ing everybody in the hopeful confidence

friends, whose cards appear in our ad
vertising columns. We do not endorse
everybody because they advertise with us,
but we do cheerfully and we can with
justice and safely, urge the commercial
claims of Augusta upon our readers, and
it is x safe rule that those who advertise
most arc the most anxious to extend
their business, and hence, most likely
to give good bargains.

The Augusta Canal.
The Constitutional! of this morning
gives the following statement of the
receipts of produce &c. by the Augusta
Canal, furnished by Mr. Wm. PmLirs.
From the Ist of September, 1856,
to the Ist of September, 1850, there
were nineteen thousand and four bales
of cotton brought down the canal.
For the year ending the Ist of Sep
tember, 1857, there were twelve thous
and four hundred and thirty-four bales
of cotton brought down.
And during the present cotton season,
ending the Ist of March, there were
nine thousand five hundred and sixteen
calcs, as follows:

In addition to the cotton transported |
to our city on the canal, there are con- j
siderable quantities of flour, corn, whis
key, poultry, eggs, butter, fire, wood,
sawed hickory, walnut, popular, and
pine lumber, &e., and the merchandise
for the counties and districts in Georgia
and South Carolina bordering on the
river, forwarded up the canal, form an
important link in the business of this
city.
Out cetemporary remarks, that the
importance of the canal has never been
fully appreciated, and should not he
judged alone by the results of the en
terprises projected upon it. In addition
to the motive power it affords, and to
the commercial facilities it offers for the
up-country, it might furnish a supply
of water to the city, sufficient to keep
the streets clean, and for all othor desi
rable purposes, at a moderate expense.

The Pacific Railroad.
Mr. Phelps, of Missouri, the chairman
of the committee on the Pacific Rail
road, Tuesday last introduced a hill,
which was referred to that committee,
to aid in the construction of a railroad
from St. Louis to San Francisco.
It propose-' to pass through Albuquer
que, the Zurio villages, and the Tejou
. 'ass. One half of the road is to he
built by th-'; State of California, and the
other half by the State of Missouri —the
United States to grant money and lands
to aid in building it.
Probably, the Kansas question, to say
nothing of the money made by the Pa
nama combination, will keep Congress
from doing anything for this, or any of
the other means of communication with
the Pacific. The silly Kansas “ strug
gle” has cost the government enough
to build four lines from the Mississippi
t > the Pacific, and who has made any
thing by it ?
Somebody says a newspaper wrapped
about the foot, inside the boot, will
surelv keep it warm. Some newspapers

allowed, at a dollar a head, to assist in
carrying the < intents of the Govern
ment treasury to the British camp.
Past and Present ol'thc Hank of Eng
land.
Four months have elapsed since the,
First Lord of the Treasury aijih the
Chancellor of the Exchequer, issued
their letter to the Directors of the Bank
of England, authorizing/ the latter to
transgress the Bank Act/if 1844, by an
issue of paper money fti the excess of
the limit which that act imposed. At
that time the crisis had reached its cul
minating .point. The bullion reserve
had declined to £0,500,009 ; the sums
advanced on commercial paper amoun-|
ted to $31,350,000; the Vote reserve j
was almost completely cxlia'gsted ; and|
the minimum rate of discomi\was 10j
, per cent. Between the date as the
above mentioned Treasury litter, vmdj
the 12tli of February, when the Bank off
England discount rate was reduced to 3i
por cent., the bullion reserve has reach
ed the high figure of £16,500,000; the
loans on commercial paper have dccreas- 1
ed to £18,500,000 ; the note reserve has!
accumulated to £16,600,000 ; and as we;
have already stated, the rate of discount |
has fallen from 10 to 3 per cent., with;
a certainty of afurther reduction, of 2 and
2 1-2 per cent, being the current rates;
of discount outside of the Bank.
This wonderfully rapid and extensive;
improvement in the condition of the!
national banking institution of Great 1
Britain has nevertheless been steadily!
progressive; and it is thought by those
who are best informed that the present;
accumulation of the bullion at the rate
of about £590.000 per week will he like
ly to continue for some time. At pres
ent, the metallic basis holds a propor-!
tion of about 441-2 per cent, to the to
tal liabilities of the Bank.
Since September 3, 1853, the minim
um rate of discount of the Bank of Eng
land has never botiu as low as at pres
ent. On that day, after standing for
nearly three mouths at 2 1-2 per cent.,
the Directors advanced the price to 4
per cent., and it has never reached o :
per cent, since. In 1855 it was kept
down to 5 percent, fora few weeks; but
the average rate was 4 to 6 per cent .
advancing to 10 per cent, last tall. It
is a curious fact that during the last ten
years—lß47 to 1857—the official price
of money never rose above 3 per Cent,
for the first five years, and never sank
below it for the iast half of the decade.
During the entire period, however, it
fluctuated continually, being regulated j
chiefly by the amount of the precious!
metals in the vaults of the Bank From
1848 to 1803, while the rate of discount
ranged from 2 to 3 per cent., the average
reserve of gold and silver held by the!
Bank was £17,000.000, the highest!
amount living £22,250,000, and the low-1
oki £l4 250.000. The present reserve j
lias fully reached the average given
above, and is increasing vapidly. Un
der these circumssanccs, as the Bank
of England, like every other banking
house, is compelled to follow the fluctu
ations of the money market, and can
not retain its customers it it charges
more for the use of capital than it can
- be obtained for “ outside,” a speedy ve-1

While it may be truly said that the
panic of 1.857 was severer, and inure
startling than ils predecessor of 1847 in
England, it must also be admitted that
the recovery from its effects was much
more rapid and complete. The Bank
rate of discount never exceeded 8 per
cent, in Oct., 1847, and it rose to 10 iast
November; but it did not fall to 3 per
cent, until October, 1848—one year—
and it has now reached that low figure
in three months. The cause of this
difference is obvious. In 1847, the Uni
j ted Kingdom was involved in difficul
j ties arising from the employment of an
i undue amount of capital in railways,
land a speculation mania of several
months’ duration, while the present
abundant sources of gold were eompar
atively unknown. In 1857, there was
no large amount of English capita! in
volved in expensive enteiprises: there
■ was no speculation fever, and the mines
1 of Australia and California were send
ing remittances of trea urc in great
i abundance and with great regularity.
In the first case the panic was the re
: suit of retd, tangible causes ; in the lat
ter, it was, to a great extent, the te
-1 suit of alarm ; and hence the rapid re
-1 covery.
It is interesting to notice the mime
, tary sympathy existing between tlie nat
ional banking institutions of England
1 and France. According to the return
i of the Bank of France corresponding
, with that of the Bank of England of
the 12th of February, it would appear
’ that the bullion held by the former
- bears the same proportion to its liabili
ties as that of the latter, namely, about
44 1-2 per cent. The French Bank held
gold on that day to the amount of 283
million francs, against 628,000,000
francs outstanding in notes, and 77,000,-
000 francs due to depositors, making a
total liability of 005,000,000 —Jfew York
Journal of Commerce.
The equistrian statue of Washington,
at Richmond, Va., weighs eighteen
tons. Its height is twenty feet; length
from nose of horse to end of tail, twen
ty-two feet. The plinth upon which
the horse rests, was cast with the ani
mal —is eleven feet long by live and
;a half wide, and covers the entire cap
stone of the granite pedestal.

Hook was walking with a friend,
when they came to a toU-britle. The
friend asked if Hook knew who built
the bridge. “No,” replied Hook, “but
if you go over you will lie 101/etl.”
Halt, tlie Alton Convict.
This convict died on Saturday morn
ing 13th. For sixteen hours previous
to his death he was paralysed and in
sensible. From the time, he was shot
till lie died, paralysis made slow but,
certain work upon him. His two con-i
federates, the convicts who have been!
missing since the calling of the roll last j
Friday evening, were found on Wednes- 1
day. They had dug a hole some six!
feet deep, in the loose earth underneath
the dining room floor, and had so closed
theentrance as to almost defy detection.
When found, they had a supply of pro-;
visions with them, though almost per
ishing for water. They were absent six j
days, and it is supposed they never left
their hiding place.

j An affray took place at Greensbo
rough, t’hoctaw county, Mississippi, the
i other day, in which a lawyer named
; Bluntly was stabbed in the heart by a
man named Nolan. Subsequently, IT.
Brantly, a brother of the lawyer, shot
| Nolan with a double barrelled shot-gun
1 and made bis escape. Brantly was not
! dead at last accounts, but it was
! thought that his recovery was very
j doubtful.

Tim numbers from 1 to so.ooo corresponding
with those numbers on the Tickets printed on t
seperate slips of paper, are encircled with small 1
tin tubes and placed in' one Wheel.
The tirj-t 457 prizes, similarly printed and en
coded, are placed In another wheel.
The wheels are theu revolved, and a number
is draw n from the wheel numbers, and ut tho
| same time a prize is drawn from the other
wheel. The number and prize drawn out are
opened and exhibited to the audience, and regis
tered by the Commissioners; the prize being
placed against the number drawn. This opera
tion is repeated until all tho prize- are drawn out

and the two succeeding numbers to those draw
i ing the first 7 prizes will bo entitled to the 28
