Fire.—The alarm of fire at 5 o’clock, a. tn.,
yesterday, was caused by the burning of an old
shanty in Indian street, used as a cooper shop,
by John Cox, a free man of color.
A New Militaky[Coiips.—The {present state
of the' Repnblic is calling out all the military
spirit of our people. We understand that at a
meeting of a number of gentlemen, called to
gether for the purpose of organising a military
company, to be styled the “Pulaski Guards,’’
the following "officers were chosen :

First Lieut.—George W. Wylly.
Second Lieut.—John McMahon.
Third Liout.—John M. Millen.
First Sergeant.—J. R. Saussy. Second Ser

In the ranks, we are told, arc numbered many
of our moat sterling citizens of age and ex
perience, who have heretofore not taken an
active part in the military organizations of our
city, and who now show their public spirit by
preparing for any emergency that may arise.—
We wish them success, and congratulate them
upon their organization.

You have, doubtless, heard of our successful
occupation of this fortress, and the circum
stances connected therewith. Since the first
detachments of fifty men each from the
“Guards” and “Light Infantry,’’ and twenty’
five men from the “Artillery,” a reinforcement
of fifty men each from the two first-named
corps have arrived—making a total of two hun
dred and twenty-five men now under arms.—
They arc all in fine spirits, and, considering
that many of them have only the rations dealt
out by thf|State, exhibit a degree of patience
under their privations which docs credit to
their soldier-like fortitude. We arc under strict
military discipline, and the Adjutant read an
order, yesterday afternoon, from the Colonel in
command (Col. A. R. Lawton), that that any
sentinel caught asleep on his post should be shot.
This made some of the men draw a long face
but all vender a cheerful obedience to every
command, and vie with each other in the
prompt and accurate discharge of their duties.
At daylight the reveille is beaten and the rolls
arc called. At sunrise a gun is tired. At half
past eight o’clock the guard is changed, before
which the officer of the day examines the quar.

day the whole force is engaged iu drilling or
putting the ammunition in order, moving can
non balls and powder, making cartridges, bags,
Ac. At sunset another gun is fired, and a cer
tain number ot men from the infantry corps
drill every day in the manual of the artillery, ns
this service is the chief means of defence.—
There is a number of mechanics at work on the
gun carriages, putting them in good working
order, and in a few days the lort will be in
thorough and complete repair.
At sunset another gun is fired, and at nine
o’clock at night the “tatoo” is beaten, and the
roll called again. You may judge from this
round of duties, there 13 but little time left for
anything in the shape of fun, though we do
have it, notwithstanding.
There seems to be a perfect understanding
between the officers and men, and the famili
arities which are permitted when on “band-
box” duty are entirely ignored. A salute is al
ways respectfully given to a commissioned of
ficer whenever he passes, with a pleasure that
shows it is from respect as much as from
duty.
It is a remarkable circumstance that but few
inen are in the Hospital. Three men were con-
fined to their rooms yesterday, but I believe
are all out to-day.
The “Chatham Artillery,” of which I have the
honor to be a member, is blessed in having the
best Quartermaster in Lance Corporal J. F. Doe,
that you can imagine. He gets everything for
their comfort that is to be had, and exhibits an
interest in our welfare that is appreciated.
There is the best feeling imaginable between
all the corps here, and a brotherly sympathy
which is gratifying. Our corps (1. c. C. A.) is
supplied with everything, our cuisine is perfect,
and we will not have to fight on empty stom
achs. There are many opinions amongst the
privates as to the propriety of the step we have
taken in obtaining this fort, but whatever these
differences are, they are all 6unk in the pro
priety of obeying our Governor’s ordor and in
maintaining the honor and dignity of the Em
pire State of the South.
I write this in the room appropriated for the
use of the guard of the day, and in the midst of
confusion. I have, also,'just come off duty^
before the Magazine and Quarter Master’s De
partment (which join each other) and if not ex
actly as coherent as yo.u might desire, it will
at least®ve you an idea of what we are doing.

Boston, Jan. if.—Gov. Banks, in a valedicto
ry message to the Legislature, recommends the
abrogation to the Personal Liberty bill.
Coercion Resolution* in the New York
Legislature.
Albany. Jan. 2.—In the Senate to-day Mr.
Spinola (Democrat) introduced la series of reso
lutions authorizing the Governor to tender to
I he President of the United States the services
of tho military of the State, to be used as he
should deem best to preserve the Union and
enforce the Constitution and laws or the coun
try. Also, instructing the Committee on Mili
tary Affairs to.report a bill to raise. $10,000,000
properly to arm the State.
Mr. Spinola said he believed the time ap-
proatdied when old party divisions must be
tempo; irily laid aside, and that all good citi
zens aid unite for the preservation of the
Union, and put down Northern abolitiouism
and southern fanaticism. The resolutions
were laid over.
A Sword for Major Anderson.—'The citi
zens of Tuantou, Massachusetts, have a sub
scription for the purchase of a sword to be pre
sented to Major Anderson, now in command of
Fort Sumter

Section 1. Be k/roamed by tbe Mayor and Alder
men of the City of Savannah and the Hamlets thereof
in Council assembled, and it is hereby ordain«d by the
authority of the same, That from and after the passing
of this ordinance, no person, other than a continued
resident in the County of Chatham, and & citizen of the
State of Georgia for the space of twelve months, wh»|i
sell or expose for sale any Fish or Game in or near tbe
public market of Savannah, without taking out a li
cense for the same, the price of which license shall not
be less than five dollars, nor more than th ee hundred
dollars, exclusive of usual license fees, and which li
cense shall be good only for the space of one year, and
shall not be transferable ; and no person other than
the one to whom it may be granted shall ever be au
thorized to sell, or offer to sell under the same ; and
it shall be in the power of the Mayor, In hie discretion,
to withhold the granting of any such license ; but he
shall, on refusal to grant the same, report the fact to
Council at its then next meeting, for its confirmation cr
refusal to confirm such action. 5nch license, when
authorized by tbe Mayor or Council, shall be signed by
the Clerk of Council, under ihe seal of the city ; but
the same may be revoked by the Mayor at any time
within the twelve months, on conviction of the party
torab 'sing the licence or violating any provision of
the Maaket Ordinances of ?a ! d city.
Section 2. And be it further ordained by the author
iiy aforesaid, That for • very violation of any of the
provisions of this ordinance, the person offending,
shall, on conviction before the Police Court, be liable
to a fine of not exceeding one hundred dollars.

TO COTTON PLANTERS.
The result of the late election, for President of the
United States, devclopes the tact, that there is a party
in power who are seeking control of our consciences,
and the destruction of our property. The events that
are being developed, however, show that the Southern
States wiU not submit to be ruled by such a power.—
These political difficulties indicate a change in our
Commercial relations with the Northern States, from
whence our supplies have be'en mostly received, and a
return to a more legitimate and direct trade. To those
who desire to promote this legitimate and direct trade,
if there are any such, and they are at a loss as to how
to accomplish this object, I will say to them that I will
receive Cotton destined for foreign markets; will
when desired, advance one half the value of the cot
ton, at the port of embarkation ; will have the cotton
shipped to Liverpool, if not otherwise directed, and
sold. The proceeds of scle returned in gold and such
articles of produce as the planter may require. For all
advances, interest will be charged at seven per cent-—
Charges on the other side, the usual commission for
selling cotton and purchasing supplies.

owners of tugboats plying on Savannah River, to
take out licenses for such boats, and to fix the price of
such licenses, and to affix penalties for the violations ot
the provisions <>f this ordinance.
Section 1. Be it ordained by the Mayor and Aider-
men of the City of Savannah, and the hamlets threre-
of, in Council assembled, and it is hereby ordained by
authority of the same, That from, and immediately aF
terjthe passing ol this ordinance, no steamboatiowned
in part or in whole, or commanded, officered, or manned
bv persons other than resident citizens of Georgiy
shall be allowed to ply as a tugboat on the Savannah
River, anywhere within the jurisdictional limits of the
City Council of Savannali, without first taking out a li-
oensc from the City of Savannah, signed by the Clerk
of Council and sealed with the corporate seal of said
city, the cost of which license shall be five thousand
dollars, besides usual license fees to be paid into the
City Treasury before such license shall be granted, and
which license shall be good only for one year from the
date thereof; and to prevent fraudulent transfer of
such boats to avoid the provisions of this ordinance, no
transfer or sale, or conveyances of any such boat shall
be good or be recognized as good, until it shall be
made satisfactorily to appear to Council that such
transfer,! sale or conveyance is bona fide, and not for
the purpose of covering the interests of such non-resi
dents against the operation of this ordinance. Provi
ded, always, that this ordinance shall be inoperative
whenever tbe Commissioners of Pilotage for the River,
Savannah and Tjboe Bar, shall make known to the
City Council of Savannah, that the Ocean and Harbor
Tow Boat Company of Savannah fail to maintain an
adequate service of boats for the use of tbe commerce
of the port of Savannah, and al reasonable rates.
Section 2. And be it further ordained by the author
ity aforesaid, That any person < trending against any
provision of this ordinance, shall, on conviction before
the Police Court, be fined in a sum not exceeding one
hundred dollars for every such offence, and such fine
shall be repeated far every violation on any one day of
any such provision.
