Democratic Meeting.
Buena Vista, May 1, 1855.
At a meeting of the Democratic party of Marion court*
ty, held at the Court House, f.r the purpose of appointing
delegates to the Gubernatorial Convex.ion, Hon. M. L.
Bivins was called to the Cliair, and James VV. Gauldiag
requested to act as Secretary.
Oa motion of K. VV. Miller, E*q., a committee of fire
was appointed to draw up resolutions expressive of the
sense of the meeting; and to named lqguns Ur the
Convention. E VV. Miller, M. G nmley, Or. H. K.
Pierce, Mark Kemp, and Jonathan Purvis, comp s -d suul
committee. The committee retired lor a short time, Mid
returned and reported the following preamble and resolu~
lions, which were unanimously adopted :
Whereas, a convention of the Democratic party is to be
held in Miiledgeville on the first Tutaday in June next,
for the purpose of nominating a candidate lor Governor,
the Democratic party of Marion deem it proper that they
shall be represented in said Convention by ihlegates pro
perly appointed. And whereas, the Democrat o party is
eminently a national party, ami ihs government lus risen
to its present enviable position upon us princ pies, the
dissolution or disorgatuzUiou of the puny, at this time
would be detrimental to the best interests of the country,
and dangerous td the liberties of the people. And where
as, the principles of the party arc the juudamental priuci*
pies of Uepublieau'sai, and promo,iv<- of civil and religious
liberty, it seeks the aid of no ism bf the day to endear it to
the honest people of the country, nor does it sc- k to eon*
ceal its actions by secret iiSbociatioLs, oi tmiuiu 1 i:* mem
bora by any other obligations than the duty they u.vc to
their country.
licit tlicrcf/reresolved, That we send delegates to the
proposed Convention untrammelled as to who th . y shall
vole for as'a candidate for Governor, leaving n to their
discretion to act as to them shall seem most b-neticial to
the party.
Resolved, That, we still entertain abiding faith in the
principles of the Democratic party, as taught by Jelll-rson,
Madison and Jackson, and as carried out by our present
able Chid Magistrate of the Union, Franklin Pieiee;
and shat it is only through this party that the rights of the
South can be maintained, or the sovereignty of the States
recognized.
Resolved, That entertaining these views, wo will dill
adheie to Democratic principles, eschewing every ism not
in common with its teachings, aud that wo pledge ourselves
to use all honorable means to elect the candidates ot the
party.
Resolved, That we approve the administration of the
present able Executive, and if he shall be re-nominated wo
will give him our hearty support.
Resolved, That we have no sympathy with the new so
cret political order, commonly called the Know Nothings
—believing it to be conti aty to the genius ot our tree in
stitutions, and subversive of the principles of Detnociaey,
and that such a party, bound together by s ich solemn obli
gations, under the lead of designing men, may overthrow
the liberties of the people, and convert our free Republic into
a monarchy; and we warn the Democracy against being
seduced into its ranks.
Resolved, ’] hat religious liberty is one of the fundamen
tal principles ol this government, and any interference with
this principle, either by legislative enactment or by the acta
of, the people, is an inlraction of the spirit ol the Constitution,
and violative of Democracy, and us Democrats we frown
up-n all such attempts, no matter from what source they
come.
unsolved; That as Democrats, we are satisfied with the
Constitution as it now is, aud are opposed to all parties
which seek to set aide any of its provisions.
Re-olved. That the following gentlemen be appointed as
delegates to the Convention, with the power to appolbt sub
stitutes should i hey not be able to attend, to-wn: James
Hall, Martin L. Bivins and Thomas Howe.
It was resolved that the Advocate of the South, Times
&, Sentinel, and other Democratic papers be requested to
publish the pioceedings of this meeting.
The meeting theu adjourned.

[From the Baltimore Patriot ]
THE LOCUSTS IN TIIE MH TII.
Besides the seventeen years Locusts, Cicada
Septemdecim, already announced in the Patriot,
to appear this Spring iti Massachusetts, E .stern
Shore of Maryland, from Baltimore to Carlisle, Pa.,
a portion of Kentucky, aud*a portion of Western
Virginia, there will be several extensive districts of
the Southern family of Locusts that will appear
this Spring. These Southern Locusts only re
quire thirteen years to complete •their existence,
and their name, f suppose, should he Cicada Tre
decim, 1 have on my Register the location and
dates of ten districts of this family, some of th* ; i
very large and one ortwo very small. The dis-
that will be occupied this year by them, an- ;*
follows:
South Carolina —Chester and adjoining dis
tricts, extending into North Carolina.
Georgia —ln Newton, Cobb, Coweta, Carroll,
Heard, Meriwether, Campbell, Fayette, DeKalb,
Gwinnett, and Murray counties.
Alabama. —ln Greene, Sumter, and Marengo 1
counties.
Louisiana. —ln Union, Caddo, Clairborne and
Washita parishes,
Mississippi. —about Jackson, and probably all
adjoining parts of the State.
Arkansas —ln Union, Lafayette, Hempstead and j
Saline counties.
Tennessee. —From Nasheilie tn the Mississippi
river, and extending into a portion of South-Wes
tern Kentucky, probably as far up as Louisville.
In the extreme South the insects begin to appear
about the stb of April, and some may appear lrotn the
Ist to the 10th of that month. Their appearance is i
later and later as we come North, about a week for
every hundred miles, until the most Northern will ap
pear from the Ist to the 10th of May. I should
be very glad if persons in the South where the
locusts appear this year would inform me of the
fact, stating the exact time of their first appear
ance, and the counties occupied by them.
There is no difference whatever between the
Southern locusts and the Northern insects, ex
cept in the tune occupied by them in completing
their existence.
The districts of the Northern locusts extend far
into the territory of the Southern in many places :
and so do those of the South extend fir up into
the Northern territory, interlocking and lapping
.over each other sometimes for more than a hund
red miles. This has caused great confusion in
tracing out the true history of the insects, and the
family and districts to “which each visitation be
longed. North Carolina, Tennessee and Arkan
sas appear to be the middle ground between the
two large families, and nearly the whole of those
States are occupied alternately by the Northern
and the Southern insects, interlocking each other,
&c. Yours,
GIDEON B. SMITH.
PEA-CULTURE FOR MANURING.
Twelve to fifteen years ago, Judge Thomas
Ruffin, of Allamance, North Carolina, gave up an
enclosed lot of 14 acres, of very poor and exhaus
ted land to the following culture; The land was
plowed every spring, usually in May, and peas
planted in 3 feet rows and about 15 to lb inches
apart—l 2to 15 seed dropped at each place. Two
slight plow mgs were subsequently given, soon
after the last of which the vines crossed and cov
ered the intervals, so thai no further tiling.* was
needed, or practicable. One slight hand-hoeing
was given early, to chop out the strong weeds be
tween the stations. The whole tisllage very slight
and cheap. When from half to two-thirds of the
pods were ripe (or dry.) the nogs designed for
slaughter that season only were put into the lot,
(usually 80 to 100) and remained until they had
eaten all the peas. They eat but little of either the
vines and leaves, or of the pea-hulls. Sometimes
a little grazing of beef cattle only occurred in addi
tion to the hogs. All remained in the lot during
the whole time of their grading on itj night
and day, and no other food given except, gome
times a cart load of pumpkins or turnips were
given, once or twice a week, and this of
course not until late, or after frost. For 5
successive years, and about the middle of the
whole term, the continued pea culture was varied
by 3 crops ot oats being sown, in years alternating
with others of pea-culture, making a crop of peas
and of oats in alternate years. The oats, when in
milk, had the hogs turned on. and as much of the
crop eaten as the hogs would consume—aud also
of the second growth of young plants, from the
wasted seeds germinating. This substitution of
oats was deemed less valuable than the peas, and
so was abandoned, and the ■ resum
ed. No other manure, or aid, has been given to
the land in this whole time. No products have
beeu (or could have been) measured. But Judge
R. is sure that the land could not have produced
more than 5 bushdls of corn to the acre when his
course was begun, and that it would now bring
three times as much, or 15 bushels. This is still
a poor rate of product—aud much less of improve
ment than usually obtained from pea-manuring.
But in this case, all the product of seed or gram
of every year’s growth has been consumed, (ex
cept the few pumpkins,or turnips,) and no return,
other than the excrements of the fattening animals.
The hilly surface of land permitting washing, with
all the care to prevent, has also retarded the pro
gres of improvement.

Billion, living near Galena, Illinois, of considerable wealth
and very respectably connected, has been in the habit lor

morning was brought out and lined twenty-five dollars—-a
Mini so inadequate to the offence that the citizens, to the
number of about seventy-five, comprising the most respec

their own handl On Monday night the party proceeded
to Billion’s residence, took him prisoner. inarcmui*him out

The English Baltic Fleet. —The London Journals

ade every inlet and port of the Czar, and, if possible, find
some vulnerable point of his triple granite and iron. It
