LOCAL MATTELS.
Sad Occurrence.
A little boy named John Cabbin, aged
about ten years, failing to return home
at the usual time last evening, search
was made to learn his whereabouts. —
About 12 o’clock last night he was found
drowned in the flume under the mill at
the Augusta Machine Works, having
fallen in the water and being drawn to
the place where he was found. When
discovered, the little fellow was cling
ing to a bar of iron extending across
the flume.
Halt and Frost.
There was quite a shower of hail last
night, about 8 o'clock, and this morn
frost was visible in many places ; pro
bably not enough to do any damage.

Mr. Butt introduced the following
Ordinance as an amendment to ilia ui-i
ty-sixth section of the General Ordinances
which after being read the third time,
was adopted :

Ordiwinas.
Sec. 1. Be it ordained by the City Chim
ed of Avqnita, anil it in herein/ ordained by
the authority of the same, That each and
every vendor of lottery tickets within
the limits of tire City of Augusta,shall
previous to thefirst day of October in each
and everyyeavensuing.takeouta license
from the clerk of the City Council, pre
vious to vending any lottery tickets,
the price of which license shall ho twen •
ty dollars, and before said license is
granted, by the clerk, the receipt of the
Codector and Treasurer shall he produc
ed for the amount of said license.
Sec. 2. Each and every person so li
censed as aforesaid, shall and is hereby)
required to vend said lottery tickets ali
one place only in tlie city of Augusta l
and shall pay to the < 'ollectov and Treas
urer the sum of two and a half per cent
on his, her or their sales, the amount of
which they shall return under oath
quarterly, on the lirst Mondays of Janu
ary, April, July, and October, and such
person or persons so vending such lot
tery tickets, shall not vend or sell the
same to any slave or free person of
color; and each and every person vio
lating the foregoing provisions of this
ordinance, or auy part thereof, shall be
fined in a sum not exceeding one him
dred dollars for each and every day he,
she or they may vend lottery tickets
without such license; or having such
license and failing to make a return of
their sales as aforesaid, lie, she or they
so offending shall he lined in a sum not
exceeding one hundred dollars for each
and every day he, she or they may fail!

Sec. 3. If any person or persons hav- j
•ingsuch license, shall fail to make a!
return as aforesaid, it shall he assumed
that such person or persons have sold
tickets to the amount of fifty thousand
dollars per quarter, and there shall be a
tax of twoandahalf percent, assessed on
said amount, which tax so assessed,
shall be collected in the manner pointed
out by the ordinances of the city regu
lating the collection of taxes.
Sec. 4. And be it further ordained. , That j
all ordinances, and parts of ordinances. 1
militating against this ordinance, lie,)
and the same are hereby, repealed.
On motion, the returns of the last
charter election were read, from which
it appeared that the Hon. Beniamin
Conley had been re-elected to tin- Mayo
ralty, and the following poisons mem
bers of the City Council.

motion, adopted for the government of
the Council.

A Novel Race.
A novel race took place at St. Thom
as, Cauda, on Tuesday last, between a
I blooded race horse and a locomotive. —
i The horse is decided to he a very fast
‘ | nag, and so is the locomotive, and both
! , were well trained to the track. The
11 arrangements between the betting par
.: tics were, that the horse should be at
11 his starting place when the locomotive
, | came up even, and the word “go”
L i should he given, when away they went
' under whip and steam. The judges de
) dared the horse the winner by one half
i length. The bet was SSO a side, and
the distance eighty rods.
