Several gentlemen succeeded Mr. Flournoy, to wltt—Messrs. Chappell, Hardeman and Toombs, against striking out the 1st Section— Messrs. Hunter, Rodgers and Betheo, in favor of thf motion of striking out. The .latter gentleman, Mr. Bethea from Washington county, certainly made a hippy effort In his argument, nature no doubt designed this gentleman an orator: his time I understand has been devoted more to mercantile pursuits than legislative, build* speech on this sub ject was thrilling and very cutting. The vote being taken, to strike out the first section of tho bill— ysas73, nays 113. The ra tion to strike out was Jolt. "We received on Saturday, from our Correspon dent,! the Journal ofthe proceedings of the House, Wednesday (9th Inst.) Several motions for re- coesiderstion were made. Oae, which prevailed, was to reconsider the vote fixing the mileage of the Erolident of the Senate and the Speaker of the House, at four dollars. THE PROSPECT. The Baltimore American of Tuesday says: "The rail road train from Washington came in last night at the regular hour—the track being en tirely clear of snow." If the rood North of Washington is clear, we may presume that those South present the seme condition. The Ohio Rail Rond train and the Philadelphia train which arrived at Baltimore on Monday night, brought a number of members of Congress who were to proceed to Washington next morning. MEXICO. Important to Commxrcr.—By the schr. Robt. Mills, arrived lastevening from Matamnra*,we hnve been informed that tho Mexican government has permitted the introduction of the articles which were lately prohibited. The schr. The Public Debt.—The total amount of Trta• tury notet issurd under Mr, Van Duron's adminis tration since Oct. 12,1837, has boen $24,730,473 89: nearly twenty-five millions of dollars. Of this amount there has been redeemed $20,302,- 650 51. Leaving unredeemed, at this prttsenk time, $4,433,833 38. Tha Washington correspondent of Ihe N. York Journal of Commerce writes— The- Bank nf the United States is now paying off its bonds due to the government, and paving them in specie too. This is a fortunate supply for the Treasury, which, according to all aroounts, was getting quite low. TUESDAY, DECEMDER 16, 1840. WILKES SENATOR. Ge»rre W. Carter (Whig)was elected lest week to tbe Senate of Georgia from Wllk ounty, vitt Dr. Anderson, resigned. THE ELECTORIAL COLLEGES. We have not chronicled the meeting of these Col. leges, and the fact that they have voted for Van Bu ran or for Harrison. All that wo have seen have voted in accordance with the views of those who elected them, unless wo except Virginia, where one vote was deposited for Governor Polk, of Tonnes* see, for Vice President. VIRGINIA SENATOR. The House of Delegates yesterday resolved logo into the election of e U. S. Senator to succeed Mr. Rives, on Monday. What will be the fate of the resolution In the Senate, where the parties are tied, we cannot say.—Richmond Compiler. We, this morning, publish Governor McDon ald's Communication of the 7lh inst. to the Legis lature, introducing a letter of J2th November last, from Gov. Gilmer, of Virginia. Wo received these documents from our State Senator two or three mails since, and would not now divide litem, did tho arrival of four mails at a t ime allow us to fill with one subject, so large a portion of our columns. The deep stake which the South holds in this cuntrover sy tnkes us anxious to spread all tit* documents, before our readers, and wehopo to do soatan early day. That New York, through lies Whig Governor, and her Legislature, has acted in had faith towards Virginia and the South generally, thrra can* not he the slightest diffurence of opinion. Shall patriotic section of country be, from day today, in. suited by such conduct on the part uf States uf tho same family and of a common origin! If the Con stitution proves not a rope of sapd, when such qucstior.sare involved, let it be respected. If it does, the sooner new guards are provided far our future security, the better. Great Snow Storm.—The National Intelligencer of last Monday, says—"On Friday last, about noan, a heavy snow storm commenced in this city and neighborhood, which, although partially ceasing far a few hours on Saturday morning, broke out anew about 11 o'clock, A. M. on Saturday, and con tinued all Saturday night and yesterday, until the time this paper went to press. There is now about eighteen inches of snow upon the ground, upon a level, drifted in many placet to three and f-ur feet. So heavy a fall of snow in this city it not recollect ed since that of January 15th, 1831, and to long continued a storm was never known hare. Our streets are almost impassable. Tha mails are im peded, and all travelling is at present nearly at a stand. Here are we in Savannah, enjoying tha luxury of fine weather, these brief days in December, while our Northern Brethren are shivering under tha rigors of a Northern dime. The snow we read of makes us bug our cheerful hearth-fire closer, and rejoice that our lot is to breathe South of 33® N. latitude.
