his next bout with the Yankees.

Pence Proposals.
Dartsville, Ga., S'spt. 20,1SG2.
Mr. Editor: I have notveedthe editorial com
ments of several leading journalists, in regard
to “peace measnres,” especially such as have
lately been introduced by one of our Represen-
taUycB,v^sjyj£)sing to send Commissioners to
Washingto^^rapowered to propose terms of a
just and honorable peace.”
That proposition, I think, deserved a retire
honorable fate than that to which it was con-*
signed. I cannot conceive of the idea being
the least humiliating to make propositions of
peace, under existing'circumstances. What if
they do know that wc are for peace ; what if we
have before asked for an honorable adjustment
of our difficulties ; would it degrade us to be
ever found knocking at the doors of Lincoln-
dom for peace ? I think not. And when will
there be a time when it could be done with less
“humiliation or mortification,” (»/ indeed it be
a humiliation.,) than at the present* time, when
victory after .victory has crowned our arms,
know that human nature may-revolt at the idea.
Bat Heaven twoold smile with complacency
upon tha measure ;.*God wonld-approbateit; a -

II EH6TOWN, Md., Sept. 13th, 1862.
Mr. Editor :—I fear my letters, if they have
reached you at ail, aie slal?, for I have to de
pend cntiicJy upou chance for mailing them,
somclimcb I am lor lunate enough to send them
south by a courier, sometimes by persons sent
to the rear on account of sickness. There has
been no regular post routes established, in con
sequence of which, wc suffer great inconven
ience. We raTely ever get letters from home, and
fear ours do not reach our friends.
On Wednesday, 10;h Inst., the army moved
towards Hagerstown. As we passed through
Frederick city, hundreds of ladies, secession
sympathisers, assembled on the streets, and gave
us a most flattering welcome. The ladies wav
ed handkerchiefs and small Confederate flags,
which called forth the most vociferous cheers
from our soldicis. Oar bands played Southern
airs, which created the wildest enthusiasm,
fully shared, it appeared by the citizens. One
would conclude, from all he saw and heard,
that the city was intensely Southern, when in
fact, it is about equally- divided.
At Middletown, seven miles distant, a portion
of Gen. Jackson’s corps took the road.to Wil
liamsport, where it is said they captured 2,500
Yankees. Rumor is my only authority, but it
6eems to be well authenticated. It is difficult,
however, to get any reliable information. There
are a thousand wild, extravagant rumors afloat,
the great majority of which I am unable to
trace to any reliable source.
One of these popular rumors is that our
forces have S,000 Federals suagfeaded at Har
per’s Ferry in a manner t*4PffWy are sure to
be captured or cut to pieces. Escape is said to
be impossible. I trust this is true ; for what
can Jackson not accomplish !
Onr cause has been considerably strengthened.
I am informed that from 1,500 to 2,000 recruits
have been received ; and that small squads are
continually arriving from different directions. I
saw one from Pennsylvania, who says we have
many friends in the Keystone State. The citi
zens of Frederick county told me that enough
had already been received from the borders to
make a good company. Yesterday a good com
pany arrived from Frederick county.
If the people were convinced of our ability
to hold the country they would come ont
boldly, if not unanimously, for us. We find
many secret friends who fear to be bold. They
say if wc are lorced to retire they would be
mobbed by the Union people, who have ever
been more violent towards them than the sol
diers.
An intelligent member of the Washington
Artillery, an Englishman, informed me that we
have a force of 120,000 in Maryland. He is an
old friend of Col. Chilton, of Gen. Lee’s staff,
who told him our strength, but would give him
no idea of our future movements. I think this
must be a correct statement of our lorce in
Maryland. This force of veterans, inured to
hardships and flushed with victories over the*
best troops of the North, is equal to the occa
sion—fully able, not only to maintain our ad
vantages, bat to drive tho vandals out of Mary,
land.
At Middletown my company was stationed as
a Provost guard until the army passed. It is
intensely Union, if not abolition. It is a Ger
man settlement. I iound two or three sympa'
thizing families, who were afraid to express
their sentiments. They informed me that they
had even been treated kindly by Yankee sol
diers. but bitterly persecuted by the Unionists.
At Booncsboro, Benevola and Funkstown we
met with few open Secessionists. Some, how
ever, were bold enough to display Secession
badges; while other ladies wore Union flags
upon their bosoms, and looked “ daggers ”at
the “rebels” as they marched through the
streets.
Very different, though, was our reception at
the beautiful city of Hagerstown. The streets
were lined by the fair daughters of Maryland,
who gave us a most heaity welcome. Hagers
town, only five miles from the Pennsylvania
line, is tho warmest Secession town we have
entered in Maryland. Certainly two-thirds of
the citizens are Southern, judging from the
enthusiastic reception given us. Our cause is
in great favor here, if we can satisfy the people
that we will hold the country. They admit our
victories, and grant that the Northern army is
demoralized.
Last evening I was most agreeably entertain
ed by some cotisins of my name. They are from
the Yadkin in the old North State, from which
my family emigrated. I do not remember to
have been more agreeably surprised in my life.
They are warm •Secessionists, and assure me
that our cause will receive large accessions from
every quarter of the State.
I found the stores closed, and "very few that
would take Confederate money. This would'
indicate that the business men at least are un
favorable to our cause. But I was told that all
the business houses had been closed by the
military authorities. All of the clothing, hat-,
and shoe establishments were bought out by our
quartermasters; but the supply thus obtained
was inadequate to our wants. For instance :
My company received only four pairs of socks !
At Frederick my regiment received, as its share
of the quartermaster’s stores, four pair of shoes.
one pair of boots, and about a half dozen shirts!
These were divided among the companies by
lots. Company “D” drew a blank. Mr. Steiner,
a kind-hearted Union man, seeing my bootless
condition, gave me a pair of old boots, which I
had mended, and am now very well shod. Had
it not been for him, my feet would very soon
have left traces of blood upon the rocks ; but
that historic notoriety was thus opportunely
denied me.
I have on several occasions very severelvand
justly censured the cruel neglect of army” Sur
geons ; but never has our regiment had better
cause for complaint than now. Both of our
Surgeons were absent on “sick leave,” when it
became necessary to assign us a Surgeon. The
lot fell upon a Dr. Greenlu, a Virginian, whose
only virtue is an utter disregard for the good or
ill will of the men. Bat few. even of the most
deserving, are ever excused from duty. He
curses the poor sick fellows and drives them
like dogs from his quarters^when they go to
him for medicine. They may faint upon the
road Bide from exhaustion and his sympathies
are not in the least./aroused, because he
has no human sympathy./ He -is as cruel and
heartless as Nero, and I sincerely believe he
is glad to see the sickly men die, because
they will trouble him no more; At Mid
dletown —I took the liberty, when my • regi
ment was six miles ahead,- to leave Abel
Chester .with a good physician, whose wife is a
warm Secessionist. When J overtook the regi
ment, I reported.to. Greenlu whatl tmd'/done.
He coldly remarked that it . was contrary to
Gen. Lee’s orders ! I replied that Gen. Lee
had too much eense to want his men to die by
the roadside, and that . I. had assumed the re
sponsibility, as he had thrice refused to take
any notice of him* *The heartless tyrant caused
me ;to receive a severfc reprimand ton my
Colonel and" a threat or arrest
Abram : Gaiuous, who has been twice wound

Subordinates may cry out against such out
rages until they split their Jungs qr wear out
their pens in exposing such abuses, without at
tracting attention from those in authority un
less the popular journals aid them. Wr caunot

them to justice, and laugh at'i”.r complaints.
Such men will Imj execrated by the honest peo
pie at home, but. that will not relieve the suf
