In reply to a statement of the New j York Journal of Commerce that Eng land does not relish “the roads to ena ble Russia to trade with Southern Asia,’’ j and the intimation that Poland and Finland prove‘that Russian military oc- 1 cupation is not a very effectual instru- j incut of civilization, the Buffalo Com mercial Advertiser says that Poland and Finland are both better off now than they were before the Russian military occupation ; there is more of true civi lization in each ; life and property are | more secure ; the peasants are far less j oppressed ; morals have improved : j those orgies of the Polish nobles, inclu- i ding both sexes, which were a scandal j to Christendom down to the middle of the last century have ceased to be. The Advertiser is of opinion that if people would read something besides the I‘kttmre of Hope, or T haddnts of Warsaw, their r.o- j tions about Poland would be very dis- t ferent from what they are. For two centuries Poland has not been so well I governed nor so prosperous as she is under Russian rule, Siberia, the Ad vertiser adds, whose name is dreary, is, in fact, a magnificent empire; with an area greater than that of the United States ; abounding in minerals ; having j most valuable gold and silver mines ; noble rivers ; a healthy climate ; a soil sufficiently fertile and productive to sus tain a large population, and fine sea ports on the Pacific, by means of which I it can maintain commerce with the en-; tire Western coast of this continent, j with Eastern Asia, with all parts of the | world. Cotton. The Charleston News’ esteemed and venerable Associate, Mr. Cardozo, has lately issued a circular statement on the “Supply and Consumption of Cot ton’’ for the year 1858. He estimates the probable supply at 4,535,000 bales for the whole world, in clusive of stock in Europe, 650,000 bales on the Ist January, 1858. He concludes “that the average price in Europe in 1858 would be equiv alent to 6d. in England f6r Middling Upland.” And, also, that Gd. is the • late “which would not unduly stimu late or check consumption.” is He estimates the world’s consump tion in 1858 at only 3,050,000 bales, and leaving 1,475,000 "bales unconsumed as stock on hand in Europe Ist January, 1859. He places the consumption on tlie Continent at the reduced number of 850,000 bales, and the United States at 300,000 bales. From the Baltimore Clipper. THIRTY-FIFTH CONGRESS. FIRST SESSION. Washington, March 4, 1858. SENATE* Mr. Stuart, from the committee on the subject, reported adversely on the bill amending the act of March 3d, 1853 granting bounty lands to eertian officers etc. At one o'clock the Senate proceeded to the consideration of the Kansas bill, when Mr. Hammond, of South < Carolina, delivered his views, contending that the Lecompton Constitution embodies the will of the people of Kansas, for the Convention was an assemblage of the people in the highest capacity. Mr. Doolittle made a speech on the other side of the question. When lie finished, the Sflhate went into an Executive session, and after wards adjourned. HOUSE. The Speaker announced the first bust iness in order to be Mr. Hoard’s resolu tion asking the appointment of a select' committee to examine into charges o- Executive influence controlling the ac tion of members, the question pending . being, shall the resolution be entertain- I l ' ed as aquestleu of privilege. Mr. Hoard proposed an amendment charging, on his own authority and common fame, the President witli en deavoring to control the action of the House on the question of the admis sion of Kansas under the Lecomp ton Constitution by executive patron age. Humphrey Marshall suggested a post- j ponemeut for a month. Mr. Burnett objected to a postpone ment, and said h was due to Mr. Burns, j the member implicated, that he. should j have a hearing now. The charge was [ baseless and coixtemptable, intended to injure the democratic party as well as j Mr. Burns. Mr. Hoard said he had twice disclaim- j ed personal hostility. Mr. Burns sent up a written state ment charging that Mr. Hoard intended to make a falbe and slanderous recur 1 against him, and that he should hereaf ter treat Mr. Hoard and his slang with the contempt they merit ill the estima tion of all honorable men. He further denied any coalition with the Presi dent or his Cabinet as to his vote. — Nothing of the kind had occurred di rectly or indirectly. Mr. Nichols said that “common fame” was not a sufficient ground of proceed ing, and although Mr. Burns was his political opponent, he with pleasure bore testimony to the falsity of the charge that Mr. Burns had sought office 1 at the hands of the Executive. He mov ed to lay the whole subject upon the ta ble, which question was decided in the affirmative—yens 92, nays 80. The House proceeded to the consider ation of the bill providing for a regi ] rnent of mounted volunteers for the de ! fence of the Texas frontiers, and author ! ising the President to receive the servi jees of four additional volunteer regi- , ments. Mr. Quitman explained the bill, as j proposing a force sufficient for the pre- 1 sent emergency; and took occasion to \ eulogize the valor of volunteers in the ; Mexican campaign. The House, pending the subject ad ijourr.ed. Doadi of Commodore Perry. j We regret to announce the death of 1 (Commodore Matthew C. Perry, at his I residence in this city, West 32d street, j Thursday morning, aged 63. It is but j a few days since we announced the death jof his wife, and now we are suddenly called upon to announce the death of the Commodore himself. He leaves two surviving children,;daughters,—oneof whom is the wife of Mr. Belmont, late Minister to Holland. Commodore Perry has filled a large space in the public eye, and was one of the most distinguished officers, —if not the most, —distinguished injour Navy, in rank he also stood almost at the head iof the list. During the Mexican war, he . commanded a fleet off the coast of Vera Cruz, and aided materially “in conquer ing the peace,”| whicli extended our j territory to the California-Pacific, after the subjugation of the Mexican Territory. He also commanded the important and I brilliant Japan Expedition, which origi- j | nated under the Fillmore administartion j and in the record and achievements of I that enterprise he has handed liisj name | ! down to an enviable immortality.
