BALTIC .
The American steamship Baltic, Capt. Corn
stock, has arrived at New York, bringing Liver
pool dates to Wednesday the 20th ulr., three
days later than those brought by the Canada.
The Baltic lias 92 passengers.
Liverpool Cotton Market.—Messrs.
Brown & Shipley’s cotton circular, dated on
the evening of the 19th, slates that the last stea
mer’s news iiad a depressing effect on the market,
and that ordinary and middling qualities had de
clined 1 10 to l-Bd., hut that the lower quota
tions had declined the most. Fair Orleans and ;
Uplands remained unchanged. A moderate >
business bad been done at previous rates. The I
sales for the three days comprised 17,000 bales !
of which speculators took 2,500 and exporters \
1,500 hales.

On Wednesday the 20th, the day on which !
the Baltic sailed, cotton was freely offered at j
the decline. The sales that day were 6,000 j
bales. All the circulars quote the decline at )
neaily 1 8d on Middling.
The English and French Ambassadors had
arrived from Constantinople. The former as
sured tlie merchants of England of a continu
ence of peace.
Ihe English Chancellor's exchequer state
ment proposes a general reduction on duties.—
Opinions are divided on the subject, and it is
believed that it will overturn the Ministry.
Mrs. Stowe was enthusiastically received.

Foreign — Kossuth—Mrs. .Stowe.
The Times states that upon intelligence re
ceived by tlie Secretary of Siate, and the Lon
don Police having been kept for some time to
find [iroof that would eliminate Kossuth in the
English Courts, early on the morning of the
14th, Kossuth’s house in London was searched
by the Police acting under a Secretary of State’s
warrant. A large store of arms, ammunition
and material, of war were discovered.
The German papers say also, that the recent
arrests in Prussia were from information of the
English police, who had placed spies on the re
fugees.
In the House of Commons on Friday, Sir J.!
_Waltripey asked the Government if these state- j
meats concerning Kossuth, were true, and fur- I
ther, if Great Britain hail given assurance to for
eign powers that the refugees should be put tin- I
der surveillance.
Lord Palmerston replied that a warrant was i
issued to search a house at Rotherhithe, not oe
cupied by Kossuth in which were a large quan
tity of rockets, shells, and gunpowder, but no
assurance had been given to foreign powers,
excepting that the refugees would not he al
lowed to abuse the hospitality of England.
Mr. Duncomhe said that these nominations
were found in a rocket factory and were for
sale.
Mr. Bright asked Lord Palmerston if Koe
suth had really any connexion with the mu
nitions.
Lord Palmerston replied that he did not j
know—he would cast no imputations on Kos- i
suth. It would be the subject of future en- j
qniry.
Lord Stuart charged the Government with get- j
ting up a false charge against Kossuth. The j
subject was then dropped.
Mrs. Harriet Beecher Stowe was welcomed I
on landing by a large crowd, and proceeded to j
the house of Edward Cropper, where she met i
a select party next m •ruing. Dr. Me.Veiil pro- |
sen ted the address of welcome. She was en- i
tertuiued next day by the Livepooi Negro So- |
ciety, and presented the Britisti Bible Society j
with £ I3J. She left on the same day for !
Glasgow.

About 150 men are now garrisoned at the
Macilia, and all the Americans have been order
ed to leave town.
The Governor has called upon the military,
anti they have refused to sustain him in the po
sition he has taken. He has asked the Gover
nor of Chihuahua to formally deliver up the ter
ritory, and in case of a refusal has made known
his determination to cal! upon the militia of j
New Mexico, and take it by force of arms. j
This state of things lias aggravated the j
had feeling that existed toward the Americans, !
and has placed them in an awkward posiiion. i
It is generally supposed that the Governor j
will be sustained at Washington, as it is a clear !
case that the line was not run according to the
treaty, and a considerable number of the people
ol the Macilia have protested against being
forced to live under Mexican law, contrary to
all justice. The Mexican authorities have taken
measures to arrest all persons who have signed
the protest. Tlie few Americans who live here
look anxiously for news from the United States, j
as to what steps the administration will ‘take I
with regard to affairs here.

Democratic Meeting.
Lumpkin, May 3rd, 1853.
In pursuance to previous arrangement, a por
tion of the Democratic Party of Stewart eoun
tv met this dav, in the Court House in Lumpkin,
for the purpose of appointing Delegate* to the
Convention to be held in June, in Milledge’. illej
to nominate a suitable candidate for Governor;
and also to appoint Delegates to attend the
Convention to be held in Albany, to nominate
a candidate to represent the Second Congres
sional District in Congress.
On motion of John A. Tucker, William Sims
was appointed Chairman, and E. F. Ki.ksey
Secretary.
The object of the meeting was explained by
- D. B. Harrell.
The Chairman appointed a committee of five,
’ consisting of David B. Harrell, John W. Goen.
: John S. Yarbrough, Abram Pyle and John
| Fitzgerald, to select suitably delegates to
| represent the Democratic Party in the above
j named Conventions. The Committee reported
: to the meeting tire names of John A. Tucker,

’1 he Girard It nil road.
The Mobile Tribune savs, Robert S. Harda
way, President ol the Girard Railroad, is now in
the city on business connected with the enter
prise. His chief object, however, is to interest
our citizens in the road and if possible obtain j
pecuniary aid from the city. To test the feel- 1
bigs of the people the -Mayor, in compliance
with a written request numerously signed, has
called a meeting at the Alhambra on Tuesday i
evening next. ‘Phis aid will be asked for in the I
shape of city bonds to the amount of *750,000 j
|to 1,000,000. These bonds will represent the ■
| amount in stock of the road, and as there can :
| hardly be a doubt of their intrinsic value, if is i
| expected they will soon be worth more than ,
| par. If obtained, they will bo used for the pur- I
pose of constructing the road eastward! v from!
the Mobile terminus.
In regard to this enterprise, we may say that j
the affairs of the company are in a condition :
that gives assurance of its speedy completion : ;
and as it will ba built whether we contribute or j
not, it becomes a question of dollars and cents j
with our citizens—that is, whether they should :
not identify themselves with it at once and there-!
by become entitled to a shai e at least of the prof j
its. At this time there aro between five ami six I
hundred laborers at work on the road, and the j
intention is to complete twenty txvo miles during j
the coming six or eight months. The following
year the director# expect to have fifty-two miles
hi operation, reaching to Union Springs, in M;t- •
con county, Alabama. This point attained, the i
planters contiguous to tlie road will commence i
the work nfgrading (hence to Greenville, Butler j
county, having already taken a sufficiency of
stock tor the purpose, in Conecuh and Mon- I
me counties the subscriptions are liberal and ;
also in Baldwin.
The Columbus Times, referring to this road,
makes this remark : “When it reaches that point
(Union Springs) the interest of Columbus wiii of
course measurably decrease, as she will then be j
the depot ot the trade of the rich prairies which •
lie east of the Alabama river, ami without com- j
petition. Mobile will then doubtless feel the j
necessity of completing the track to her broad j
bay, unless she can consent to give up to Co-1
lumbus, Pensacola and Savannah the immense i
trade of all that portion of Alabama and Florida j
which lies between Montgomery and the Gulf j
of Mexico, on this side ot the Alabama river. 1
In this day of railroad enterprise, a city which i
stands still will find her trade and commerce :
absorbed by her more thrifty neighbors, da- j
vannah and Brunswick are both building roads ;
from the sea coast to Pensacola, the avowed j
object of which is to turn the trade into their ;
harbors. This rivalry is not to be despised.— I
Mobile may save herself by prompt and cordial i
co-operation with Columbus in thespeedv com
pletion of tlie Girard road, but if she neglect the
golden moment now offered, and allow a rival j
city to be built up at Pensacola the conseuuence
may prove ruinous to her best interests. Can

A Persevering Boy. —A Boy, only 12 years
old, who had walked all the way from Ohio to
Washington, it is stated, called on the Presi
dent a tew days ago. He said he was an or
phan supported and educated by a poor aunt,
and had come to ask a place in the Navy.—
The President was deeply affected by his story
and theevi ‘ence of his perseverance and gave
him several pieces of gold, and invited him to
call again The boy left, but was followed by
a gentleman who witnessed the interview, and

j The Fires in Albany. — Albany, April 29,
! 1853.—Al the fire iu this city yesterday morn
ing, Mr. Quinn, one of the persons who u-r.s
compelled to vacate the premises destroyed, was
robbed of SIOO, which was locked up in a hu-

Our city is infested with incendiaries. Al 2 j

in Hawk street, was set on fire and destroyed.
