opposition in Pennsylvania, haw, with Governor

State is pretty fairly balanced; yet somo of tho
opposition papers have laid down their pens. One

them who could support Gen. IIariusos, Daniel
Webster, or Hknry Cl at, in preference to that

but they can effect no opposition during the next

those pleasant decks where the polite attentions of

were reciprocated by the smiles of gratified delight.
The Savannah we hailnv a pioneer in the laud
able work of uniting th .‘cities of Charleston nnd Sa
vannah by those cords of fcllqwship, which should
attract to each other two honorable competitor* for'
commercial greatness, identified iti all those ties of
national pride which link the cities of the Atlantic,
and which, if strengthened by mutual intercourse,
must promote the social happiness of nil. Site is
the first ofu lino intended to insure mlolly connex
ion between the commercial capitals of the two
States, and we bespeak of the citizens of Charleston
that support which their enlightened regard for
overy project tending to connect them with other
cities, and States must secure.
Situated as New York and Philadelphia to each
other, Charleston and Savannah should by tho oid.

creased facilities, will soon more than repay the
investment of capital. Tho merchant visiting Sa
vannah \o make his purchases may be unable to
complete his stock desired, to his satisfaction. For

to Charleston mid.on the next day his goods may be
on the way to bo shipped to theirdestination via the
Central Hail Roud. So, too, may tho visitor to
Charleston benefit by a trip to Savnniiuh, and re
turning seek the Churleston and Hamburg road ns
his tinul mudo of transportation. But shall we on-
luvgc on this subject ? We think there is no reason.
for doing so. Let us, however, indulge the hope that
tho steam vessels intended to unite Charleston nnd
Savannah, may havo the light of pleasure gilding tho
beauty of their prow—while tho social intercourse
prompted by the connexion, may prevail on their
deck heightening the zest of honorable rivalry,

with taste, having also a number of berths with every

“The qnil is about to close, and I havo just time
to inform you that tho U. S- brig Consort, Gard
ner, Commander, has arrived from Vera Cruz,
with $114,003 in specie, for sundry merchants in
this city und $120,00) for Now York. Cupt. G.
reports that on the Gtli April a fire broke out in tho
Custom II otiso of Vera Cruz; whieh destroyed near
ly 1,003 packages of merchandize and a number of
adjoining buildings. The' loss is said to bo very
large. lie further says that Gen. Mehia, with n
force of upwards of 1,000 men wero within fifteen
miles of Vera Cruz, (to attack that city) and the
inhabitants were in great constcrnntion, as they
were satisfied that he would take possession of the
same. The troops in tho town were expected to

NEW ORLEANS COTTON MARKET.
The Louisianian of Saturday last, says the sales
of the week have been unusually large nnd would

wards of 15,003 bales havo been taken by ono indi
vidual house und it is now confidently behoved that
the United Sta»c* Bank, is virtu illy, though not
ostensibly operating in nur market. If this Ik» cor
rect, there is no probability of the stifpie declining in
foreign ports, as it must evidently ho the object of
the United States Bank (who is known to have its
agents purchasing heavily in our other Colton ex
porting ports) by this.mean* to accumulate such nn
amount as will ip addition to the grant stock nlrcndy
in tho hands of their Liverpool consignor**, enable
them to rule that market. A design of such migh
ty magnitude mu»t from, the known talents of tho
operators, be based upon tho surest colculatlon*;
the most prominent feature of which is the shortness

Sint—It being understood with respect to Suit

at some of the Custom. Houses, in consequence of
tin 4 sacks not being considered in tho light of dutia
ble charges on the salt.while they nre so regnrded
at others, tho subject has recently been tukon into
consideration with n view to make the. practice in the
assessment of duty uniform.
It is proper to observe that the 15th section of tho
uctof July 14, 1332, declares "that tho ndvalnivm
rate* of dmy on nil goods, wares nvd merchandize,
shall bo estimated in tho manner following: to the
nctnal cost,if the some shall have been procured oth
erwise than by purchase, nt the time and place when
and' where purchased or otherwise procured, or to_
tho appraised vnlue, if appraised, shall bo added all
charge* except insurance.
*. By the 8th section of the net of 1820, tho values of
>m imported n«iclos'subject to specific duty nre to
be ascertained in' the same manner ns the values of
imports subject to a duty advulorcm.
Whatever may have been tho practice founded on
the con st r net i on given to pre-existing laws, it appears
to me, that in conformity to -the provisions cited
above, Sacks urc nevertheless to ho considered ns
constituting dutiable charges on imported Stilt, and
that their co*t should bo taken into view in tho com-
p ulsation of tho duty, nnd tliia construction would
<r*ein necessarily to result from tho singlo exception
of the char pc for insurance. I deem it proper to
add, that when salt is imported in other than sacks,
the same principle will Apply.
As tho erroneous practice, however, which it is tho
intention of flu* communication to arrest, is believed
to Vmvo been oflorig standing nt some of tho ports,it
is deemed proper at such ports to postpone the op
eration of the rule now laid down until tho 1st of
May next, after which period, it is expected,you will
be governed by it..

About sixteen hundred dollars have boon subscribed,

Caldwell H guard, stationed ut Johnson's, wore fired
