Fasting asv Prayer.—'This is the day set
apart by the President of the United St&to^for
fasting, humiliation and prayer, over the na
tional troubles of the country. In this State
wc have seen no movemeut for a proper obser
vance of the day, cither on the part of the Gov
ernor or the local authorities of the towus. So
far us relates to this city, it. appears that the
banks are the only parties that feel interested
in tlnypccosion. Indeed, Federal reeommenda-
^ionsjOT all sorts are getting to be decidedly un
popular in thisjatitude.

SAVANNAH, Jan. 2. 1861.
Council met: Present His Honor Charles C. JoneB,
Mayor; Aldermen Soul lard, Davidson, Wheaton, Read,
Anderson, Cohen. Richardson, McMahon,Wylly, Bran-
ner and Brigham.
The minutes of the last meeting of Council were
read and confirmed.
The Information and Fine Dockets were confirmed
REPORTS READ AND ADOPTED.
Tiie Committee on Finance, to whom was referred
the petition of E. G- Adams, per Jno. L. Cass, at
torney, stating that lie complied with the Ordinance
imposing upon him the tax of anon-resident Vcndef,
and asking Council to refund him all over and above
the regular tax imposed upon resident Venders, sub
mitted the following report to wit: The Committee le
commend that tho prayer of the above petitioner be
granted upon bis making the proper return to the City
Treasurer. Joun Richardson, Chairman.
ORDINANCES READ FIRST TIME.
And by unanimous consent, read second time and
passed.
A Bill, to be entitled an Ordinance, to regulate the
sale of Fish and Game, in and near the public Market
of Savanunli.
A Bill, to be entitled an Ordinance, to compel n on
residents, owners of Tug Boats, plying on Bavannah-
riTor to take out licenses for such boats, and to fix the
price of such licences, and affix penalties for the
violations of the provisions of this Ordinance.

Of P. Glebelhouse, relative, to taxes. On motion

Ordinance in reference to the German Fire Company.

fi7e and a half days’ labor due her husband (the late

The report' of a treaty between China and the Allies
1 at Pekin, is confirmed. The event was celebrated by
a Te Pcum, in Tckin.
France has determined t«» restore sixty millions of
francs to the Christian churelies, and also restore the
cross to the cathedral.
The Constitutionnel says, France will never suffer
a return to an offensive policy on the part of Austria
t o w ard s Lombard y.
The bullion in the Bank of England had largely de
creased, and money was more stringer.:.
The Paris Bourse was inxt depressed condition.
The Australasian brings $750,0C0 in specie.
The Elvira and the Barcelona bad arrived at Livcr-
j/Ool from Charleston.
From Washington.
Washington, Jan. 3.—In the Senate to-day, Mr.
Baker concluded his speech in reply to Mr. Benjamin,
and was followed by Mr. Douglas, who spoke on Mr.
PotriiH’s resolution. No new points were stated.
' In the House, the Judiciary Committee reported a
bill invest ng the President with additional power to
collect the revenue. A parliamentary war ensued, af
ter which, the bill was made the special order for Tues
day next.
Both houses adjourned until Monday.
New York Legislature.
Albany, Jan. 8.—The Democratic Legislative Cau
cus have resolved to support a proposition for a divi
sion of the remaining territory, after the admission of
Kansas, into two States.
The President and the South Carolina Commis
sioners
Washington, Jan. 8.—It is reliably stated that the
President considered the communication of the
South Carolina Commissioners insolent, and returned
it. It is also stated that the latter left for home this
morning.

Tallahassee, Jan. 3.—A large number ol delegates
have arrived, and it is probable that Judge McGehee,
of Madison, will be elected President of the Convention
after which a resolution declaring the right of the State
to secede will be adopted. The terms of the ordinance
of secession have been deliberately determined.
Judge McIntosh lias resigned bis commission as Judge
of the Federal Court.
Note.—This was, doubtless, the first despatch sent,
as that on the outside contains the action of the Con.
venlion the first day, and its adjournment till Satur
