Smith, Dye, Keener, Hall, Tutt, and
Rigby.
The reading of the minutes was dis
pensed with.
Mr. Blodget, Chairman of the Finance
Committee, submitted the following re
port :
The Committee on Finance beg leave
to report, that they have carefully ex
amined the financial condition of the
city government, and have the gratifi
cation to state that it will compare
most favorably witli that of any previ
ous year. During the past fiscal year,
not a dollar has been borrowed by the
City Council, nor have any bonds been
sold for the payment of liabilities pre
viously incurred. Looking to the fact,
that with the increase of population
and the rapid extension of the city,
comes additional expenditures, for some
years far above the amounts received
from, he taxation of the newly improv
ed localities, we deem it a subject for
congratulation that our finances have
been so judiciously managed. To guard
carefully the avenues from the public
treasury, to restrain the hand which
lacks hut little encouragement to lie
lavish in expenditure, to foster every
branch of honorable industry, and at
the same time control the rash
ness whicli would run into extremes, are
qualifications which do not always ac-,
company efficial position. The hand of:
improvement is in continual requisition
in one section or another, and to de
monstrate the expediency of a disburse
. ment of the public revenue, a substan
tial public good must follow. Your
1 committee are fully satisfied, from the
faithful examination of matters confi
ded to them, in this, the most impor
tant branch of their official dnty, that
the finances of our city are in a healthy
condition. Your committee recom
mend that the same rate of taxation
be adopted for the ensuing year as was
provided for the year just passed. They
are of the opinion that, with proper
economy, the amount of revenue thus
derived will besuffiicient for the pur
poses of the city government; knowing,
ijf up circumstances which arise at this
time to demand extraordinary supplies,
they would not feel justified in recom
mending the slightest additional in
crease in the rate of taxation.
Your committee respectfully, but
most earnestly recommend to the City
Council, that hereafter the appoint
ment of the Captains of the Watch and
tue City Watchmen be given to the
Mayor. There cau be no question that
this policy is dictated by the soundest
policy. Under the method propesed,
the Mayor of the city, as the head of
the police department, would have these
officers under his direct, personal super
vision. The punishment of violators
of official duty would be summary and
certain, thus deterring others from the
commission (if like offences. Many in
fractions of police discipline, which are
now not deemed of sufficient impor
tance to be brought before the Council
would ho punished, and the entire force
would thus be rendered more efficient 1
: for the preservation of the peace and 1
good order .of the city. The Mayor,
being in constant communication with
this force, Would, in the opinion of your
, committee, be much better qualified to
| judge of tin capacity and reliability of
jthe person* composing it, than could
1 the members of Council, who, it is not
; to be exported, can personally superin
tend the execution of the duty the
1 Watch are selected to perform.
Your committee also recommend the

Mr. Blodget introduced tire following
Ordinance,which,after its third reading, i
passed :
AN ORDINANCE
To alter mid amend the the one hundred;
and nineteenth section of the General
Ordinance.
Sec. 1. lie it. ordained by the City Conn
eil of Avgusta, That so much of the one
hundred and nineteenth section of the
General Ordinance as provides for the!
election, by the City Council of Augus-.
ta, at the annual election on the second
Saturday in January, of twenty or more
watchmen, he and the same are hereby
repealed ; and that it shall he the duty
of the Mayor, on the second Saturday j
in January next, and on the second
Saturday in January annually thereat-!
ter, to appoint four captains of the city j
watch, and twenty, or more, good and
efficient watchmen, whose duty it shall
be to serve on the city watch, by day or
night. Before entering upon the duties;
of his office, each shall take and sub-j
scribe the oath now provided in the said
one hundred and nineteenth section.
Sec. 2. The said Captains of the
watch and watchmen, so appointed,
shall be under the control and direction
of the Mayor, who shall have power to
dismiss,'fine or suspend, at any time,
any Captain of the watch, or watchmen,
for cause.
Sec. 3. Ail Ordinances, or parts of
Ordinances, militating against this Or
dinance, be and the same are hereby
repealed.
W. Miio Olin, Esq., appeared before
the City Council and made a statement,
complimentary to Mr. Lunday. Town
Marshal of Hamburg, S. C., for his ef
ficiency in arresting a fugitive from jus
tice, Charles J. Sharpe, who escaped
from this city aud fled to Hamburg, af
ter commiting, it is said, an atrocious
offense in the upper part of the city.
Mr. Hall moved that Council appro
priate twenty-five dollais as a donation
to Mr. Lunday for his officerlike con
duct, and that the Clerk of Council |
notify him of the same. The motion
prevailed.
Mr. Blodget also offered the following j
resolution, which unanimously passed:
Resolved, That the thanks of this body 1
j are hereby tendered to Mr. James Lun
| day, the Marshal of Hamburg, S. C., j
for his promptness in arresting and de
livering to our authorities, a person by
the name of Charles J. Sharpe, who had
been guilty of a violation of law, and 1
that twenty-five dollars be donated to J
him for that service.
On motion, Council adjourned.

purchase, become the owner of the grants char
tered by the States of Delaware, Kentucky, Mis
souri, and part of those in Georgia, under the
management of Messrs. Gregory & Maury, of
Wilmington, Pelaware, we have deemed it expe
dient to change the name of our firm, on and af
ter January Ist, 1859, to that of WOOD, EDDY
CO., who will hereafter have the management
of the Sparta Academy Lottery, and the others,
as above named.
In all transactions we have endeavored to con
duct our business with integrity and promptness,
and we can assure the public that the patronage
heretofore bestowed on us is well deserving of
