The Brigadier (general Commanding desires-to in*
form the slaveholders of Georgia that he has. received
.Authority from the Secretary of War to impress a
number of negroes sufficient to construct such addi
tional fortifications as are necessary for the defence of
_ Savannah. e . , ,
He desire*, if possible, to avoid the necessity of im
pressment. and therefore ugges flip owners of slave
property to volunteer the services, of their negroes,
He believes that while the planters of South Carolina
are sending their slave* by thou: an da to aid ]i»e de
fence of Charleston, the slaveholders of Georgia will

The Brigadier General Commanding, therefore calls
on all the slaveholders fof eastern, southern and s nth-
western Georgia, but esj eciaRy these in tha neichLor-
hood of Savautit-h, to send him immediate'y one-fifth
of their able oodied msle slaves, for whom transpor
tation will be furniahod and‘wages paid at the rate [of
$25 per month The goveri moot will be responsible
fer the value-o! such negroes as may be killed by tbe
enemy or may in aey manner fall into his hands.

1 Tbe special measures instituted in toe Circular

to aid and in no wtfe to supersede the operation and
rules cl tte regularly established system of conscrip
tion. Reports have been reoeived that offloers ihu*
sent from the“ arxy, have been f ra^ ticadly setting
ashfe the system, d cislons and exemptions cstab’ish
e j under the Authority of the opuxuuul&Bts of Don-
scripts in the respective States, and are neg*ecting to
- make to those offloers any return* of the Conscripts
gathered by thpm.
It is hereby ordered, that all offloers, actiag under
the author!.}’ of the Circular in question, shall rolrair
from interference'with any conscripts in the custody
of tho officers regularly on Consctlp ion duty, and
shall assert no claim over them otherwise than by es
timates on the Commandants lor the quota to which
their requirements shall be entitled, under tho princi
ple of pro ram distribution; also, that !bey shall re-
speot orr all cates of exemption, issued by regular .en
rolling officers, reporting for deal-Ion of the Com
mandar.ts any case In which the exemption may ap
pear to them to have been improperly granted; tha;
in no caso shall they, themselves grant certificates ot
exemption or detail, that in ail doubtful cases, <ti
