together with this letter. I promised Mr.

ginia Tlisliop Johns,
A llicbtmud coi respondent of the I'hiludel-
plnu liiqn'rer under date ol ‘Jlst, writes:
There ure two religious bodies now iu sessiou
in this city that ure ullordmg no suiull lusight
into ilia views and feeliugs ut the educated and
thinking masses ol Virginia on the vital ipies
tious ot tho hour. 0 ie of these bodies, the
Richmond Presbytery in its session to-day, gave
evidence that tho dav of pro slavery I'anaticisin
iu Virginia if not closed, lias readied its sunset,
both iu iis action and its delibcruti iu, the I’ns
bvtcry showed u liberality if leeling toward the
freedmen and a truer conception of the status
than could have been expected. The action ol
the body was confined entirely to a determination
to extend 'o them Jl possible religious and edu
cational facilities; bill the remarks ol Kev. hr.
];• ge and otbi-rs inculcated a spirit of justice in
Beculur testing with tbe colored race lliut can be
accepted as u strong ov idence that this difficult
problem is last solving itself.
The larger and more important body, liowerer,
repieHuntmg the entire -tale, is the eouucil ol
the Kpiscopul Church, which began its auuual
session in Caul's Uburcb yesterday morn
ing. This body is composed of clergy and lay
delegates from every portion of Virginia, ami in
cluding as the Kpiscopul Church does, in i 1h
membersb p. a large proportion of the wealth
education and real aristocracy of Virginia, the
deliberation ol the council und the conclusions
at which it will airive, are matters of no small
moment, and will, undoubtedly have great in 11 u
dice on sentiment in Virginia. The feature ol
the day was the address of the Flight Rev. Ki-.hop
Johns delivered in the ulternoon.
bishop Johns, us the duel, ut Ibis epoch of tho
Episcopal hierarchy iu Virginia, is a man possess-
iug vast ictluunco over public opinion, and to
this extent is u public man This is more par
ticularly the case at this moment, when the de
libera ions and actions ol the Cliuioh necessarily
have more or less ol a political character.
The Bishop is u man put middle life, and
although his perfectly white hair and whis
ker- proclaim this fact, his ruddy face, strong
voice, and unimpaired powers of body, arc
equal evidence that he is still in his prime.—
lie is evidently a man of strong mind, lino
culture, pure heart and kindly feeling. The
late action of bis mud be noted to bis credit,
immediately on tbe overthrow of the rebellion
lie issued a circular letter to Ins clergy, en
joining them to reinstate in the formula of the
Church the usual prayers for the President of
the United States, and all others in authority.
His address yesterday was a most creditable
performance. Upon the subject of the frood-
men he took tho ground tlmt the negro must
be tilted for the new and higher sphere he Inis
been called upon to till. He exhorted his
brethren to begin at once the work of educa
ting them, to deal generously with them in all
hu-ines* matters, and to have forbearance for
any errors they might commit from exaggera
ted notions of the liberty they have attained.—
The great point of the Bishop's address was
touching reunion with tbe Church North,
which he unequivocally endorsed. His argu
ment iu favor of reunion was conclusive, and
in its course he noted tho notion taken by tho
other Southern Dioceses, from which it ap
peared that Mississippi and Alabama have
alone rcluscd to unite. Mouth ('aroliim and
Florida have not been heard from, but all the
remaining Suites have noted favorably.

Tho general subjeof of roolumation of cotton or
other property within tho linos ol tbo pubbe
enomy having boon referred to mo, my decision
is:
That all property of cotton, horsos, mules or
any movable thing within tho lines of tbe public
enemy is lust, as much so as in uaso of thipwrcck
or c.nllnpruti<»u, or other cause boyond the con-
tri-tol govorumeut.
Any private individual, rocovering and resou-
ing:uch property, is clearly entitlod to salvngo
in proportion to tbo dangor and risk in such
rescue.
When tho army, at the cost ol the United States,
rescues such property, it is ns muoh a prize as if
tukon ou a blockade runner on tho high seas.—
Tho army Dot being ontitled to salvage, the prop
erty is vestol in tbe Unitod States absolutely.
Nor is there any hardship, fur on tho Yazoo the
eott in is lopt to tho owner, and its rcscuo gives
absolute title to the United States.
With my c-msont no proporty ihui recovered
fromjllio enemy bhall over be restored to the ro-
puted owner, especially as in this case, the reputed
owners have made no efforts to recover it, when
it was in the enemy's hands, and havo not o v on

This paper was received by General Slocum
in regular course, in the first fortnight of June,
and was most probably the last communication
which he received from General McPherson
upon the subject, for that officer was killed at
Atlanta on July TJ. And it is very improba
ble that MtTlior.son. who was personally aware
if Noland's character and antecedents, would !
never have restored cotton to him in contempt
»f this general order of Sherman's. Neverthc- |
loss, Slocum, in his order of Aug. 8, turning
over the six hundred hales of cotton to Grunt J
assignee of Noland, nttempts to throw the
responsibility of his act upon McPherson ! Ho
loes not say, however, that McPherson ordered j
him to send n confidential >taff officer of hi*own
to New Uilenns with this cotton to sec that!
everything about it was “right.”
J learn that tho paper of General Sherman,

This document would seem to leave no gap j
in the evidence, and I ant reluctantly compelled
to conclude that Gcdorul Slocum was not a
mere tool in this great swindle, by which the
United States was plundrcd of four hundred j
thousand dollars. But is there uuyihing diffi
cult in the transition from n public robber to a

only been to a moderate extent, in couiequunce

There has been an advance in most of tlrt«

doubt caused by tlio heavy storks of goods of uil

week have been vory light. Tho receipts have
been hales of Upland, und <38.2 bulen of

ket has been very much excited by the unprece*
dented advance iu the Northern markets, and all
grados of colto.is havo experienced an udvauce,
tho liner quulitieB being trom 10 to l'Jc higher
than our quotations ou tho 7th inst. There bus
been u very active inquiry for tlio better grados,
but the stock On sale will probably not amount to
more than one hundred bales; tho transactions
have been limited. Nearly all tho Cotton locetv-

ou sailing vessels. The only cotton placed on
gulo ib that received by wagons from tho interior.
The receipts by wugous have boon largo, but us
the eurroundtugcountry has been nearly drain
ed, a rapid decrease iu receipts by this mode of
conveyance must speedily tukc place. The stock
on baud is very light, aud us the rivers continue
very low und tho receipts light, some of our
steam.-hips have departed without full cargoes.

Tho steamer Daniel Webster arrived last
night trom New Orleans. Stic stopped at the
Dry Tortuga.-, and Key West, leaving a num
ber of prisoners at the former place.
She brings nothing later or new from New
Orleans. At tho Dry Tortugag there had been
some excitement, through the attempt of Dr.
Mudd, one of the assassination conspirators of
President Lincoln, to escu]>c. Dr. Mudd, it
appears, came very near making successful
hi) cl fort to regain his liberty. As heretofore
published, the Doctor enjoyed unusual liber
ties on tho isluud, through his being detailed
in the hospital department. Taking advantage
of this liberty, he managed to secrete himself
in one of the coal bunkers of tho steamer Thos.
Scott. When he was found to lie missing a
most thorough search of the steamer wits in
stituted to liml him, und the Rcnrcli was very
near abandoned, and the idea of his conceal
ment on it given up, when an officer
who was assisting in tho search thrust tho
point of his sword into tho Doctor’s
faeo, causing him to ery out a- d thereby make
known his pUo.o of concealment. The Doctor
lay wholly hid under tho coal except a portion of
hi.s faoo. On his discovery be was taken back to
prison and put at hard labor, which occupation
ho Is likely to follow for s«inn time. Tlio quar

Frbigiits I)urine the past week freights have
advanced. The small receipts have compelled
Home of the steamships to depart with small car
goes. At present little cotton is olfering, und
there is no difficulty to obtain room in the steam
ships for the North. We quoto Cotton to New
York as follows: leper pound for square bales
steamships to New York; Wool und round bales
of Cotton at I 'jcper lb.; Domestics, $1 50 per
bale; measurement goods at 15: per foot. A
ship is tilling up for Liverpool ul ^d. A number
of vessels are loading with lumber for tho North
ern ports.
Now Yorlc Gold und Cotton Mur lie (m.
Nkw York, Oct. t).
Tho gold market was more active during
tho week than for a considerable time previ
ously. It advanced steadily from ill 1-2 on
Monday to I I'd ou Friday, when it suddenly
broko under a heavy sale of coin by tho Sub-
TroRsnry, which, however open to criticism as
a matter of principle, had certainly a good
temporary effect practically, for it made the
market reel back to I It! 1-2 within an hour,
after which it remained steady. The riso wns
entirely too rapid to havo boon 1 he result of tho
legitimate demand, and the way in which tho
market suddenly yielded showed it tu hevo
boon unduly “steamed up” by tlio bull specu
lators previously. Speculation for a rise cun
only succeed so far as it anticipates a real and
immediate demand, ami for n fall so far as It
rtuLjciputcs a decline based upon legitimate
causes. Tho extreme quotations were:
