sometimes essential to the public interests, as,
for instance, for the purpose of throwing up
defensive works, for supplying food for hungry
troops, and in like urgent cases.. I would beg
to enquire if you include among such urgent
cases the burning of Ironses, for fuel, as the

mit to be done, and that too in cases where
plenty of rails and much dry wood can be got

Tiie Outlawed Federal Officers.—The
New York Tribune, commenting on the Con
federate proclamation outlawing Gen. Hunter,
and his assistants engaged in drilling negro
regiment?.,-chys:
That cur government did sanction this ex
periment iht re,can be. no doubt# inasmuch as it
furnished the original Negro Brigade with arms
and a peculiar uniform, and bus allowed all the
expensc-3 attendant; thereon to be met out of the
uaJonai exchequer, -through the Quartermas
ter’s Leparimeni.; aud.it nas since, according
to nncaatradictou report, authorized, by disect
and positive order, the enrollment in compa
nies, battalions and regiments, of 50,000 ne-
groea in the department of the South, of whom
V‘®r the presen;) only 5,000 arc to be armed as
soldiers, though all arc to be held in readiness
to receive arms at any moment. We call upon
the government at once to assume its just re-
■possibility in the premises, and relieve these
officers from their present false position.

Mr. Edit**-: Perhaps a few: idols’* from one
of the Fiftieth Georgia as 10 our doings and
suHhricgs iu.ihc present campaign may not be
unacceptable to your readers. .We have but
few-chroniclers, and while scarce hoping to
equal the bright fame already achieved by the
earlier regiments sent out by. the noble old
Empire State, we would fain have the public
know, at all events, that such a regiment ex
isted, fought and soil'd ed in the glorions strng
glc for right and independence.
On the lSih July wc were placed in the
brigade commanded by General Thomas F.
Drayton, of. 8. C., along with the 57th Georgia,
Phillips’ Legion, 15th S. C., and 3d S.YJ. Bat
talion, (James’), and < rdered off to Virginia.
On the 20th August we took up the line of
march to join General Longstreet’s column,
from Gordonsville to the Rapldan, some thirty
odd miles, which we inarched in twenty hours.
On arriving ac the main camp, all the baggage,
knapsacks, &c., were left, and with only a
blanket and what we could stuff in otir pockets,
we croesed the Rapidan next morning ard fair
ly started on as hard a campaign for steady
forced marching and hard fighting as I ever ex
pect to see again in this war.
We were in three engagements at the differ
ent fords of the Rappahannock, each time under
a heavy fire from artillery, but sustained few
casualties, the men standing fire remarkably
well; indeed, we found the reputation of Geor
gia troops in this respect very high in t he army.
Our next engagement was at Thoroughfare Gap,
where the Fiftieth was ordered to charge
through the pass, under a heavy fire from the
enemy’s artillery, and storm the heights to tbs
left. The Fiftieth went through at the double
quick in splendid style, bat by seme misunucr-
pt-mding we were thrown on the right instead
of the left. The mistake was soon rectified,
however, the regiment dashing across the Gap
again and scaling the heights in magnificent
style, getting there jnsl in time to see the dis
comCtted foe flying before Anderson’s brigade
in utter confusion! Night coming on, aided
their flight, and enabled them to get off their
artillery. Next morning we took up the line
of march to Manassas to the relief of Jackson,
then hard pressed by Pope’s whole army. Ar
riving there, we were placed on the extreme
right of the liue, and remained there two days
under artillery fire, but net immediately cn
gaged until the evening of the 30J\ when we
were ordered, by mistake, I believe, instead of
Kemper’s brigade, to advance on the enemy’s
line a£ the double quick. A more welcome
order couhl not have come to us, for the men,
in hearing 01 the terrible struggle for over
thirty-six hours, were chafiDg a good deal.
They dashed off with a shout that made every
thing riDg around; but ere we had gone si:
hundred yards we were ordered bacflnigain, and
on returning were ordered to leave oar reeiment
on picket and carry the remainder of the brigade
into action at the double quick. The Fiftieth was
left, greatly, to onr chagrin, but it mattered
little, as the rest of the brigade got into action
action too late to do the service required.
Whose fault that was, I cannot pretend to say.
I kept a bright look out during the time, and
all orders leceived by Gen. Drayton seemed to
me to be promptly obeyed. I say this much, as
some strictures have been passed on his man
agemeat of his brigade on that day.
We also took part in the lisht opposite Can-
treville, where Gen. Kearney was killed, and a
portion of the Fiftieth under command of
Capt. Wilson, of Company A, captured 175
prisoners and considerable stores at Ccntrcville.
Our next route lay towards Drainesville, from
thence to Leesburg, Frederick and Hagerstown,
Maryland. These marches told fearfully on the
ranks of onr army. I firmly believe that not
less than 15.00G men were straggling behind
when the army arrived at Frederick; perhaps
20,000 were nearer the. truth. I ha7e seen the
poor fellows drop dead out of the ranks when
toiling along in quick time under the hot broil
ing sun. Others would stagger off under a
tree, lay their blankets under their heads, and
die there amid the dust and with the tramps of
the rapidly passing host ringing in their cars.
The Fiftieth, at Hagerstown, showed only some
250 out of 500 that left Gordonsville. A large
proportion were stragglers, but quite a number
were literally marched down and left sick on
the road.
On the 14th September (Sunday) we were or
dered to South Mountain Gap, near Boonsboro’,
to check the advance of McClellan. We made
a forced march of it (ten miles), aud got there
about 3 P. M. Here we were ordered .‘to take
position on the eastern slope of the mountain;
two other brigades were ordered to take posi
tion on our right and left, where, I believe, the
intention was to charge and clear the hill of an
advancing column of the enemy. The road
there was extremely difficult, and through such
a dense thicket, that the whole brigade was
strung out at one time in single file. On arriv
ing on the ground we found it already occu
pied by the enemy in large force. Our brigade
made a desperate effort to form in line under a
tremendous fire of musketry, which we only
succeeded in doing to find ourselves complete
ly outflanked on either side, while the brigade
who were to have supported us had not yet
made their appearance. The Fiftieth were
posted in a narrow path washed out into a reg
ular gully, and were - fired into by the enemy
from the front, rear and left flank. The men
stood Iheir ground nobly, returning the tire un
til nearly two-thirds of their number lay dead
or wounded in that lane. Oat i>f 210 .carried
into the fight over 125 were killed and wound
ed in less than twenty minutes. The slaughter
was horrible. When ordered to retreat I could
scarce extricate myself from the dead and
wounded around me, A man could have walk
ed from the head of our line to the foot cn
their bodies.
The survivors Of the regiment retreated very
orderly back to where Gen. Anderson’s brigade
rested. The brigade suffered terribly. James’
South Carolina Battalion v/as nearly annihila
ted. The Fiftieth Georgia lost nearly all their
commissioned officers. Phillips’ Legion at one
time was nearly completely surrounded and
barely escaped being taken.- Next morning, or
rather that night, the army retreated and fell
back to the heights around Sharpsburg. Here
Drayton’s brigade was again placed on the
rightof our line, near a small river named the
Antietam. On the evening of the 17th, the
Fiftieth,'some ninety strong, were placed on
picket on the banks of the river. Next morn
ing oar cavalry pickets were driven across
from the other side, and the enemy succeeded
placing a four gun battery on the heights of
the Blue Ridge, commanding the river. Three
brigades passed along in plain view of our
pickets to our right to attempt crossing. I
having command of the right wiDg of the regi
ment, strung out my pickets, in obedience to
orders from Gen. Drayton, as far to the right as
the men conld be placed, greatly weakening
my line of skirmishers. The enemy having
succeeded in silencing our supporting battery,
commenced pouring in a tremendous fire of
grape and canister on us while their skirmish
ers engaged ours; Toombs’ brigade, cn our
left, fought until their last cartridge was ex
pended. Lieut. CoL Kearse, of the Fiftieth,
finding his position untenable, and ascertaining
that the enemy in strong force were passing the
river on onr right, and having no support on
that side, drew his line of pickets back some
three hundred yards from the river, just in
time, as it proved, as onr right was flanked and
fired on by the enemy’s skirmishers as we fell
back. Here we were thrown into Toombs’
brigade aud double- quieted off to* the heights
near Sharpsbmg, where we arrived just in time
to save one oi onr batteries trom capture by
the enemy. I shall never forget the scene that
met my gaze as we reached the top of the hill.
There stood the four guns naked and desolate,
no living soul about them, no caissons or gun-
nere • the ground lay strewed with dead horses
and men. The gnnnere, who had worked Iheir

raids of them and their infantry supports

We were over forty-eight hours without auy-

ed. Yye found the brigade about midnight, and
receiving some cooked provisions from our in
defatigable commissary, who was lookiug out
for us, we lay dowu on the battle field sur
rounded by dead and wounded men and horses
and slept as only tired and weary soldiers cah
sleep, a,ext day we held the field in peace, and
next night retreated across the Potomac.
Wear, now resting here, eight miles from
Winchester, and recruitirg. The regiment now
numbers some 350. Already stragglers and
conscripts are commg in very fast, and should
there be more fighting to do ere the winter
. closes in upon us, I trust me Fifteth will try
aod maintain toe glorious reputation the old
Empire Slate of the South has already achieved,
in this war; and I do not think the State will
ever blush to own the men she sent into the
field on the 4th of March last. The arm^is
now in splendid condition, aud woe betide
“Little Mac ” if ever he crosses the Potomac.
