The Weather.— The equinoctial in all its
fury is upon us. On Wednesday the rain fell like
a second epistle to tho Deluge, accompanied by
furious galeg. from the Northeast, causing the
tides to rise to an unusual height, and rendering
it exceedingly difficult for those residents of Mit-
ceilville, doing business in our city, who were
unprovided with skiffs or rafts, to reach their
homes dry-shod.
On Tuesday night the steamship McClellan,
lying at the pier,bad her wheelhouse and guards
so baiily injured by hpatiag against the piles that
ft was necessary to to tow her to S.. Helena for
repairs.
Several ships lying in the harbor dragged their
anchors, and were in imminent dangar of going
ashore, hut cur busy little tug boats managed to
get Hern under the land, where they rodo out the
gale iu safety.
The boat for Charleston, on Tuesday, was
obliged to put back, though the boat from
Charleston managed to weather the storm, and

one of the ships lying in the harbor, was severe
ly bitteD by a shark, on Sunday afternoon’; while
taking a hath. He was rescued with some diffi
culty. ’ ith the loss of two toes and a piece of his

Memphis, September 5.—I ain here on my
return from the plantation, where I found af
fairs in the best possible condition. There is
better discipline on the place than there has
ever been. No grumbling, no disorder among
the negroes, and as good a crop as could have
been expected after so great an overflow.
The people are greatly cheered up by the
good conduct of Gov. Sharkey and President
Johnson. Under their instructions there will
be no collision with the Freedmen’s Bureau.
The negroes on my place say they never wish
to leave it. As a general rule, all the planta
tions will be profitably worked, and the negroes
will be compelled to fulfill their contracts.
Companies are forming and paying as high
as $15 per acre rent for open lands on the!
Mississippi. It is also believed negro laborers
will build up the levee.—Nashville Union.
Reduction In Railroad Freights.
The question of freights is being agitated.
The reason given for the high tariff exacted by
the railroads is that they were in charge of
Government ngents, and they cared little about
transporting private property. The high rates
of transportation causes cotton 10 be «o much
higher in New York than in the Southern
cities. For instance, says the Macon Tele
graph, a bale of cotton over the Western and
Atlantic railroad from Atlanta to Chattanooga,
costs $G 85 transportation; from Chattanooga
to Nashville, $7 75, and that, too, without any
liability for loss or damage. For other goods
the freight is even higher. Should this ar
rangement continue, almost half the proceeds
of the crop now in hand in the South will be
paid for freights.
Mr. Walker, of the Macon and Western
road, we learn from the same paper, has
agreed with Mr. Ewing, of the Nashville and
Chattanooga road, (as soon as the Utter is fully
turned over to the Company,) to reduce rates
and to ship to market direct. It i« hoped and
thought likely, that Mr. Baugh, of the State
road, will consent to the arrangement, so that
cotton can be carried from Macon to N. York
via Louisville, all rail, at a price not exeeod-
Mg $17 50 per bale; and by way of Jobaaon-
ville, over the Nashville and Northwestern
railroad, from Nashville to the Tennessee rivet,
and thence by steamboat to St. Louis, for not
exceeding $15 per bale. At St. Louis, the'
railroad roceives it at the steamboat landing,'
and without reloading, it is transferred to New
York.
The Muscogee road, we know, will join in
the movement, and goods can then be sold at

Meeting of Freednsen on St, Helena
Island,
A large meeting of freedmen, held on St.
Helena Hand, South Carolina, on the 4th in
stant, adopted the following resolutions:
Resolved, 1. That we, the colored residents
of St. Helena Island, do most respectfully peti
tion the convention, about to be assembled at
Colombia on the 13th instant, to so alter and
amend the present Constitution of this state aa
to give the right of suffrage to every man of
the age of twenty cne years, without other
qualification than that required for the wbitei
citizens of this state.
Z. That by the Declaration of Independence
we believe these are rights which cannot justly
be denied us, and we hope the Convention will
do ns full justice by recognising them.
3. That we will never cease our efforts to
obtain, by till just and legal means, a full re
cognition of our rights as citizens of the Uni-,
ted States and this CotnmonwcaTth.
4. That having heretofore shown our devo
tion to the government, as well as our willing
ness to defend its Constitution and laws, there
fore we trust that the members of this conven
tion will see the jqstice of allowing ns a voice
in the election of our^nlers.
5. That we believe thefuture peace and wel-i
fare of this state depends very materially upon
the protection of the interests of the colored
man, and can only be secured by the adoption,
of the sentiments embodied in the foregoing re
solutions.
The Trial of Champ Ferguson Ended.
