Mr. Field at Hirmiaghasn.
Mr. Cyrus W. Field is among the passen
gers by the Australasian. On life way from
London to Liverpool, Mr. Field stopped at
Birmingham and incidentally attended one of
the sectional meetings of the British Associa
tion which was in session in that town. The
so bidet of telegraphy was trader discussion,
and Mr. Field’s presence becoming known, he
was ^called upon by tbe President to address
the meeting. Mr. Field said be bad ao idea
be should be called on to speak. It was much
easier after an accident to find fault with the
arrangements which had been made than rt
would have been to have remedied that fault
hefore unforeseen circumstances discovcred i> it.
It was very much easier to criticise a book
written by some ope el#e than to nxite that
book ourselves. [Hear, hear.] The Atlantic ca
ble h ad (ailfdj. Tbe causes were well known,
but that they would be remedied, and that
they were on the eve of a great snccess, he had
no doubt. There were present Lwp gentlemen
who had coolribitad moans, aad he might say
years, of their valuable time to decide what
materials weep host to use for an Atlantic ca
ble ; and after loora the# twelve hundred miles
of that cable bad been paid out iber£ yas no
one on board the Great Eastern who could sug
gest more than one simple improvement in the
cable. Tbe men on board the Great Eastern
attributed the break, pome to accident and
tome to design. One of the mechanics in the
tank remarked to him, “It waa one of us sev
enteen in tbe hank that caused the accideot.
But it teemed to him (Mr. Field) that whether
caused by accident or design, they had power
to arrange things to aa to prevent a recurrence
of failure. There would be in the expedition
improvements made upon the previous arrange
ments, and it waa a great satisfaction to know
that everybody on board of the ship felt per
fectly confident that the next attempt would be
rwrcnrfnl, and that they would be able not on
ly to lay down another cable at the bottom of
the Atlantic, to reooverjthe present one.—
Instead ot taikutg the subject himself,
he Should much prefer that the k*la#tjf .cable
should speak for itself. [Laughter and ap
plause.]
The Keg ro Question in Amen'ce*
The New York correspondent of the Daily
News says there U an ugly look about the ne
gro question, so ug(y that even thoee who
were tbe Loudest in crying that things were
going perfectly well at tbe South, *re unable
any longer to deny that tbe situation is Harm
ing. The determination of a large number of
tbe whites not to allow the policy of emanci
pation to be carried out, if' they can prevent it
by any means whatever, is daily becoming
more manifest. Tbe writer quotes authorities
which Mate that hundreds of negroes are daily
murdered m she South; and reprenuate that
these wholesale murders are attributed to a
conspiracy, which has for it# object fo# re-ea-
alavement of the negroes, or tfeeir entire ef ter
mination. The Abolitionist*, h# says, sup
port Gen. Butler’s plan, which is to organise a
black battalion iu every county in the Sooth,
to be supported by confiscations, apd to give
the negro tbe suffrage.

The Great Fire at Constantinople.
Tbe Globe publishes the following particulars
respecting tbe great tire which broke oat inStoai-
boal on Tuesday night, Sept. 3:
This terrible tire baa been attended with a far
more serious loss of property than was expected
when the first telegram was sent to London ; and
it now turns out that no fewer thsn 1.800 houses,
public buildings, and places dedicated lor divine
service have been for tbe most part leveled with
the ground There are certainly a few excep
tions, where tbe walls are standing, bnt the prin
cipal moaqnes are now nowhere »e be seen. The
accounts forwarded this (Friday) moral eg to the
different iosaranoe companies in this city are of
a harrowing nature. Some 22,500 persona bad
to rush out of their habitation* almost naked to
oseape from the fUmes, Jt would appear that
tbe conflagration commenced to a building two
atones high. From that part tbe flames spread
with rapidity, igniting in succession whole rows
ef bouses soa stores on tbe north-west side.—
The sc«ue among the poor people was pitiable in
tbe extreme.
Tfis meagre means^of contending with such a
fire were found perfectly inadequate, and added
to that the water supply was equally insufficient.
Explosions of a fearful character lollowed in ra
pid succession, and it was feared that, as the
bdfldings came toppling down; several men who
were assisting had been crushed to death. It was
not, however, clearly stated whether any lives
had been scarified, the excitement and confusion
being so great that tha agents ef the different in*
in ran os offiaas were usable to asoertaia, bat there
Was strong ground for supposing that a great loss
of life had taken place. Jt was found perfectly
impracticable to find shelter tor tbe whole of the
bursed-out people and their children, anfl they
had to eonteDt themselves bv sleeping in fields
and gardens near. When the last telegram was
received, prayers were being offered up to the Al
mighty to stop tbe ravages of the fire. Tbe prin.
cipal portions ot tbe houses were composed in a
great measure of timber, which of coarse will
account for the extraordinary spreed of tbe flames.
The fire is now considered to have been fairly
stopped at eaeh point, and unless the wind should
spring up, there was no danger of any further ex
tension of mischief. Whole streets, squares,
■qaes,and Government buildings were biasing
away at the tame time.
