclaaion that all lottery compa
nies and all lottery agents are doing a
fraudulent business within the pnrview of
his statutory powers concerning schemes
to defrand the pnblio. He haa com
menced the issuance of special orders to
postmasters at specified cit os, directed
by name against ull persons known to be
concerned In the lottery business forbid
ding postmasters to pay any postal money
orders or to deliver any registered let
ters addressed to persons thus named.
Money orders and registered letters are
to be returned to the sender, and letters
to be etampod with the word “fraudu
lent.” In view also of the faot that the
most of the persons .engaged in selling
lottery tickets are doing tne business un
der usanmed names, the department
nos also issued instructions for a rigid
enforcement of the existing regulation*
which require postmasters te send all
ordinary mail addressed to names that
are known to be flctuions to the dead
letter office. Special orders leaned to-day

Washington, November 13. — The
I'reasary Department will issne to-mor-
rew a circular to super*.sing and local
inspectors of steam vessels to inform
them that the names of the btenmers ex
amined by them must be painted npon
the sides of the wbeei or pilot honac as re
quired by law, and in alf cased they will
withhold certificates of inspeotion, unless
this requirement is complied with.

Baltimjex, Nov. 13.—The steamboat
inspectors to-day completed their report
upon the circumstances of the recent
collision between the steamer Faloon and
the schooner S. C. Tryon. The investi
gation was held with closed doors. Bat
the testimony was to the effect thst the
schooner was sailing np the Chesapeake
at a speed of nine miles an hoar, was
about one point in the pert bow of the
Falcon, which was going down at a live
speed. Captain Hiriz, of the Faloon, or
dered hia vessel to be shoved off to avoid
the schooner, and had changed his course
to an angle of forty-five degrees. Cap
tain Nickerson, who was on deok of the
tenooner at tho time, ordered hU wheel
man to pat the helm np, and did not dis
cover his mistake until hs went forward,
when it was too late to avoid the oollia-

from all blame for the collision. The re
port from the Falcon this evening was
that she lies in an easy position, and very
little of her freight has floated out.
