R.vi.TiMottK, May lf>.—Gen. Butler Inis
issued a proclamation stating that he
has occupied Baltimore to enforce re
spect io the laws, both State and Fed
eral, and directs that all manufacturers
ofarms report to him. He forbids all
transportation of arms and stores South;
requests all officers of the Mar)land
iiilitin to report to the General in com
mand ; prohibits the display of any
(lag, banners, ensigns, or devices of the
Confederate State, and declares ail per
! sons who exhibit them give evidence
of a design to afford aid and comfort to
! the enemy.
Den. llutler has seized the arms and
stores purchased by the city, and had
Ross Winans. Esq., of the House of
Delegates, ai rested in the ears as he
was retir ning from the Legislature, re
fusing the bail offered, ami would not
|iermit other members to see him, nor
would he give Governor Hicks any rea
son tor the arrest.
The Governors of Pennsylvania, Ohio,
Indiana and Illinois pledge their States
to protect the Unionists of Yirgiuia,
Kentucky and Missouri.
The small pox has undoubtedly bro
ken out in the Capitol at Washington.
Richmond, May l.V — A large at.d en
thusiastic meeting of the Baltimoreans,
in this city, was belli thi- evening at
Market Hall. Daniel Uatcliife, Esq.,
was called to the chair. Addresses were
delivered by Hon. Edmund Ruffin, of
Virginia, C’laike, and others. I'rclimi
nary steps were taken to organize a reg
ipieiit of Marylandcis. The meeting
adjourned to meet on Thursday at 12 M.

1. In the organization ot infantry
volunteer companies, expensive, siio'wy

ally adopted, it would lat found most
comfortable for a summer campaign ;

foot troops. Non-commissioned officers

color and material, with Blouse, cut

Shoes, of home made quality—broad
and stout in soles, high quarters, and
1 low broad Heels—leather laces, and kept
carefully laced when worn.
Above all, when on active service,
including guard duty, every foot volun
teer should wear homemade woolen
socks, also tlannel shirts.

service.
Every man 'should lie provided with
all overcoat of easy lit, witli small cape,
and skirts reaching a few inches below
the knew; as nearly uniform in color
and material with Blouse as practicable.
The skirts should be arranged to button
back when on march, so us to give free '
play to the limbs.
At least one good heavy colored lilan- j
ket should lie provided tor ea h man.
Leather-covered Knapsacks are ex
pensive and heavy. A small Knapsack i
of Osnaliurg cotton, painted black, can
be made without difficulty in any local- i
ity in the State. These are the most
convenient wavs ot keepiug tlie essen
tials of a volunteer's Kit his changes
of socks and tl nmols, his brushes and, !
at least, two towels.
The head cover, if practicable, should
be a light grey drab or brown felt hat,
worn without teat her, and, its in civil
j life - it black felt hats have to lie used

4. When a company is organised, it

On Sunday last was an occurrence in
one of our churches hardly suited to the
gravity of the occasion. After set vice
u young man who carries the collecting
plate, as usual, put his hand in his pock
et to place upon it a piece of money be
fore starting to collect. He dropped,
as he supposed, a quarter on the plate,
and without hmkiugat it. passed arounff
among tlie congregation. Instead of
silver, however, he had inadvertently
placed a conversation lozenger in the
centre of the plate, and all were aston
ished at seeing the lozenger with the
words staring them in the face, " Will
j you marry me.'” The young ladies
| probably thought this was ati unusual
mode ot " proposing!” but no doubt it
was the -ight of them which caused the
