It is difficult to send letters from this place
to any point of the compass, and it is impossi
ble for me to say whether mine have reached
you regularly or not. I have resorted to the
Express Company, to private individuals who
were g'fiug to Richmond, and to the mail
bags. Tpcleed, I have made every effort, except
by employing couriers, to communicate with
you regularly and punctually, and if I have
ftiled, you must attribute the failure to the cir
cumstances under which- I write. A similar
difficulty exists in regard to the receipt of let
ters and papers at this place. Your correspon
dent Las not received a letter or paper from
Georgia since his arrival here, though he has
rcpc'atccfly written and telegraphed to Richmond
to^jave ids mail matter forwarded hero by the
Express. A week’s residence "here, however,
would suffice to remove all surpriso that might
he created by this statement. The people are
remarkably slow in their movements, and art
utter strangers to energy and enterprise; This
is true not only in regard to their private affairs
but of their railway officers, postmasters, tele
graphic operators and express agents. It re
quires as much time„for one of their railroads
to move a regiment of 1,000 men as Mr. Cuyler
would ask to move 10,000. If this Inactivity,
which seems to pervade all classes, were con
fined to their ordinary vocations alone, it
might bo suffered to pass without remark; but
unfortunately it extends also to their military
movements. Old fogyism lias his throne in
this part of the moral vineyard of the F. F. V.V, j
though he has thousands of followers in oilier
parts of the proud old Commonwealth. A gen-
man was so innocent, a few days ago, as to as
sert, in the presence of several officers, that
Governor "Wise is the only live man lie had
encountered in the State. This is a vile slander,
of course.
But, whatever may be said of the cavaliers
thcmseWtes, no lack of industry can be
charged" against -the saintly Puritans who
have emigrated from the Northern States and

that one of our scouts, coming to a sudden
turn in the .road, discovered a man perch'd
upon the top ofa distant hill,which commanded
a good view of the country for miles around.

signals doubtless passed every day. And yet
the trooper, who was a Virginian, came liack
witlujut the old nian, giving as an excuse, that
he was too old to do any harm ! That Gen.
Beauregard has a different opinion of these
woodcn-nutmcR patriots,-may be inferred from
the fact, that ho has all the wells* aud springs
within Ids lines closely watched by sentinels,
to guard against poison. It is but juft to add,
that there are some Northern men here, as in
youi*own Staf*. who are true to the Confederate
cause. .
We have minors here, just as you have at
home, of frequent collisions in different quar
ters with the enemy. Thus far there has been
nothing but a few skirmishes between seount-
ing parties. People on both sides of the Pcto-
mac have been looking forward to the 4th day
of Jul}’,the appointed time for the rc-asscmbl-
in" of Cougrcss, os the turning point iu our
national affairs, We could bear the Federal
cannon distinctly yesterday as they fired the
customary salMfe of 33 guns on the auniversray
of American Independence. What a spectacle
did Washington City, then present! Every street
aud highway for miles around leading to the
Capitol lined with glistering bayonets—the
civil authority superseded by- the -military—
the Constitution violated—an unscrupulous
dictator, under the garb of a republican Presi*
dent, usurping all the powers of Hie govern
ment,-and- the Congress itself sitting in the
midst of a vast camp of ruffians ami vaga
bonds! Why sleeps the wrath of Godin the-
face ol such huge crimes and horrid blas
phemies V
Wbife I do not believe that this war will be
protracted beyond the present year, if vigorous
ly prosecuted on onr part, yet I ece but little
upon which to b isc a hope that Congress, any
more tfijm tho President, wiil listen t& the
dictates of reasons. Efforts will be made by
Mr. Crittenden aud others to stop the strife,
and petitions from leading interests at the North
will be laid before Congress ; bu£ it will all
amount to nothing, except to create a diver
sion In our favor in the free States.

his neck a collar, with the owner’s name plainly ex
pressed or engraved thereon; and if any dog s or
shall be discovered going at large without being so
muzzled and without a col ar, as aforesaid, the owner
ot such dog shall forfeit and pay a sum not exceeding
five dollars for each ami every such offence; and if

owner and keeper thereof, or the head of the family
or keeper of the house where tueh dogs are kept or
or harbored ; and on tha puymeui of the eaid tax the
owner or keeper of such dog or.dogt shall be entitled
to receive from the City Treasurer.a license for such
dog to *-1111 at largo for one year: Provided a collar
shall be constantly worn by such dug, hav ng the name
of the owner legibly siampted or engravid thereon;
and provided also, that if at any lime it shall be deem
ed unsafe to permit dogs to go at iargo, it shali be the
duty of the Mayor to issue a proelnuation forbidding
the batne; and any dog found going at largo after such
notice, and until such proclamation shall he revoked,
shall oe killed, and lhe owuc* *»r keeper thereof shall,
moreover be liable to a flhe of ten dollars; anrl anj
dog found in any lot or going •** large, contrary to this
Ordinance, may in* lawfully killed. Any person keep
