experience teaches us that as the benefit to the
upper part of the City is apparent, and that to lli„
Tower part of it not so directly evident, we may
expect opposition to our enterprise, although from
what quarter we know not. Come from what
source it may, opposition to a work so reasonable
and so beneficial to the public, will do no credit
to the party from whom it may emanate. The
only shadow of argument we have heard urged
against the contemplated improvement, was
founded on the assumption of the fact that it
would diminish the value of property in the vi
cinity of the centre street bridge, and that per
sons who purchased property there, had a right
to calculate that no other bridge woulff ever be
built. Both the positions are strenuously denied.
“But granting, solely for the sake of argument,
that by the completion of the contemplated im
provement, property in the lower part of the
City would not ho benefilted, but injured, this
consideration would form no good reason why
an enterprise beneficial to the community should
not be carried into effect. Such a doctrine is ab
surd, and >vould if sustained, effectually prevent
the formation of almost every kind of new chan
nels of communication. It would cast the impu
{tation of injustice on the opening of new roads,
E the construction of bridges, the formation of rail
1 roads or canals; or the establishment of new fer
ities; for scarcely any enterprise of this kind, how
| beneficial soever to the public, can be completed
{without diminishing the value of the property of
{some individual. The truth is, no individual, the
value of whose property is enhanced by its con
tiguity to a good road, a good bridge,or any other
artificial work, has a right to calculate on others
toeing prevented from enjoying similar advanta
ges, particularly whenever they ate willing to
Construct them at their own expense. Sueka
■octrino would he almost as destructive ns des
potism, in a now country. It would he political
icresy m a free one. In free countries, no other
obstacles should he allowed to exist, in the way
of the erection of bridges, and the opening us new
reads, than those which the laws of nature, and a
regard for the rights of private property, throw
in their way.”
