Candidates fur tbe Convention.
Unconditional Loyalists Elected
As Candidates for the State
Convention..
The hall 6f the Georgia Union Club
was well filled last evening with this loyal
organization who assembled to nom inate
suitable candidates for the approaching
Convention, which is to be held at Mil-
lcdgeville on the 4th Wednesday in Oc
tober.'• *
At a quarter past eight o’clock
the meeting was called to order, Mr. L.
S. Bennett occupying the Chair. After
a few preliminary remarks by the Chair
man, who briefly stated the objects of
the organization of the Club, and the ne
cessity for prompt and united action on
the part of every truly loyal man of Geor
gia, in putting his shoulder to the wheel
of progress and pushing on the Union
chariot in triumph to the goal of fealty,
the npmes of A W. Stone, L. Ben
nett and Dr. F. Y. Clarke were present
ed to the meeting as proper delegates to
represent the Union men of Chatham
county at the great Convention,
After a spirited ballot had been takeil,
the nominees were elected by an over
whelming majority, there being but a
few scattering votes cast The announce
ment of the election was received with
tumultuous applause, and we could not
hear a dissenting voice.
Short speeches, pertinent to the occa
sion, were made by Mr. Lapham, Judge
Benedict Samuel B. Noyes, Esq., of
Fern an Aina, Fla., the latter gentleman
giving a very encouraging report of the
progress of the Union ticket in Feman-
dina, which he asserted would surely be
elected in spite of the rebel opposition.
Appropriate remarks were also made by
Dr. F. Y. Clarke, CoL Stone, Mr.- Gallo
way and others, when there being no fur
ther business of importance to transact
the meeting adjourned until Wednesday
evening next. We rejoice to see so
much harmony in the ranks ^f the Union
men, and if they will only set to work.in
good earnest, we have no doubt they wjjl
elect their candidates by a very handsome
. majority.
There is one thing certain, the work-
ingmen*bf Savannah will find it to their
interest to vpte a clean, unspotted ticket
at the coming election, and we trust these
jneu, who represent the bone and sinew
of our community, will bestir themselves,
and hasten to enroll their names as mem
bers of the Georgia Union Club.
Union men, remember, “eternal vigi
lance is the price of safety,” and see to
it that yon put none bat sincere, tried
Union men on guard at Milledgeville.
Don’t be intimidated because the out-
and-oht Union party is in the minority
to-day. The ball is rolling" rapidly
• through the Empire State, and if the re
ports that we hear from the interior are
true, the ldyal clans are gathering and
-their hosts will swarm to the Convention
to represent the interests of the Union
men. It may be a little unpopular just
now to talk about voting the Stbaight
Union Ticket, but mark onr word, the
day is not far distant when the very men
that now scoff at your boldness in pro
claiming yourselves unconditional Union
men,* will claim to have been quiet,loyal
men for'years,-' and ask to be taken into
the fold. Vote for principles, not men;
men die, but principles never.

At the time approacbe^for the election of
Delegates to the State Convention, I would
most respectfully suggest that the citizens of
this district should have presented to theta for
their suffrages the names of gentlemen who
will properly represent their true feelings and
promote their interests as well as tbe interests
of the General Government. We want no
more to do with demagogues and place seekers;
we want men to represent us who have been
least obnoxioas to the General Government,
and who had least to do with the ruin of our
beautiful country and its once happy people.
Let ns ignore the pretended claims of all dema
gogue and political charlatans, and by the
aeteetioa ol solid mm to this honorable position,
wheel once more into fine, and be able again
to assert our rights in the Union. Let the names
of true men, such as

be presented. They afe veritable business men,
void of bias or prejudice, and will most materi

Mr. Sullivan introduced the following resolu
tions, which were ordered to be referred -to the
appropriate Standing Committee, when appoint
ed : % JR
1. Resolved, That tbe State of Sooth Carolina
will restore her politioal relations with the Govt
oroment-of the United State! by retarding to the
Union; and that this Convention Vill adopt inch
measures as, in their judgment, wljl accomplish
that object.
2. Resolved, That the CoostitdUon of this
State shall be so altered and amended as to re
quire the election of Governor of the State to be
made by the people of toe State entitled to exer
cise tbe right of suffrage.
3. Echo Iced, That it is tbe opinions! this Con
ventioo, that the election of Electors A President
and Vice President of the United States should be
made by (he people of the State entitled to exereise
tbe right of suffrage; and that the Provisional
Governor be respeotfully requested to oottimini-
cate this resolution to the next Legislature, witjj
an earnest request that they pass the neoeisary
enactment to carry into effeot the ebjeot of this
resolution.
Mr. Conner introdneed the following resolution,
which wss referred to the Committee on the Le
gislative Department:
Every free white man, of the age of twenty one
years, (paupers, non-commissioned ofiioers snd
private* in the Army and Navy of the United
States excepted,) being a eitisen'of the United
States, or a foreigner, who bad declared his in;
tendon of becoming a eitizen of the United States!
according to lsw, snd having resided therein two
years immediately previous to the day of elec
tion and, six monthun the Election District wbete
he offers to vote and nas his home and j residence,
shall have a right to vote at elections in this
State, Nor shall temporary absence, being - less
than six months, With intention to retnsn,*debar
or impair the right of a voter in this S ate.
Mr. Orr introduced tbe following resolutions,
which were ordered to be referred to the appro
prite.Standing Committee when appointed.
Resolved, That the Constithoon of this Stpte
shall be so amended as that)
1. Tbe election of Governor shall be made by
the people.
2. Tuat’he shall be re-eligible.
3. That he sball be invested with -a qualified
veto upon the legislation of the General Assembly.
4. That the basis of representation in the House
of Representatives shall be the white population
oi the State. * »■ ,
5. That the camber of members composing the
House shall be fixed at one hundred. * ^
6. That tbe’ basis of representation in the Seh*
ate shall be based equally upon white population
and taxation; provided that each Judicial District
sball be entitled to at least one Senator.
7. That tbe number of Senator* shall be fixed
at forty.
8. That tbe Lieutenant Governor shall be ef-
officio President oi tbe Senate.
0. That the Judge and Chancellor* shall be
appointed by tbe Govqnor, subject to the con
firmation of the Senate.
10. That the Secretary of State, Comptroller
General and Treasurer shall be elected by the
people. ,
11. That tbe District officers, to-wit: Clerk,
Sheriff, Ordinary, Commissioner in Eqaitjf and
Tax Collector, shall be elected by the’ people in
their respective Districts,
’ 12. That slavery, except as a punishment for
cVime, after due conviotion, is forever prohibited
in this State.
13. That all elections by tbe Legislature shall
be made viva voce and the name of the member
and the person voted for reoorded.
The Convention adjourasj until the next day.
So the Ordinance was passed and referred to
the Engro8ghi(f Committee.
Mr. William Wallace introduced the Ibllow-
ing resolutions: -
lEhereas, by the fortunes of war, our former 1
noble and beloved Chief Magistrate, Jefferson
Davis, is now languishing in prison, awaiting ‘
his trial for treason ; and, whereas,' the fanatics '
of the North, not satisfied with the wide-spread
ruin and desolation which they have caused,
are shrieking for his blood: •
Resolved, That it is the paramount duty of
Sontk Carolina, v/ho led the way in our late
struggle for independence, and for which
straggle he is now suffering, to use every law-
fill means in her power to avert the doom
whiclPthreatdtis him. * %
Resolved, That to this end, a deputation of
members of this body be sent to the city of
Washington, in behalf of the people of,South
Carolina, to ask of his Excellency, the Presi
dent of the United States, to extend to the
Hon. Jefferson Davis, that clemency which he
has shown to us, who are equally the sharers
of his guilt, if guilt there be, and which is ac
complishing so much towards restoring the
peace and harmony of the Union.
Mr. Conner offered the following as an
amendment, which was accepted by Mr. Wil
liam Wallace.
Resolved, That it be referred to a* Commit
tee of three, to draft memorials to be addressed,
by tbia Convention, to his Excellency the
President of the United States, requesting Ex
ecutive clemency for Jefferson Davis, the late
President, and A. II. Stephens, the late Vice-
President of the Confederate States; for A.
G. Magrath and George A. Trenbolm, citizens
of this State, now prisoners of State.
Whereupon the President appointed the fol
lowing members of the Committee: Messrs*

uary, A. D. 18G1, (the date of the ordinance of seces

motion of the Provisional Governor of Georgia, pub

Resolved, That to prevent or lessen the evils
attendant on frequent elections, and to guard

dent what is the condition of the lands called
“Abandoned Lands” in this State, and how long
it will be before the owners of such lands will
be restored to tbe possession of their property
Mr. Winsmith introduced the following resolu
tion, wh'oh was referred to the Committee on the
Amendments to the Constitution: ,
Whereas, Negro slavery has been abolished bv
tbe proclamations of tbe President of tbe United
Statps and the military authorities of the same;
be therefore,
Rcso/red, That neither negro slavery nor invol 1 *
untary servitude shall hereafter exist in this State,
except as a punishment for. crime, of wbioh the
party shall have been duly oonvicted by law.—
At-d it shall be the duty of ’the Legislature fo
pass such laws as will finally carry into effect the
foregoing ordinance.
Mr. McGowan introduced tbe following resolu
tion, which was referred to tho Committee on the
Legislative Depar ment:
Qualifications of Voters.
In an election to be made by the people of the
State, or of a District thereof, every voter shall
have the followingqaalitications, viz :
He shall-be a free white man, who has at
tained, to the age of twenty-one years, and is 1
not a pauper, a non-commissioned officer or
prfyate soldier ef the Army of the U. States.
He shall have been a citizen <ff tbe United
States and of this State for at leaat two years
qext, preceding the day of election, and shall
have resided daring that time in this State, and
daring the last six months thereof in the Dis
tricts which he offers to vote; or in lien of the
book. It discloses secrets that every one^shonld
be acquainted with. Still it is a book that most be
locked np, and not lie about tbe house. It will be sent

which was referred to the Committee on the
Amendments to the Constitution.
The emancipation of slaves having actually
taken place, slavery shall not hereafter be re
established in this State.
1st. One Supreme Court, with appellate juris
diction throughout the State; tbe Judges thereof
to be selected by tbe Governor, subject to the
approval ot a majority oi tbe SeDate.
2d. A Superior Court, the Jndge thereof to be
selected and approved in like manner as the
Judges of tbe Supreme Court; the duties of said
Judges, amoDg others, to consist in admiuister-
the usual dutiesin ea«b Judicial District twioe
in every year. 1
8d. A District or judicial Court, to consist of
one Judge a resident ot the judicial District, to
be elected for tbe term of four years, by the
voters of tbe District, tbe duties ot said Court
extending to the hearing and determing all small
and mean causes, and also all causes lately with
in tbe jurisdiction of the Court ot Magistrates
and Freeholders, not, however, precluding tbe
office oi Magistrate. Said Committee will also
inquire ana report on the propriety of giving
said Court all jurisdiction now exercised by the
Ordinary ot the District.

tion ;
Resolved, That this Convention will restrut
t§elf to such action as is essential to restore

Union; to such remoaailing of the State Con
stitution as is necessary to adapt' it to toe
changes growing ont of tbe Emancipation
Proclamation, and to restore it with those
modifications to its condition prior to the Act
of Secession, and to such proceedings as are
ae^esspry fo call into existence the State Gov
ernment, with"the powers exercised by it prior
to the Ordinance ofSecessicfo*.
