discredit the report of a Federal victory.
Napoleon’s attempts at Borne to conciliate the Pcpo

Congressional News—The Adjournment.
Kicumonp, Oct. 13.—The Senate, to-day, pasred
the House bill authorizing the President to suspend
the writ of habeas cot'pus in certain cases; alto the
bill extending the term of office of certa n War Tax
Collectors; tls-> tho Hpuso bill authorizing the Presi
dent to appoint twenty general officer* in tho Provi
sional Army and assignrtbcm to such duties as ho may
deem expedient, with an amendment
A motion to take up tho motion to reconsider the
vote by which the House bill increasing tho pay of
soldiers was parsed was negatived. The bill fix ug tho
real of the Confederate States was referred to a com
mittee of conference, who reported that they Wire up-
able to agree.
A message was received from the President announc
ing his disapproval or tlio bill for the relief of tho Con
federate Bible Society, on tho ground that C:ngr*ss
had no power to bestow or. divert any portion of the
Sequestration fund, Ibo faith cf the government being
pledged that it shall be used to indemnity loyel citiz ns
for losses sustained by'conflscalion, &c The vote was
again taken and the bill rejected.
The ami ndments of the House to the bill to punish
the importation of counterfeit Contederato notes wore

tho bill awarding medals or badges to soldiers for

the Gulf. Railroad la6t nighty thatthe two regi-'
ments sent to Jacksonville, -Fla., Will return in
a few days. -They approached ‘td within seveD
mile3 of that city, but could, get'; no nearer on
account o/ the Yankee'gunboats lying' in the
river. Individuals are permittendio-gb in and
out of the city, hut any.large number wotld be
shelled. The Yankees had scoured the $
ior miles around, stealing a'large number of
negroes—we heard it eslimated as high as tvo;
thousand five hnndred-s-and after, doing all the
damage to property.they could, the contra^
bands were embarked and. carried a way. * ? ’
TnR Election.—Our municipal, election yes
terday was a model for all time to come. The
day passed off with perfect quiet and good or
der, and without any apparent excitement either
among the candidates or Voters. • The number
of votes polled was 009—about one-third the
full vote of the city in peaceful times.” Nothing
is certainly known of the result, but lookers on
during the day are of the opinion that the race
lor Mayor between Arnold and Holcombe is a
very close one. The tickets for Aldermen were

The Managers will meet at the Court House
at 10 o’clock this morning for the purpose of
counting out tho votes.
A New Regiment for the Coast.—We take
pleasure in calling.attention to the card of Ma
jor Gordon, who proposes, with his Pfcconix
Riflemen Battalion, as a nucleus, to form* a
regiment for service-on the* coast of Georgia:—
There is'bqt little prospect of their removal to
another portion of the Confederacy.
We commend this corps, as we can dolnos 1
conscientiously, to all who are about to enter
the seryjee. As regards its men or equipments,
it is one of the best in the department, whilst
the officers are just such as any gentleman
would desire to nerve under. Persons subject
to the new Conscription'Act would do well, to
toake. application before the ranks shall have
