The French Cable.
Nobth Easthak, Maas., November
17.—Work commenced on the ihore end
of the cable yesterday, and at 6 p. m. it
was on the beach and laid through a
trench to receive it, and signals exchang
ed with the Faraday from a temporary
building on the beach.
The shore end being landed, officials
ecanected with the Cable Company ecd
the American Union Telegraph and oth
er! went aboard the' steamer and pro
ceeded to the spot where the cable was
buoyed, ten miles off shore. To-day the
final splice will be made, and the cable
be worked throughout. The entire cir
cuit from Cape Cod to Brest wiUbeoom.

Utica, November 17.—Governor Sey
mour was asked to-day by an Observer re
porter, what there waa in the rumor of
of arbitration to settle tke difficulties iu the
Democratic party, and what part he had
been invited to take in the proceedings.

was oontempiated, he knew nothing of
it, and be certainly should take no part
In the matter. Ho had entirely with
drawn, for the past two years, from any
participation in political matters. In his
judgment, the only body to arbitrate in
such affairs was the delegates to a Slate
Convention, who, without donbt, at tho
next meeting of their body, would act
wisely and judiciously, in view of the
facts and results of the late election.
Nxw Yobs, November 17.—President
Hayes, son, and Secretary Evarts arrived
to-day and were esoorted to the Seventh
Regiment armory, whero tho opening
exercises of their fair took plaoo.
To-day an order was reoeived at the
custom house suspending Assistant Ap
praiser Albert Gilbert. Several days ago
Examiner Frederick Snyder was dis
missed or suspended.
This morning members of the ’Long
shoremen’s Union, heretofore working
for the stevedores for thirty-five oenta
for day and forty-five cents for night
work, maos a demand for foriy cents an
hoar for day and night work. Two thou
sand on the East front, from the foot of
Grand street to the Battery, went on a
strike. Along North Blver the move
ment is not yet general. Leading steve
dores along the East Biver front acceded
to the demand.
London, November 17.—A Paris dis
patch cays tbe beet crop Is oven worse
than anticipated, and tho price of sugar
has sensibly risen. Many refiners havo
come to a stand-still and nearly all are
likely to terminate their operations by
tho end of December. The quality of
the crops is of an inferior and deficient
quantity.

has declined the appointment of Senator

CrxAnMSTow, November 17.—The cases
against the five managers of registration,
arrested last week under Section 5506 of
the United States B9vised Statutes, were
dismissed to-day by the United States
Commissioner on the ground that tho
United States Supremo Court, in the case
of the United States vs. Keese, had de
cided that tho not of Congress] on which
Section 5506 was based is unauthorized
and therefore unconstitutional.

principal competing parties in the tele
phone business, viz: tho Western Union
Gold and Siook Company and the Na
tional Bell Telephone Company have
aigned a contract by which tbe Western
Union, acting for several companies and
interests associated with it, turns Over to
tho National Bell Company all its tele
phone property and givoB exclusive 11*
cense to the latter to use all inventions
and lineB belonging to the Western
Union, practically retiring from tho tele*
phono businoss and releasing tho Nation
al Bell from all olaims and suits insti
tuted by tho Western Union for infringe
ment of patents, etc.

Union In the Philadelphia local tele*
graph company, Central District and
Printing Telegraph Companies of Pitts
burg, tho Gold and Stock Tolograph
Company of California, (which compa
nies have some interest in the telephonic
exchangee) and interests In properties
(other than telephones) in exchanges
within thlrty-thrae miles of the Now
York city hall aro reserved.
As soon, however, ae the local conflict
ing interests can bo harmonized all tele
phones In said New York territory and in
localities mentioned, aro to be transfer*
red to the National Bell Telephone Com
pany. The National Bell Telephone
Company agrees to pay a royalty or li
cense to-the Western Union Telegraph
Company and rates-upon all telephones
loased or used under its authority or
manufactured or sold exclusively for ex
portation.

Atlanta, November 17.—Tc-day a ter
rible fight took place at the rolling mills
between four employes about wages. On
ono side were a young man named Herns,
son of A. L. Harris, and Dayid Beid,
foreman cf the pattern department. On
the other side were two brothers named
Sheats. Raid fired several shots at tho
Sheets brothers without effect, when
Frank Sheets struck Beid on the head
with a scantling inflicting a painful
onnd. Harris then struck Edward
Sheats on the head crushing his skull.
Edward Sheats cannot live. All the par
ties are nnder arrest.

wishes of Ouray and the object of the

decided change on part of the Indians
and a willingness to testify to the facts
as they have occurred the commission
will be compelled to close its labors and
torn the whole matter over to the war
department. The influence of the hos
tiles seem to be In the ascendancy and
they axe evidently controlling the action
of the Uncompchagre Utee.

sition of Ouray the commissioners ad*
journed until Monday. Ouray informed
General Adams that ho will accomplish
the purpose for which the commission

Columbia, November 17,—The boiler
of an engine attached to tho material
train on tho Greenvillo and Colombia
railroad exploded to-day, killing tho on
gineer and fireman and one more.
Tbe Chamjtloa-Octavla Investi
gation.
Fhiladilfhia, November 17.—The
Conrt of Enquiry oontlnned its investiga
tion to-day into tbe conduct of the offi
cers of tho British ehip Octavia, at the
time of the collision with the steamship
Champion. The helmsman of the Oata-
via testified that he saw the steamer’e
light before the ocllision, and did not
change his course, having received no
orders to do so. An effort was then made
to prove that if tho Octavia had been
stopped seven feet, the collision would not
have occurred, for then the steamer would
not have struok tho Octavia’s bowsprit.
In .this connection, Captain Johnson, of
tho Octavia, was recalled and asked the
following quostion: Taking into consid
eration that there is only about seven
feet between where the steamer
strnck the ship and where she
would have gone clear, do you not
think that if your ohief officers
had given orders to let go yonr leo fore
and main braces, when he saw the col-
lision inevitable, the steamer would havo
gone clear with perhaps carrying away
yonr jlbboom or bowsprit. Captain
Johnson replied that he did not think it
would, und even if his main and fore
braces had been let go, his ship wonld
havo carried its headway some distance
and tho steamer would have etruok
further aft. There was no time to ship
about. The inquiry waa then adjourn
ed for the day.
Tho Kellogg-Spofford Case.
Naw Orleans, November 17.—The
Senate aub-committea on investigating
the Kellogg-Spofford ease met at the St.
Charles Hotel to-day. Henry Howssr,
night watchman at Governor Kellogg’s
house in lb7G, testified with regard to
the visits of the returning board offioiala
to Kellogg’s house and to conversations
which he overheard there. Blanohard
B. Jewett visited Kellogg frequently, and
told witness they were working on cleo-
ticn returns. Witness admitted he had
tried to get a place in the cuatom house,
and that a friend of his had written a
letter in his nemo to Senator Kellogg,
threatening to go before the oommittee
and testify unless he got the place.
Lewis T. Garrick testified that a fow
mouths ago F. G. Desland, Secretary of
State in 1876, told him that the Legisla
ture whieh elected Kellogg had no qno-
rum, and that if he were not a poor man
he wonld make a clean breast of the mat
ter. Witness wroto to Senator Gordon
what Desland had eaid.
Senator Kellogg objeoted to the ad*
mission of this evidenae on the ground
that the United States Senate had deci
ded that the Packard Legislature wa3
the only legal Legislature cf Louisiana,
and that tho question could not be re
opened.
Messrs. Hill end Vance, a majority of
the oommittee, decided tbe testimony to
be admissable. Both cf tbe above wit
nesses were called by Mr. Spofford. Kel
logg will not offer direct testimony.

Washington, November 17.—A deci
sion was rendered in the Supreme Court,
of the United States this afternoon in
three cases of the United States against
Emil Steffens, Adolph Wfilman and W.
W. Johnson, involving the validity and
constitutionality of the s>oallei trade
mark laws. This oourt holds that the
statute here in qneetion, the establishing
a general system of trade mark registra
tion and prescribing penalties for violi-
tions of its provisions, cannot bs upheld,
either In whole or in part, and must be
declared invalid and unconstitutional.
Under the provision of the federal
trade mark law, which the Supreme
Conrt to-day pronounced unconstitution
al, about 3,000 trade marks have been
registered at the patent office, and about
2,000 applications for registry are now
pending.

London, November 17.—A dispatch to
the Standard {torn Cabal says that in all
forty-nine Afghans have been hanged for
complicity in tho massacre of the British
embassy.' It is reported that trouble is
apprehended in the Ghazni country. One
of the Khans and his brother are inciting
an insurrection in Kfaohittan.
A dispatch from Vienna to the Times
says: Archduchess Marie Christine, fu
ture Queen of Spain, has officially re
nounced her right to the Aurstriau suc
cession. The Archduchess will leave
here for Paris to-day.
A dispatch from Nish to Renter a Tel
egram Company says the Prince of Milan
opened the Skcptzchina on Snnday, the
16th instant.
