the following resolution:

ion of on inter-oceanic canal is reoogniz-
ed a necessity for the prosperity of the
commerce of tho world and tho devel
opment of the maritime and commer
cial interests of the United States; and
and whereas such enterprise mast of
necessity be considered as of interna
tional utility under the protection of
the United States, .
Therefore 6a if resolved, That the United
States pledges herself to accord fall and
entire protection to a company to which
shall bo granted o concession by tho
government of Nicaragua, for tho protec
tion of said inter-oceanic canal, and will
secure to said company the peaceful en

marks the Senate, on motion of Mr.
Garland, went into exeontive session at
12; 15. and when the doors were reopened
at 1 p. m., the Senate adjourned.
In the House a resolution was offered
by Price of Iowa, declaring it to be the
ooicicn of the House that no change
should be made at present in tho curren
cy laws. It was referred, as vm also a
joint resolution introduced by Ellis of
Louisians, pledging tbo protection of
the Government to the Nicaraugna In-
far-oceatro Company, when it shall have
obtained a grant from tho Nioaraugaan
Government. Tho House 19 engaged in
tbe reference of bills introduo3d by

Senatorial Canons.
Washington, Deoimb-r 2.—The Dsm
ocratio Senators met in caucus this
morning. Tnero was a large attendance.
Senator Wallace, chairman of the caucus,
announced thst tho meeting had been
called aa usual at the beginning cf tne
session to consider the subject .of rovisiog
the Democratic membership of the com
mittees prior to their reappointment by
Che Senate. No vacancies having been
.created by death or resignation in the
Democratic membership during the re
cess of Congress, and there being no ap
plications preseated to-day for exohang-
fa, it was resolved that the majority rep
resentation shall remain aa fixed at the
extra session, and the chairman was di
rected to notify the Republicans of that
committee tnat the positions occupied by
tbe late Senator Chandler aro at tho
disposal or the minority.

ensued concerning th8 distribution of
Senate patronage. Several cf the Sena
tors complained that it had not been
fquitotly distributed, and said that when
the officers of the Senate were spoken to
on the subject they referred to caucus
resolutions of last year which bound

ia casta of misconduct, and contended
thst with the remainder of the patronage
they had done the best they could do.
The question of amending theee rea>
lotions was then broached. Tnero was
no disposition to interfere with the one by
which Senate officers were required
lo retain all disabled Union sol
diers that were on tbe rolls, bat it was
remarked that there was atill employed
by the Senate a number of men plac 2d in
office by tbe Republicans who were never
in the army in any capacity, and a desire
was expressed by same of the members
of the canons to replace them with Demo
crats.
Alter some discussion a resolution 3 di
recting as inquiry into the nature of tbe
Instructions given by the caucus of last
eeseion and several other reaolntions
providing specifically for ths retention of
Captain Bassett, and several other old
employees, in case any farther changes
are made, were referred to tne Oabjus
Committee created last March, to be re
ported on hereafter.
The Republican Senators srill hold
caucus this afternoon. There is no doubt
that Senator Baldwin of Michigan, will
bo assigned to the places bell by bis
predecessor.

Washington, December 2.—In tbe
House, Mr. Young, of Ohio, offered res
olntions for the appointment of a com
mittee to investigate the present system
of paying the fees of offioers of the
United States Course. Referred.
Mr. White of PenoBylvania,introduced
a joint reeolation, proposing constitu
tional amendments, providing that the
general appropriation bill contains noth
ing bat appropriations and granting pow
er to tho President to disapprove any
separate item without defeating the en
tire bill.
Mr. Fort offered a resolution opposing
attempts tp withdraw or to change the
atatns of any of the paper money issced
by the United Stateo, or to re-open by
legislation, currency questions settled by
tho Supreme Court.
Mr. MoCord,of Iowa.offorcd a resolution
proposing constitutional amendment to
give Congresa power to regulate and pro
tect trade marks.

majority for Hoskins over Pctler by the
fall returns, is 287. The Board of State

purpose of counting returns and making
official declaration of the result.

to-day were attended with muoh disorder.

ward, and three men were shot,, one of
whom, Barnard Riley, died on the way to

Tho employees of the Southern Express
Company have erected a marble cenotaph
twenty feet high to to the memory of W.
M. Willis, their late superintendent, who
fell a victim to yellow fever in Memphis
in 1878. with a suitable inscription to
oommemorato the unselfish devotion and
noble character of tho deceased, and the
affection in which his memory is hold.
Eerenne Troubles in Nortfit Georgia,
Washington, D. C„ December 2.—
Tho Commissioner of Internal Rsvenne
to-day received a dispatch from Collector
Clarke, of Atlanta, Ga., stating that an
assault by a band of illicit distillers bad
been made upon his deputy in TownB
oonnty. The Collector also says three of
his dopnties in Rabnn oonnty, after seiz
ing several distilleries, woro fired npon
and all woanded; ooo of them five times.
The deputies returned the fire, and being
armed with United States breech loading
rifles, were enabled to drlvo the illtait
distillers off. Collector Clarke expresses
the opinion that there is a preconcerted
plan on the part of tho illicit distillers
throughout tho entire monntain section to
resist ;the rovenuo officers. The Com
missioner has dirocted the Collector to
employ a sufficient force of armed men to
assert and maintain the snpramacy of the
rovenne laws.

London, Deoember 2.—Tho Chemnitz,
Saxony. Toyliatt, states that an explosion
of fire damp occurred in a mine in that
district last evening, and it is feared that
from seventy to eighty persons perished.
Constantinopi.x, December 2.—Yes
terday a man forced his way into the
hall of the Medioal Council at the War
Ministry, and wounded four persons with
a dagger. The motive whioh prompted
tho act was private vengeance, and had
no political Eignifioance.

found it impossible to obtain evidenaa

London, Deoember 2.—A Berlin dis
patch to the Standard says the Czir will
inform the nobility of Moscow, at the re
ception to-day, of his determination to
call a number of unofficial advisors to as
sist him in the government of tbe Em
pire. The Council will be purely defib
eratlve, without any right of control or
interference. It will be chosen, partly
by the suffrages of the middle and peas
ant classes, and partly by the direct nom
ination of the Czar from the ranks of the
hereditary nobility. Other measures of
local reform will be announced. These
innovations have bsea strongly advooa»
ted by the Gxarowitoh.

Augusta, Mjl, December 2.—Tbe
Governor and council were in session to
day untill o’clock. They allowed tho
return of county offioers to be examined
by Senators and Representatives elect or
their attorney, but refused to exhibit re
turns of votes for Senators and Repre
sentatives on tbe gronnd that as they
have no power to alter or correct such
returns, it would be useless to exhibit
them. ,
Washington, December 2.—Tne Re
publican Senators had a brief caucus this
afternoon, and referred to a committee,
consisting of Messrs. Morrill, Ferry and
Rollins, tho subject of filling the vacan
cies on the Committees on Commerce and
Naval Affairs, caused by the death cf
Senator Chandler, who have assigned
Senators Baldwin and Ferry to the va-
c&acios.
Easton, Pa., December 2.—'Throe
hundred weavers in the ootton mills of
McKeon & Rsplaoe. Southeastern, struck
to-day for an increase of wages or a de
crease of the hours of labor, and were
discharged, aa they left the mill.
Cincinnati, Daoembar 2.—The re
mains of' General Jeff C. Davis arrived
at Indianapolis this morning under an
escort of four of General Sheridan’s staff
officers, and were taken to the reaidenoe
of Mrs. Korxieoo, the deceased General*
■later. Flags were at half mast on all
the public buildings, and a salute wbs
fired at noon by the German Veterans.
Ban Fbaxcieco, December 2.—A Vir
ginia City dispatch says the Engineer at
Union Shaft, while changing the shift
this morning, ran the cage into the
sheaves. Eighteen men were in the cage,
and on the skiff beneath, and nearly all
were more or less injared; one.T. McCary,
has since died. Several others, it
feared, are fatally hart. The engineer
left immediately after the accident, and a
committee of miners aro now looking for
him.
Naw O&lzans, December 2.—Milton
Jones, a member of the Packard Legisla
ture, testified before tbo Senate sub
committee to-day that be was not bribed
to vote for Kellogg, and that he signed
the affidavit through fear.
Charles Cavagnoo testified to having
conversations with DaLacy, Jones, Gary,
Watson and others in whioh they ad
mitted having been paid by Kellogg, and
acknowledged the truth of the statements
made in their affidavits.
United States District Attorney Leon
ard, a former member of the Packard
Legislature, denied any knowledge of
bribery at the time of Kellogg’s eleotion.

hundred colds of wood near Stony creek
station, on tne Petersburg and Weldon
Rood, wero bnrned this morning. The
fire also destroyed tbe railroad for a com
siderable disUnoe, and stopped tbe paeai
age of trains. The northern bonnd mail
train from tbo South, with two hundred
colored emigrants from different sections
of North Carolina, en routs for Indians,
dno here at 3:30 p. m., has not arrived.
Telegraphic communication with South
ern points is ent off. The damage will
be repaired as soon as possible.

Bunked.—Our count thus far shows that
since the opening of the present ootton
season, there has been bnrned tbirty-five
cotton gin houses in Georgia and seven
teen in Alabama. There aro doubtless
others which we have missed. The ma
jority of these fires has been caused *by
accidents and in the day time. With
eaoh has been destroyed much cotton.
Tbo loss in Georgia must be at least $50,-
000, with probably as muoh in Alabama.
