In the House of Representatives, among
the petitions presented to-day, was one |
by Mr. Hall, from the midshipmen of the (
navy, praying thntagrade of naval office
be established, to be called sub-lieutenants 1
by which passed midshipmen may be
placed on a footing with the graduates of t
of the military school at West Point—it i
was referred to the Committee on Naval
Affairs: and one of Mr. Yarn cm, from (
Elisha Bigelow, builder of u steam engine
so constructed that it is not liable to the
ordinary accidents of bursting, and pro
posing to make his discovery publicrfor '
ii suitable reward ; which was referred lo !
n select committee. A short discussion
arose on an nmenilment ottered by Mr. ,
Si-eight, to the resolution proposed on
Tuesday, by Mr. Howard. This amend
ment called for the printing oftlic reports
of the Committee on Commerce of Ways
and Means of 13lh March, 1888, and the
report of the Committee on Commerce of
Sth of February, 18110. It was opposed
by .Mr. Howard, on the ground, that if it
were adopted, others would be ottered
and the object ultimately defeated. This
amendment was lost; and Mr. Camrre
lk.no proposed to amend by adding the
report of Men. Hamilton, w hen Secreta
ry of the Treasury, in March, 1702, and
‘ I that of .Mr. Jefl'crson, when Secretary of
State, in February, 1793, relating to the
subject embraced in the. reports mention
ed in the resolution. Upon this amend
meat a discussion arose. Messrs. How 1
aiid and .Mallart opposed, and Messrs.
Camurkluno, Wayxeand Archer, advo
cated it. Before the question was taken,
a message was received from the Senate,
announcing the meeting oftlic High Court
of Impeachment for the trial of Judge
Peck; and the House resolved itself into
a Committee of the Whole, Mr. Martin,
of South Carolina, in the the chair; when
on motion of Mr. Buchanan, they pro
ceeded to the Senate chamber to attend
said trial; and, on returning and report
ing progress, the House adjourned, to
meet to-morrow at 18 o'clock.

The Beaufort Gazette of Thursday in
forms us, that in the very severe wenth
er of the preceding week, seven negroes
were frozen to death in a hoot in Wall'--
Cut, on their way to Savannah. One
account says that they belonged to Mr.
Monuin, another that they were Mr.
II o iu’ i. It is said that two negivos died I
of cold in another boat, between Broad
River and (Savannah. A fellow of Mr
Jacoh Gukiiard's, also perished in n mid
dling boat near Eahnw; and one of Mr.
B. Oswald's was drowned, near Cut Is
land, in St. Helena Uiver.

A complete change of Ministry lias occurred in
England—ho lute Woffington administration
having made itself so extremely hiui justly un
popular, as lo he altogether incnpablu of carrying
any ministerial measure, as Will he seen by the

ceeding administration appears lo have been sc
foeted throughout from the liberal weak parly,
and is likely to ho highly popular. Its leading
members have been distinguished fur judicious

Brougham, now Eord Brougham and Vaux—
we liked him much better without either the

cannot possibly he improved by calling him a
Lord, and he ought to have been too proud of
that once humble, and simple name, which he
himself has made so eminently great, to suflerit

men in the kingdom —men generally distin
guished for nothing else but their titles and liiuir |

In addition 10 the 148)000 men called
out by recent ordinances, anil who nre
to march on the Ist and 15th 01-Decem
ber, the Government has determined
upon making an extraordinary levy of
80,0(10 men. Ihe consent of the Cham
bers will be applied for on an early day,
nn extraordinary credit asked for, to
meet the expenses rendered necessary
by Ihe levy. These facts have been
known by the Ministers themselves.

T he Nntionul ofthis morning says—A
letter from the interior of Hussia, dated
Nov. 10, confirms what has been already
announced respecting the march of the-
Russian army towards the frontiers.
The manner in which this letter is ex
pressed leaves no doubt that the move
ment is the consequence of a preconcer
ted plan between the Cabinets of St. Fc
tersburgh and Berlin.
Dnrl Grey, the new English Premier,
has just declared in the face of Parlia
ment, that he is determined to use every
exertion for the amelioration ofthe inter
nal state of the country, and thot he hud
no wish to use any interference for inter
rupting the other nations on the Conti
nent in the arrangement of their own af
lairs.
It is said that Marshal Sonlt has strange
hours for transacting business, and we
have no doubt his habits must prove rn
ther annoying (o place-hunters. The
Marshal makes appointments for four
o'clock in the morning, with those who
request to have audiences.
It is said that .Mademoiselle Bonrmonl
is ut present residing in the Island of
Jersey, and that small vessels arrive
from Granville and other parts of Franco,
with despatches for thin lady, and which,
it is supposed, relate to a plan for a conn- 1
ter-ro volution 111 France.

It is said that Russia, which seems |
most sensitive upon the progress cf re
volutionary movements throughout Eu
rope, lias addressed a circular to all the
Courts, soliciting them to combine, in or- ■
der to extinguish this dangerous spirit.— J
There is no doubt but Hint its agents ac
tively i nterfered with the deliberations of
the Belgian Congress, in the question of
the exclusion of the House of Orange.
A report was spread at (he Exchange 5
of Frankfort on Hie 18lh inst. that the
Emperor of Russia had been attacked
with a serious indisposition, mid the .

It is not true Hint Lord Brougham is
Ihe only instance hi modern times of an

As observed to you in our lust Circu
lar of 21th nit. the strongly contested
election for a member of Parliament for
this Town, and which closed yesterday,
has been u serious check to business in
general, but the wants of consumers have
compelled them to purchase to a fair ex
tent, and the sales of Cotton last week
reached 10,910 bales of all descriptions,
viz: »*JO Upland, a«3 a 7J—2O at 7Jd;
1370 Orleans, at Gj a 7Jd; 1850 Alabama,
at(! a 7gd. The market throughout the
week wns very steady, and the late im
provement in prices has been fully sup
ported ; the principal soles in Upland ami
Alabama were at Oil « 7d. and the en
quiry wns principally for such, the im
port ofthc week was 12,500 hales, and
the increase in the supply from the United
Stales ns compared with that of lust year
to same period, wns 117,000 hales.
For three days past, the market has
been steady, and the sales d.SOO bales.
