ples must bo enormously increased from suspension
of works of internal improvement, and an im
mense amount of labor,is about to be thrown again
upon agriculture, to say nothing of other causes ?

' the future, especially' in the South.
The President attaches much importance to the
fact which he slates, that there is never any large
amount at any one time in the hands of collectors,

that the profligate waste of the public money by
tliis spendthrift Administration, at the same time
that our revenues were greatly diminished, bad fob
ced the Government literally to live from hand to
mouth ? Nay, more, sir, to resort to the mast des
picable shifts to “ raise the wind ?”—no other
phrase will so well express the idea, t To do that
which would irretrievably disgrace a private man —
to draw for money when they knew they had none
on which to draw > But, sir, this state of things,
if. is to be hoped, is not to last always. If we
should ever again have a full Treasury, the cur
rency will be disastrously contracted, and, what is
more, your Sub- Treasurers, with large amounts of
gold and silver on hand, may ruin at will every
bank in the country. Will not this give a political
power over those institutions which may well be
dreaded ?
I was very much surprised to see thatso able and
adroit a writer as the President should have been
guilty of so gross an inconsistency as 1 find in the
Message. The greater argument of the Message
in favor of the measure is not that it willgivca
good currency, gold and silver, for the use of the
Government, but the effect that it is to have on the
banks. To this end it is said that it will he all
powerful. How can it be so hut by causing the
banks, by reason of this constant drain of specie,
greatly' to restrict their issues ? And y r ct we arc
immediately afterwards told that the sum required
for the uses of the Government will be so very
small that it will really hardly affect the banks at
all—a very Hercules at one moment —as powerless
as a sleeping infant the next.
1 must apologize foi detaining the House so
long, but I felt it to be my dusy to call the public
attention to some of the points of this Message, es
pecially to the startling proposition to abolish, in
effect, bank paper, and thus to operate on State in
atitutions by the indirect use of a power granted
for other and different purposes—a power which
never would have been granted for the purpose for
which it is now proposed to be used.

AUGUSTA COTTON MARKET.
In complnnce with the wistieu of a groat many
of our tri weekly subscribers in the country, we
shall in future report lire Colton Market of our city
three times a week. l!y this means our potions
will be constantly m possession of the latest news
in relation to tills important article.
The Cotton Market of litis oily is now lower titan
it lias been during lint season. This is not particu
larly tlio consequence of any recent news ftotn
Europe of a very unfavorable character, hut is chief
ly produced by the low slate of Ihe river, which
renders it impracticable to solid the Cotton off. I 1
is estimated that there are now trout 3 to 10,000 bales
til C-r.ou lying on the river bank, waiting for a
rise in the river to lie carried off. Tito bills drawn
against a portion oi this very Colton have, in many
instances, fallen duo, and the Cotton is here yet!
The principal warehouses are full to overflowing.
We now quote from fi to 81 cents as the extremes
of the market. Some inferior lu:s have been sold
at prices lower tit in the first quotations.,and none
hut I lie most choice and select lots will bring the
latter. Sales are principally effected at 71 a 8 eta.
Our classification is as Ibllows : Ordinary, 6 a fi 1 ;
t fair, Cl a 71 ; good, 71 a8 ; prime, 8 a 81. Very
* choice lots in square lings might command 81 els-

AN ACT, to amend an act, entitled‘an act to in
corporate the Augusta and Waynesboro’ Rail
Road, assented to 31st December, IS3S.
Sec. 1. Be it enacted by tire Senate and House of
Representatives of the State of Georgia, in General
'■ Assembly met —And it is hereby enacted by the
, a ilhority of the same, that any five of tire Commis
si men,or their successors, appointed by the tenth
n section of the aforesaid act, shall, and they are
I hereby declared to be, competent to form a quorum
' and to perform any or all the duties and services
,l required and authorised by the said act.
-,, Sec. 2. And he it further enacted, by the author
ity aforesaid, Thatso soon as tire sum of three
, hundred thousand dollars shall have been subscri
bed, the aforesaid Commissioners shall be authori
sed to appoint a suitable place for tiie meeting of
tire stockholders of said company, in terms of tiie
fifth section jf Ihe aforesaid act.
t . Sec. 3. And lie it fnrtht r enacted by tire author
ity aforesaie. That tiie aforesaid Rail Road shall
j" he commenced at the point of its conjunction with
/ tiie Central Road, or any other point that maybe
determined on by the Commissioners, with the
~l Central Rail Road, ere three years from the passage
II of this amended act—and that no other Kali Road
„ shall be made, to run from the city of Augusta, or
from the junction of this Rail Road -with the Cen
tral Rail Road, and in tire same direction, within
g 20 miles of said Road, without the assent of said

u Sec. 4. And be it further enacted, That the 15th
section of the aforesaid act, he, and tiie same is
hereby repealed.
In pursuance of the above resolutions of the
Hoard of Commissioners—the hooks of subscription
for the capital stock will be opened at the places
and under tire supcrintemlance of the commission
ers named in said resolutions. The amount requi-
red by the charter to he paid on each share upon
subscribing is fifteen dollars.

held on the 15th inst. the following resolu
tion, together with others, was adopted, viz:
“2d And be it further resolved, that all that
part of the city of AugusU lying west of, and above
Mclntosh street, and known as- thn 3d. and.4th
Wards of said city, constitutes the Battalion
of the Militia of this state.
Therefore an Election will be held on Saturday,
the 15th day of February next, at the office of A, 1.
Huntington, Esq., for a Major to command said
Battalion. The (Kills will be opened at 10 o’clock,
a. M. and closed at I o’clock, r. m. Suitable per
sons will be detailed to superintend said election.

Allot of Metals. —A curious and valuable
discovery has just been made in the alloy of me
tals. A manufacturer of Paris has invented a
composition much less oxidahle than silver, and
which will not melt at less than a heat treble that
which silver will l>car; the cost of it is less than
4d. an ounce. Another improvement is in steel;
an Englishman at Brussels has discovered a mode
of healing iron, so that it flows from the furnace
pure steel, better than the best cast steel of Eng
land, and almost equal to that which has under
gone the process of beating. The cost of this
steel is only a farthing per pound greater than
that of cast iron.
How much truth there is in the remark made
by somebody: “A rich man’s son frequently
begins the world where his father left off, and
ends where his father begun— penniless.”
The New Orleans Picayune, says:—“The
steamboat New Castle, formerly of Philadelphia,
and recently of Mobile, was totally wrecked near
Tuspan, on the 12th Dec. last; her crew was
saved. She had on board at the time 200 Mexi
can soldiers, destined for Tampico, who were all
saved and arrived at their place of destination on
the 17th ult.
