sion of the Mississippi, and is published
for the information of all concerned, viz :
“A question having arisen as to the
proper construction of Special Field
Order No. 13, Headq’rs Mil. Div. of the
Miss., in the Field, dated Savannah, Ga.,
Jan. 15, 1305, (Par. VI.) it is hereby di
rected that until further orders, said Par.
will be taken to prohibit any purchase,di
rect nr indirect, by any other person than
an United States Treasury Agent, of any
cotton or any claims thereto.
“This construction will be enforced by
the military authorities having jurisdic
tion.**

The Provost Court of the District wil
hereafter consist of two branches, having
jurisdiction in cases as follows, viz :
1. The Court of 1st Lieutenant Eren
Parsons, Jr., Judge Advocate aud Pro
vost Judge of the District, to be styled
the First Provost Court, will have juris
diction in all claim cases and cases in
volving titles to property, where such
claims or titles exceed $100 in amount;
also, in all cases of alimony, guardian
ship, and those rendered important by
incidental circumstances.
2. The Court of Capt. James M. Wal
ton, 54tli Massachusetts Volunteers, to
be styled the Second Provost Court, will
have jurisdiction in all cases of misde
meanors, aud those involving rights of
property to a less amount than $100.

The following order relating to deserters, with
additional provision allowing payment to them
for arms and other property, together with Cir
cular Order No. .11, of date August 31, 1864, from
the office of the Provost Marshul General. War
Department, exempting them from conscription
into the service of the united States, are repub
lished for the information ami guidance ot all
coucei ned:

Hereafter deserters from the Confederate army
who deliver themselves up to the United States
forces, will, on taking an oath that they will not
agaiu take up arms during the present rebellion,
be furnished subsistence and free transportation
to their homes, if the same are within lines of
Federal occupation. If their homes ate not
within such lines, they will be furnish
ed subsistence and free transportation to any
point in the Northern States. All deserters
who take the oath of allegiance will, if they
desire it, ho given employment in the Quarter
master’s and other Departments of the army,
and at the same remuneration paid them as is
.given to civilian employees for similar services.
Military duty, or service endangering them to
rccapttir - * by the Confederate forces, will not
be exa - ed from such as give themselves up
to the United States military authorities,—
Deserters who bring arms, horses, mules or
other property into our lines with them will,
on delivering the same to the Quartermaster’s
Department, receive in money the highest price
sucli arms, horses, mules and other property
are worth. Railroad employees, telegraph op
erators, mechanics, and other civilians em
ployed by the Confederate authorities, who de
sert from their present employment and come
into the Federal lines, will be entitled to all the
benefits and immunities of this order.

In accordance with authority conferred upon
me by General Order No. 16, from Headquarters
U. S. Forces, Savannah, Ga., dated Feb. 21st,
1865, this oity is hereby divided into three Dis
tricts for tho purpose of removing garbage there
from.
The Fir at Diatrict comprises all that portion of
the city lying north of President and Harrison
streets. Carts will remove the garbage from this
District on Monday and Thursday of each week.
Tee Second District comprises all that portion
of the city lying between the First District and
liar is str»et. Carts will remove the garbage
from this District en Tuesday and Fridsy of each
week.
The Third Diatrict comprises all that portion
of the city lying south of Harris street. Carta
will remove the garbage from this District on
Wednesday and Saturday of each week.
Hereafter all rubbish and garbage which may
accumulate, must be put into convenient vessels
and previous to 8 o’clock in the morning of each
day, as above designated, for the respective dis
tricts ; such vessels must be placed upon the
side-walks of the streets or alleys, and permitted
fo remain there until emptied bv my employees,
after which tber will bo removed by their owners.
All other persons are forbidden to destroy,or iu
any wav interfere,with the vessels so placed upon j ^
the swfe-walks, aud they must not be exposed to ' office 1
the public view, except as above specific'*.. ■
Keepers of Animals must not permit manure to
be thrown into the streets or alley*; neither must
tho accumulation thereof in or near any stable be
permitted to exceed one cart load before being
removed.

I. The occupants of buildings will be held
responsible for the cleanliness of the same,
as well as their cellars and outhouses, and side
walks in front of, and alleys adjacent to them.
All rubbish and garbage which accumulates,
will each day be put in boxes in a convenient
place for removal.
II. Keepers of animals will cause the ma
nure which accumulates in their stables or
yards whsre their animals are kept, to be either
removed outside the picket lines, or to be dis
tributed upon such gardens within the lines as
are actually under cultivation, such distribu
tion being at the consent of the cultivator.
III. The Street Commissioner will establish
such regulations with regard to the removal of
accumulations from the city, as he sees fit.
He is also charged with the duty of causing
frequent and careful inspections to be made of
the police of the city, and he will report to the
Provost Judge any failure to comply with the
foregoing paragraphs of this order, who will
take such action in the case as the circum
stances may require.
